SRI (NW) 021/2015(b)/JN/LA PART I TENDER PROCEDURES SECTION 1 INTRODUCTION This Introduction should be read in conjunction with Tender Appendix A [ Description / Specification of Goods ] set out in Part II, Section 2 of the Tender Documents. Part I, Section 1 Introduction INTRODUCTION 1. PURPOSE The purpose of this tender process is to procure Tender Offers from contractors to [perform all Works / provide all Services / supply all Goods ] required in connection with the engagement of casual workers for SESCO Sri Aman and Outstations. 2. BACKGROUND Sarawak Energy is wholly-owned by the State Government of Sarawak and is responsible for the generation, transmission and distribution of electricity to industrial and residential customers within Sarawak. Sarawak Energy has a proud history of more than 70 years of service to the Sarawak community and now provides electricity to more than 500,000 account holders. In recent years, Sarawak Energy has made strong progress on an exciting resources in hydropower, natural gas and coal to create new opportunities for the Sarawak community. With firm plans for further rapid growth, Sarawak Energy is on track to become the leading producer of renewable energy in South East Asia. SCORE program, Sarawak Energy is helping our community reach the goal of becoming a high-income State by 2020. 3. COMMERCIAL BASIS FOR TENDER OFFERS Tender Offers shall be submitted in accordance with the requirements set out in the Tender Documents. The Conditions of Contract are based upon Sarawak Energy supported by Contract Appendices that collectively set out and describe Sarawak Energy engagement of casual workers for SESCO Sri Aman and Outstations. The Contract Price is a fixed, lump sum price, but payment shall be made based purely on measured items or the actual delivered items. Re-tender For The Engagement Of Casual Workers For SESCO Sri Aman And Outstations. Sarawak Energy Ref. No.: SRI (NW) 021(b)/2015/JN/la 1 Part I, Section 1 Introduction DESCRIPTION / SPECIFICATIONS OF SERVICES The Services to be supplied by the Supplier include the following: 1 This re-tender does not require any skilled worker but only casual workers to do assign job under full supervision of SESCO staff as stated in item number 8 in this specification. Therefore the submitted price should not include any extra price for skilled workers. The supply of Casual Workers for Sri Aman and Outstations, Western Region cover the following areas: Sri Aman and Outstation: From Sri Aman town up to Lubok Antu Junction and all the way up to and inclusive of Lubok Antu and Batang Ai township and power station compound, Batang Ai Hilton Resort, Engkilili, Batu Lintang areas and nearby areas. From Sri Aman town up to Jaong, including Melugu, Po Ai, Engkeramut, Selepong/Ran, Lachau, Pantu and Sungai Tengang, areas and nearby areas. From Sri Aman town up to Lingga, including Stumbin, Tanjong Bijat and Bakong areas and Banting areas. Betong, Saratok ,Pusa and outstation From Sri Aman town up to Betong, including Debak, Spaoh, areas and nearby areas. From Sri Aman town up to Pusa, Meludam, Beladin, areas and nearby areas. From Sri Aman town up to Saratok, Roban, Sessang, Kabong areas and nearby areas. 2 THIS IS A BILL OF QUANTITY CONTRACT AND COMPRISES THE FOLLOWING ITEMS LISTED IN THE FOLLOWINGS AND MUST BE READ IN CONJUNCTION WITH THE GENERAL CONDITIONS OF CONTRACT AND GENERAL SPECIFICATIONS . 3 THE RATES QUOTED SHALL INCLUDE :- a) The worker salaries which should be paid by the contractors at the end of the month without waiting for SEB contract payment. b) To provide one full time worker permanently stationed at Sri Aman office. The salary of the worker shall be calculated in work man days every month. c) Payment of EPF and SOCSO for the workers to the relevant departments and other statutory contributions. d) Insurance, safety equipment and gears. e) Transportation, mobilization and demobilization cost. f) Sundry cost such as tools, equipment and basic construction materials. g) Wastage on materials, carriage and cartage, carrying in and return of empties, hoisting, etc, for proper completion of each item and for establishment charges. h) Overhead, administration, profit, etc. The Company shall only consider completed quotation of all items listed in the Bill of Quantity/Schedule of Rates. No.: SRI (NW) 021(b)/2015/JN/la 2 Part I, Section 1 Introduction It is the responsibility of the Contractor to take the necessary precautions and arrangement 4 If the Tenderer has any doubt as to the meaning of any portions of the General Requirements, he shall when submitting his quotation, set out in his covering letter the interpretation on which he relies. 5 The rate for the casual labourer shall be based on man days. Each man day shall be calculated on 8 WORKING HOURS. 6 VISITOR PASS All workers are required to obtain a visitor pass from the Security at the Guard House workers must produce their Identity Card. 7. RATES OF WAGES AND HOURS CONDITIONS OF LABOUR The Contractor shall pay rates of wages and observe hours and conditions of labour not less favourable than those established for the trade or industry in the district where the work is carried out by machinery of negotiation or arbitration to which the parties are organizations employers and workers engaged in the trade or industry in the district. In the absence of any rates of wages and observe hours and conditions of labour observed by other employers whose general circumstances in the trade or industry in which the Contractor is engaged are similar. Notwithstanding the provisions of this clause, the Contractor shall at all times comply with the provisions of any Labour Ordinance currently in force relating to all labour employed by him and SESCO shall be entitled to deduct from any money due to the Contractor all monies (if any) payable by SESCO under such Ordinance in respect of workmen employed by the Contractor or in respect of any default of the Contractor. 