    A RAINHA QUELÉ: RAÍZES DO EMPRETECIMENTO DO SAMBA1 “Quelé” Queen: The Roots of the Samba Blackening Dmitri Cerboncini Fernandes* RESUMO Neste artigo analiso o advento de Clementina de Jesus ao cenáculo artístico na década de 1960. Seu surgimento possibilitou que certo nacionalismo de esquerda, até então propugnado de modo unívoco por um grupo de intelectuais e ativistas das artes populares, descobrisse uma nova feição, a que viria a ser considerada a mais “autêntica”: a afro-negro-brasileira. A partir deste ponto abria-se uma via aos movimentos negros e aos construtos que davam conta da categorização do outrora “nacional-universal” samba: o “verdadeiro” samba encontrava doravante a sua raiz exclusivamente afro-negra, ao passo que, de outro lado, o que se pode denominar imprecisa e vagamente de “cultura” afro-brasileira – ideário que em partes subsidiou a formação do Movimento Negro Unificado – o seu símbolo-mor nas artes nos anos 1970-80: o samba “verdadeiro”.     Cazuza: música, poesia e spleen Leandro Garcia Rodrigues O recente sucesso do filme Cazuza O Tempo não Pára tem despertado inúmeras críticas e debates; Cazuza, que foi uma espécie de ícone para a sua geração, estava sendo apresentado para outros jovens que o conheciam insuficientemente através de uma ou outra canção tocada nas rádios ou em coletâneas. Para outros parceiros da época do artista pareceu mesmo que o tempo tinha voltado através das músicas e dos cenários que tão bem reconstituíram aqueles anos. Os anos 80 As avaliações acerca da década de 80 já fazem parte de acalorados debates e tentativas de se estabelecer em conceitos interpretativos sobre essa época. A Geração Coca-Cola, para usar uma expressão de Renato Russo, cada vez mais é colocada no divã desesperado dos analistas culturais; todos têm demonstrado uma certa unanimidade em reconhecer sua principal característica: a de ser um gap, ou seja, um espaço vazio e paradoxalmente produtivo, tenso em suas experimentações estilísticas, o que poderia ser comparado, respeitando-se os limites, à idéia do entre-lugar defendida por Silviano Santiago anos antes. É neste espaço, aparentemente vazio ideologicamente, que vemos surgir, de forma sintomática, inúmeras manifestações artísticas, particularmente o Rock Brasil. Testemunha pessoal da Ditadura, essa geração viu florescer um ardor de liberdade iniciado com a abertura da Anistia, em 1979, e com o movimento das Diretas Já, em 1984. A primeira eleição presidencial após o Regime de 64 coincidiu com o próprio Rock in Rio I, o ano era 1985 e já antes a empolgação do “poder jovem” podia ser observada, que o diga o showmício de Leonel Brizola, realizado pelo Barão Vermelho em 1982.

    Ten years of the Bolsa Família Program in Brazil and the Perspectives of the Citizen’s Unconditional Basic Income in Brazil and in the World Eduardo Matarazzo Suplicy Eduardo Matarazzo Suplicy is currently a Brazilian Senator for the State of São Paulo, three times elected: in 1990, with 4.2 million or 30% of the valid votes; in 1998, with 7.6 million or 43% of the valid votes; and in 2006, with 8.986.803 or 47.8% of the valid votes. The Worker’s Party (PT) Direction in São Paulo, by unanimous vote, decided to indicate him again for a fourth mandate as Senator for the October 5 elections. The PT Convention that will officially nominate himwill be held in June 21. Suplicy was also a professor of Economics at the School of Business Administration of the Fundação Getúlio Vargas in São Paulo, from 1966 to 2012, when he retired. He received his MBA and PhD at Michigan State University. In 1971/2 he was a visiting scholar and a professor at Stanford University. Suplicy is the author of “The Effects of Mini devaluations in the Brazilian Economy”, his 1973 Ph.D thesis, published in 1974, by Fundação Getúlio Vargas; “International and Brazilian Economic Policies”, Editora Vozes, 1979; “Citizen’s Income. The exit is through the Door”, Editora Fundação Perseu Abramo and Cortez Editora 2002, 4th ed. in 2006 (Editions Calmann-Lévy, Editor of books of Marcel Proust and Celso Furtado, has just decided to publish this book in France); and “Citizen’s Basic Income. The literature usually stresses the role of elected politicians and the parliament in framing policies and underestimates governmental stakeholders, who do not hold elected offices, and bureaucrats. This article aims to highlight the active role of high-level federal bureaucrats in the design of policies. The analysis reclaims the classical categories and concepts developed by Lindblom (1980) and Crozier (1964), which points to the hybrid behaviour of bureaucrats and politically-appointed actors. Our aim is to show that decision-making is the result of the interactions between elected politicians and hybrid high-level federal bureaucracy, who organize themselves in groups around different technical-political projects.

Should the nominations be approved, they will follow on to be examined by a floor session, whose agenda is currently blocked by 5 provisional measures.
