The scourge of hun- ger has been present throughout the history of humanity, but it is unacceptable that today so many people are still unable to eat properly despite the availability of modern means of food pro- duction. Convinced that hunger can and must be eradicated, Presi- dent Lula took a clear political decision and launched, in 2003, the Zero Hunger project, which mobilized various public and private efforts around a common goal: that of overcoming the food and nutritional insecurity that affects thousands of Brazilians. This book deals with the Zero Hunger Program, reflecting on its formulation and implementation, the public instruments that have been jointly mobilized, the strategic role of family farming in the process, and some of its results. More importantly, it also contains valuable recommendations for countries that are study- ing this issue seriously. The aim of the Ministry of Agrarian Development in present- ing this new edition is to broaden and open up the debate to new audiences. We hope that it will prove of benefit to all those who dream of a world without hunger. Suplicy was also a professor of Economics at the School of Business Administration of the Fundação Getúlio Vargas in São Paulo, from 1966 to 2012, when he retired. The literature usually stresses the role of elected politicians and the parliament in framing policies and underestimates governmental stakeholders, who do not hold elected offices, and bureaucrats. This article aims to highlight the active role of high-level federal bureaucrats in the design of policies. The analysis reclaims the classical categories and concepts developed by Lindblom (1980) and Crozier (1964), which points to the hybrid behaviour of bureaucrats and politically-appointed actors. Our aim is to show that decision-making is the result of the interactions between elected politicians and hybrid high-level federal bureaucracy, who organize themselves in groups around different technical-political projects.

Participatory Budgeting (PB) is a policy innovation that originated in Brazil and is recognized worldwide by scholars and international organizations as an effective policy tool for directly involving the population in decisions about the local budget. Its diffusion in Brazil was strongly stimulated by the Workers' Party (Partido dos Trabalhadores - PT), as a showcase of the "Petista Way of Governing". However, when the Party took the Federal Office, it abandoned PB as its main participatory policy priority. The motivation for such drastic change in policy preference remains unexplained, by both scholars and the Party itself. To understand the reasons for it, we present an original hypothesis, based on party adaptation to increasing fiscal and budgetary rigidity.