8 CASUAL WORKER QUALITIES The Worker(S): a) Must be Malaysian citizen attaining legal employment age. b) At least one year working experience in relevant field. c) Able to understand Bahasa Malaysia or English. d) Must be able to understand explanation and carry out instructions given by the The casual worker shall be required to perform the following tasks under the supervision of SESCO staff : Assist on the Repair and Maintenance of Electrical Works for Regional Office, Quarters, barrack, Store and 33KV Substations etc. To assist in dismantling and installation of substation equipments. To carry out Over Head Lines vegetation & creepers clearing to the specification where the annual contract for this work is not in force (optional). Moving , heavy equipment, machineries, etc. Disposing rubbish which does not come under the jurisdiction of the cleaning service contractor. Water storage tank cleaning Routine checking of office air-conditioners. Minor painting works that does not require the skill of a skilled painter. Odd jobs such as nailing car park allocation plates, fixing polycarbonate ceiling boards, etc. in Sri Aman Division and Outstations as and when directed by the Representative. Any other general works not mentioned above with the instruction and supervision of SEB staff. 9. For casual workers on request, THE RESPONSE TIME for providing workers shall be within 10. LABOUR PLANT AND MATERIALS The contractor shall furnish to the Engineer full details of the labour, he proposes to employ for the works. He must allow sufficient manpower to enable him to maintain the work/project programme. Sarawak Energy shall provide to the casual workers on lending basis the following, for the purposes of implementing the works as directed by SESCO staff or representative.     Sains Malaysiana 43(10)(2014): 1461–1470 Deforestation, Forest Degradation and Readiness of Local People of Lubuk Antu, Sarawak for REDD+ (Penyahhutanan, Dedgrasi Hutan dan Kesediaan Penduduk Tempatan dari Lubuk Antu, Sarawak bagi REDD +) MUI-HOW PHUA*, WILSON WONG, MEA HOW GOH, KAMLISA UNI KAMLUN, JULIUS KODOH, STEPHEN TEO, FAZILAH MAJID COOKE & SATOSHI TSUYUKI ABSTRACT Reducing emissions from deforestation and forest degradation-plus (REDD+) is considered as an important mitigation strategy against global warming. However, the implementation of REDD+ can adversely affect local people who have been practicing shifting cultivation for generations. We analyzed Landsat-5 Thematic Mapper images of 1990 and 2009 to quantifying deforestation and forest degradation at Lubuk Antu District, a typical rural area of Sarawak, Malaysia. The results showed significant loss of intact forest at 0.9% per year, which was substantially higher than the rate of Sarawak. There were increases of oil palm and rubber areas but degraded forest, the second largest land cover type, had increased considerably. The local people were mostly shifting cultivators, who indicated readiness of accepting the REDD+ mechanism if they were given compensation. We estimated the monthly willingness to accept (WTA) at RM462, which can be considered as the opportunity cost of foregoing their existing shifting cultivation. The monthly WTA was well correlated with their monthly household expenses. Instead of cash payment, rubber cultivation scheme was the most preferred form of compensation. Four species are recognized: D. dimidiata Selys, D. lugens Selys, D. ulu spec. nov. (holotype ♂, from Borneo, Sarawak, Miri division, Upper Baram, Sungai Pejelai, Ulu Moh, 24 viii 2014; deposited in RMNH) and D. vanida spec. nov. (holotype ♂, from Thailand, Ranong province, Khlong Nakha, Khlong Bang Man, 12–13 v 1999; deposited in RMNH). The four species are described and illustrated for both sexes, with keys provided. The type specimens of the four Dysphaea taxa named by E. de Selys Longchamps, i.e. dimidiata, limbata, semilimbata and lugens, were studied and their taxonomic status is dis- cussed. Lectotypes are designated for D. dimidiata and D. limbata. D. dimidiata is recorded from Palawan (the Philip- pines) for the first time. However, reports concerning the incidence and spread of cholera in these countries are infrequently made available to the international community. Cholera is endemic in Sarawak, Malaysia. We report here the epidemiologic and demographic data obtained from nine divisions of Sarawak for the ten years from 1994 to 2003 and discuss factors associated with the emergence and spread of cholera and its control. In ten years, 1672 cholera patients were recorded. High incidence of cholera was observed during the unusually strong El Niño years of 1997 to 1998 when a very severe and prolonged drought occurred in Sarawak. Cholera is endemic in the squatter towns and coastal areas especially those along the Sarawak river estuaries.

Informant left for outer suburbs, but heard shooting for days. 26-12-41 Govt offices re-opened, Banks remained closed until 1944. Early 1942 Yokohama Specie Bank opened. Jan42 All motor cars impressed by military, all buses and trucks taken over by the Jap Transport Co and small compensation made. Jan42 Labour recruited for aerodrome3 construction - mainly Dyaks, and forced labour. Extra rations and payment as inducement. Jan42 Wireless set sealed by J aps. After the fall of Singapore seals removed. About July 1942, all wire­ less sets confiscated, a small compensation ($5 per valve) being paid in June 1944. 29-1-42 Kuching bombed by one Dutch plane, fell on a house in India Street near the Power Station. Jan42 Most of [the] population returned. All the shops re­ opened. Japs used same prices (in beginning) as pre[-]war.
