In the name of Allah, the Most Gracious, the Most Merciful. Praise be to Allah, the Lord of the Worlds, and prayers and peace be upon our master Muhammad, and his family and all companions. Today, amidst the coronavirus pandemic, we witness the situation where our places of worship are closed. But not our hearts. Our worship places moved to our hearts, where we keep praying to the Almighty Allah. Last year, my Brother, His Eminence the Grand Imam of Al-Azhar, Sheikh Ahmad Al- Tayyeb and His Holiness Pope Francis, together with the Crown Prince of Abu Dhabi, His Highness Sheikh Mohamed bin Zayed, have signed the joint document of “Human Fraternity for World Peace and Living Together”. Today, responding to the Higher Committee of Human Fraternity’s call for the joint prayer of the leaders and representatives of all World religions, I fully support this Godly idea. Together with all faith leaders over the World, we, the faith leaders in Azerbaijan – Muslims, Christians and Jews, will celebrate May 14 as “a day for fasting, prayers and supplications for the good of all humanity", for the end of that terrible pandemic. My country is in the forefront of this fight. All necessary measures have been taken to protect people from infection, so it is a result of the proper policy of the Government and the Head of State. There is no boundary for spiritual life. Obviously, today we are in a big need to the Unity. The God is One, Sole, but He wants us to be together. However, when Christians, Muslims, and Jews, when people of all faiths on Earth are together, we become strong. -

European Union Water Initiative Plus for Eastern Partnership Countries (EUWI+) STRATEGIC ENVIRONMENTAL ASSESSMENT (SEA) OF THE DRAFTALAZANI-IORI RIVER BASIN MANAGEMENT PLAN SEA Report November 2020 2 This SEA report was prepared by the national SEA team established for the pilot project “The Application of a Strategic Environmental Assessment (SEA) for the Draft Alazani-Iori River Basin Management Plan” (hereinafter also the SEA pilot project): Ms. Elina Bakradze (water and soil quality aspects), Ms. Anna Rukhadze (biodiversity, habitats and protected areas), Ms. Lela Serebryakova (health related aspects), Mr. Giorgi Guliashvili (hydrology and natural hazards), Mr. Davit Darsavelidze (socio-economic aspects), Mr. Irakli Kobulia (cultural heritage aspects and GIS) and the UNECE national consultant Ms. Irma Melikishvili (the team leader also covering climate change aspects), under the guidance and supervision of the UNECE international consultant Mr. Martin Smutny. First Russian Schools for Muslims in Tbilisi (Georgia) Nani Gelovani Ivane Javakhishvili Tbilisi State University, Faculty of Humanities, Institute of Oriental Studies, Associated professor; Georgia ABSTRACT The city of Tbilisi (its pre-1936 international designation – Tiflis), which became a center of Russian Administration in the Caucasus region since 1801, a residence of the Caucasus Viceroy (Namestnik) since 1845 and an administrative center of Tbilisi Governorate since 1846, was gradually established as an administrative, trade and industrial center of the South Caucasus (Transcaucasia). Through Tbilisi, Russia established diplomatic and trade relations with Eastern countries. In 1847-1849, the first Russian schools for Muslims in the South Caucasus, separately for Shiites and Sunnis, were opened in Tbilisi specifically, where the Caucasus Viceroy could closely supervise “the progress and success of this establishment”. This first experience of Muslim schools was a success: the population, who refrained from sending their children to parochial schools for religious reasons, showed sympathy to them. Opening educational establishments for Muslims controlled by the Tsarist Administration in the South Caucasus can be explained by Russia’s interest to promote the swift adaptation of the Muslims of the South Caucasus to Russian legal and cultural environment and by the need for training clerks among local residents to work at the Administration. The present report will consider the history of the first Russian Muslim schools in the South Caucasus, in Tbilisi in particular (charter, educational program, teaching aids, pedagogical staff, privileges for the graduates, estimate, etc.) based on the materials found in the archival documents and periodicals. The two districts under study are part of Kvemo Kartli province and are located near the Georgian capital, Tbilisi, to the south of the city. Gardabani District borders Azerbaijan, while Marneuli District borders both Azerbaijan and Armenia. Marneuli District includes the Red Bridge checkpoint on the Armenian and Azerbaijani border. Both districts are predominantly agricultural, with vegetables being the main produce. Potatoes play an especially big role. While we do not have specific data for the two districts under study, on the whole, in 2000 Kvemo Kartli province produced 126,000 tonnes of potatoes, which constituted 41.8 per cent of Georgia’s total potato production. In the same year, the province produced 25.4 per cent of all the vegetables grown in Georgia. -

1 2 In summer 2008, Division of National/Ethnic Minority Issues and Division of Civil Integration were established under the Office of the State Minister of Georgia for Reintegration. It is noteworthy that the staff members of these two divisions are the representatives of national minorities in Georgia (Azeris, Armenians, and Chechens). Prior to this, the Civil Integration and Tolerance Council functioning under President of Georgia has been working on the elaboration of the “National Concept for Tolerance and Civic Integration” and its five-year Action Plan. Several on-site visits in the regions compactly settled with national minorities (Kvemo Kartli, Kaspi district of Shida Kartli region settled compactly with ethnic Azeris, Samtskhe-Javakheti and Kakheti regions settled with ethnic Ossetians, Azeris, Armenians, Assyrians, Udins, Lezghins, Roma, Kists) have been organized with a purpose to make more effective the functioning of the Office and to enhance competence. During on-site visits in the regions, several meetings have been conducted with the representatives of the local self-governments as well as with the local population. On-site visits enabled us to get information on the existing condition and considerably promoted our effective involvement in the elaboration of the National Concept. With the cooperation of the Civil Integration and Tolerance Council functioning under President of Georgia the “National Concept for Tolerance and Civic Integration” and Action Plan has been approved by the governmental decree №348 of 8 May 2009. According to the National Concept, the Office of the State Minister has been entitled for the elaboration and coordination of the policy as well as for the presentation of the annual reports (on December of each year) on the implementation of the Action Plan for Tolerance and Civic Integration to the Government of Georgia and Civil Integration and Tolerance Council functioning under President of Georgia. -

In addition to Shia and Sunni Muslims, who make up the majority of the population, Jews, as well as followers of the Armenian Apostolic Church, Russian Orthodox Church and other religions are all citizens of Azerbaijan. This report discusses “the Azerbaijan model” in terms of levels of coexistence and religious diversity, as well as the challenges faced by the country in terms of this issue. Introduction Most statistics contend that ninety-six per cent of Azerbaijan’s population is Muslim, while the remainder (four per cent) is distributed among other religions, such as Christianity, Judaism and Zoroastrianism. Meanwhile, government officials say that ninety-two per cent of the population is Muslim.(1) Some statistics say that Shia represent eighty-five per cent of the Muslim population, while the percentage of Sunni Muslims is fifteen per cent. But, according to officials running religious affairs in the coutnry, the percentage of Sunni Muslims is actually thirty-five per cent.(2) The report concludes that the religious situation in Azerbaijan is largely linked to the country’s geopolitical situation and given that it is surrounded by significant actors in the region, including Russia, Turkey and Iran. -
