MPEACHMENT DE DILMA ROUSSEF ROSEMARY SEGURADO, LUIS TAVARES, RAFAEL ARAÚJO, TATHIANA CHICARINO, PEDRO MALINA E DENIS LOBO The Impeachment of Dilma Rousseff and the debate on Twitter Rosemary Segurado1 Luis Eduardo Tavares2 Rafael de Paula Aguiar Araújo3 Tathiana Senne Chicarino4 Pedro Malina5 Denis Carneiro Lobo6 Abstract: Empirically supported by Twitter activity, especially with regard to the profiles related to the city of São Paulo, this article presents an analysis of the main 225 events in the year 2016 related to Dilma Rousseff’s impeachment proceedings. Based on data collected between March 5 and October 16, we adopted the Issue Mapping methodology, which seeks to map everyday narratives, relevant facts or events in the networked public sphere. Two organically articulated axes composes the textual structure. In addition, we offer a detailed explanation of the current political scenario along with the analysis of the Twitter information flow based on street demonstrations (pro and against), impeachment trial, and the 2016 Summer Olympics. Ten years of the Bolsa Família Program in Brazil and the Perspectives of the Citizen’s Unconditional Basic Income in Brazil and in the World Eduardo Matarazzo Suplicy Eduardo Matarazzo Suplicy is currently a Brazilian Senator for the State of São Paulo, three times elected: in 1990, with 4.2 million or 30% of the valid votes; in 1998, with 7.6 million or 43% of the valid votes; and in 2006, with 8.986.803 or 47.8% of the valid votes. The Worker’s Party (PT) Direction in São Paulo, by unanimous vote, decided to indicate him again for a fourth mandate as Senator for the October 5 elections. The PT Convention that will officially nominate himwill be held in June 21. Suplicy was also a professor of Economics at the School of Business Administration of the Fundação Getúlio Vargas in São Paulo, from 1966 to 2012, when he retired. He received his MBA and PhD at Michigan State University. In 1971/2 he was a visiting scholar and a professor at Stanford University. Suplicy is the author of “The Effects of Mini devaluations in the Brazilian Economy”, his 1973 Ph.D thesis, published in 1974, by Fundação Getúlio Vargas; “International and Brazilian Economic Policies”, Editora Vozes, 1979; “Citizen’s Income. The exit is through the Door”, Editora Fundação Perseu Abramo and Cortez Editora 2002, 4th ed. in 2006 (Editions Calmann-Lévy, Editor of books of Marcel Proust and Celso Furtado, has just decided to publish this book in France); and “Citizen’s Basic Income. The 57-year-old former union leader took over from President Fernando Henrique Cardoso in Brazil's first transition between two democratically elected presidents in over 40 years. "The time has come to tread a new path," Lula said in his inaugural address, adding that Brazil's progress had been stalled by the "economic, social, and moral impasse" of a system based on self-interest. "Yes, we are going to change things, with courage and care, humility and daring," he said. "I am not the result of an election, but of history. I am bringing to life the dream that generations and generations before me tried but were unable to achieve," said Lula. Lula won the Oct. 27 runoff with 61% of the votes. As he takes office, he has a 76% approval rating, a record in Brazil and among the highest approval ratings of any head of state. -

POLICY MONITOR August 26 – 30 , 2013 The Week in Review ON THE ECONOMIC FRONT GDP: The Brazilian Statistics Agency (IBGE) announced that GDP growth for the second quarter totaled 1.5%. This year, GDP grew by 2.1%. Interest Rate: The Monetary Policy Committee (COPOM) of the Central Bank unanimously decided to raise interest rates by 0.5% to 9%--the fourth increase in a row. The Committee will hold two more meetings this year. Market analysts expect interest rates to rise by at least one more point to 10%. Strikes: Numerous groups of workers are under negotiations with the government for salary adjustments. Among those are regulatory agencies, national transportation department (DNIT), and livestock inspectors. DNIT workers have been on strike since June and livestock inspectors begun their strike on Thursday. On Friday, union workers will hold demonstrations throughout the country. Tourism: A study conducted by the Ministry of Tourism showed that the greatest cause of discontent for tourists coming to Brazil was high prices. The second most important reason was telecommunication services. Airport infrastructure, safety, and public transportation did not bother tourists as much and were ranked below both issues. Credit Protection: The Agency for Credit Protection Services (SPC Brasil) announced that the largest defaulting groups are in the middle class (Brazilian Class C). Forty-seven percent of all defaults are within Class C, 34% in Class B, and 13% in Class D. Forty-six percent of respondents claim to have been added to the list of default due to credit card payment delays and 40% due to bank loans. -

The literature usually stresses the role of elected politicians and the parliament in framing policies and underestimates governmental stakeholders, who do not hold elected offices, and bureaucrats. This article aims to highlight the active role of high-level federal bureaucrats in the design of policies. The analysis reclaims the classical categories and concepts developed by Lindblom (1980) and Crozier (1964), which points to the hybrid behaviour of bureaucrats and politically-appointed actors. Our aim is to show that decision-making is the result of the interactions between elected politicians and hybrid high-level federal bureaucracy, who organize themselves in groups around different technical-political projects. -

Os governos Cid Gomes e o Legislativo cearense: alianças, emendas e oposição (2007-2014) Cleyton Monte1 Resumo: O objetivo central do presente artigo é discutir as estratégias utilizadas pelo governador Cid Ferreira Gomes para construir e manter sua base aliada na Assembleia Legislativa do Ceará ao longo dos seus oito anos de governo. São apresentados, brevemente, os principais eixos da tese do presidencialismo de coalizão e sua ressonância nos estados. Em seguida, as características da base cidista, as emendas ao orçamento e o perfil da oposição são analisados. Para a construção desse artigo fez-se uso de dados do portal da Assembleia Legislativa, informações do Anuário do Ceará, reportagens da imprensa local e entrevistas com parlamentares e assessores. Cid Gomes conseguiu formar, a partir da eleição de 2006, uma grande e heterogênea base aliada, ampliando-a durante o governo e consolidando-a nas eleições de 2010, acomodou partidos aliados na administração estadual e valendo-se dos dispositivos constitucionais existentes e de um novo modelo de emendas ao orçamento reforçou o predomínio do Executivo. Palavras-chave: Política; Ceará; Legislativo; Cid Gomes. Introdução Passado o período eleitoral, os atores políticos iniciam as articulações para formar o futuro governo. Nessa equação a arena parlamentar ganha destaque, pois os partidos da coligação transformam-se em membros da coalizão governamental. A liderança desse processo cabe ao chefe do Executivo, que tem como premissa conseguir o maior número de apoios para garantir a aprovação de suas medidas e, consequentemente, a realização do plano de governo, a chamada governabilidade. A ideia é expandir a base aliada e agregar partidos que não estavam inicialmente juntos na eleição. -

International Journal of Latin American Religions https://doi.org/10.1007/s41603-020-00123-1 THEMATIC PAPERS Open Access Religious Leaders in Politics: Rio de Janeiro Under the Mayor-Bishop in the Times of the Pandemic Liderança religiosa na política: Rio de Janeiro do bispo-prefeito nos tempos da pandemia Renata Siuda-Ambroziak1,2 & Joana Bahia2 Received: 21 September 2020 /Accepted: 24 September 2020/ # The Author(s) 2020 Abstract The authors discuss the phenomenon of religious and political leadership focusing on Bishop Marcelo Crivella from the Universal Church of the Kingdom of God (IURD), the current mayor of the city of Rio de Janeiro, in the context of the political involvement of his religious institution and the beginnings of the COVID-19 pandemic. In the article, selected concepts of leadership are applied in the background of the theories of a religious field, existential security, and the market theory of religion, to analyze the case of the IURD leadership political involvement and bishop/mayor Crivella’s city management before and during the pandemic, in order to show how his office constitutes an important part of the strategies of growth implemented by the IURD charismatic leader Edir Macedo, the founder and the head of this religious institution and, at the same time, Crivella’s uncle. The authors prove how Crivella’s policies mingle the religious and the political according to Macedo’s political alliances at the federal level, in order to strengthen the church and assure its political influence.
