There were approximately 85 people in attendance.

1. Call to Order and Welcome – Mary Jane Banks, President President Mary Jane Banks, Town of Rothesay, chaired the meeting, and welcomed everyone to the Thirty-Seventh Annual Meet- ing of the Association of Municipal Administrators of New Brunswick (AMANB). She called the meeting to order at 10:35 a.m. She thanked Region 9 Organizing Committee members for a job well done and introduced its members: Committee Chair, Christine LeBlanc (Rural Community of Beaubassin-est), Gilles Belleau (Town of Shediac), Emery Bourque (Village of Mem- ramcook), André Cormier (Town of ), Stéphane Dal¬laire (Village of Cap-Pelé), Pam Doiron (Town of ), Angèle McCaie (Village of Rogersville), Pierre LaForest (City of Dieppe), Bernadine Maillet-LeBlanc (Village of Saint-Antoine) and Marie-Paul Robichaud (Village of Saint-Louis-de-Kent).

2. Approval of Agenda MOVED by Heather Chase, Village of Blacks Harbour, and seconded by Henri Battah, Town of Tracadie-Sheila, that the Agenda be approved as circulated. CARRIED Board Members for 2012-2013 were introduced and acknowledged by the membership.

3. Adoption of Annual Meeting Minutes of June 14, 2012 MOVED by Heather Chase, Village of Blacks Harbour, and seconded by Simonne Malenfant-Edgett, Village of Dorchester, that the Minutes of the 36th Annual General Meeting, dated June 14, 2012, and held at the W.C. O’Neil Arena Complex, Saint Andrews, be adopted as circulated. CARRIED

4. Business arising from the Minutes None.

5. President’s Report – Mary Jane Banks President Mary Jane Banks advised that her report was included in the Annual Report on page 9. She indicated that 2012-2013 was a transition year with new Board Members but also, according to the new Constitution, new ex-officio members from the three other municipal associations. The very positive working relationship continued with the Department of Environment and Local Government and its representative Jennifer Thompson.

The President thanked the following members who will not be re-offering their services for 2013-2014: Barry Wall (Treasurer); Simonne Malenfant-Edgett (Region 5 Representative); Brenda Cormier (Region 8 Representative); Ken Harding (Education Com- mittee Chair); Gilles Belleau (Past-President).

Continuing in French, the President stated that it was hard to believe two years have passed since she was elected Association President in Grand Falls. She mentioned that members have witnessed many changes in the municipal landscape; welcomed new members to the Association; said good-bye to some colleagues as they head off into a well-deserved retirement; and have accepted many new challenges. She said she was proud of what the Association had accomplished yet realized there was much more to be done. She offered her full support to the incoming President and Board to help achieve the goals and objectives that have been set for the Association. She thanked all Board Members who volunteer their time and knowledge to the Association and Danielle Charron for her support and keeping everybody on track. The President made a special mention of Danielle’s husband Dan who is spending his vacation doing volunteer work for the Association. MOVED by Tim Henderson, Town of Saint Andrews, and seconded by Chris Spear, Town of Saint Andrews, that the President’s Report 2012-2013 be accepted. CARRIED

6. Treasurer’ Report – President Banks mentioned that Treasurer Barry Wall was unable to attend the annual conference. Henri Battah, Town of Tracadie-Sheila, Region 7 Representative, took the responsibility and presented to the General Assembly the Treasurer’s Report for 2012-2013 and the proposed 2013-2014 Budget.

6.1 Auditor’s Report 2012-2013 Mr. Battah reviewed the Financial Statements for the year ended March 31, 2013 as audited by Chartered Accountants, Thorn- ton VanTassell, Fredericton, NB, and included in the Annual Report on page 11. These Financial Statements showed Revenue of $143,295 and Expenses of $120,549. He advised that the year ended March 31, 2013 with a surplus of $22,746. . MOVED by Henri Battah, Town of Tracadie-Sheila, and seconded by Rino Laforge, Ville de Grand Sault/Town of Grand Falls, that the Financial Statements for the year ended March 31, 2013 as audited by the Chartered Accountants, Thornton VanTassel, Fredericton be accepted as prepared. CARRIED

6.2 Proposed Budget 2013-2014 Mr. Battah reviewed the Proposed Budget for 2013-2014 that was distributed to members. He reviewed each item for the ben- efit of the members. He also advised that there will be no increase in dues for 2013-2014.

MOVED by Henri Battah, Town of Tracadie-Sheila, and seconded by Pierre LaForest, City of Dieppe, that the Proposed Budget for the period of April 1, 2013 to March 31, 2014, in the amount of $153,390 be approved as presented. CARRIED

6.3 Appointment of Auditors MOVED by Henri Battah, Town of Tracadie-Sheila, and seconded by Cynthia Geldart, Village of New Maryland, that the firm Thornton VanTassell, Chartered Accountants, be appointed as auditors for the coming fiscal year ending March 31, 2014. CARRIED

7. Other Reports 7.1 Education – Ken Harding The Education Committee Chair, Ken Harding, advised that the Education Report is included in the Annual Report on page 23. He mentioned that his term as Chair of the Education Committee and the Certification Committee came to an end. The core mandate of the Association is professional development and its recognition by Professional Certification is valued by members and elected officials. He thanked all members who served on the committees and Danielle Charron for carrying the work of or- ganizing the workshops and the different educational projects. Mr. Harding also recognized the valuable Educational Partners. He encouraged members to look at available training and take advantage of the Professional Certification Awards.

The President Mary Jane Banks thanked Ken Harding for his work. She then advised members that the revised Terms of Refer- ence, approved by the Board on May 17, 2013, were included on page 25 of the Annual Report.

7.2 Annual Conference – Christine LeBlanc The Chair of the Organizing Committee, Christine LeBlanc, thanked everyone for attending and extended her appreciation to Committee members for all the great work that was done. According to the conference registration data, the participation is as follows: 110 Full Members, 7 Associate Members, 1 Honourary Member, 12 Life Members, 5 Non Members, 15 spouses. Other registrations were for meals by Sponsors and Exhibitors. Revenues are expected to be $64,000 considering that sponsorships were higher than budgeted at $16,500. The Committee is expecting a surplus of $20,000. Social activities were expected to go ahead as planned with some minor modifications because of wet golf course or high wind.

7.3 Regional Reports – Regional Directors The Reports for Regions 1 to 9 are included in the Annual Report from page 27 to 35.

8. 2013 AMANB Code of Ethics – Notice of Motion (sent May 7, 2013) 8.1 Discussion on Proposed New Code of Ethics A new Constitution was approved in June 2012 to replace the Constitution that had been in place since May 1977. A revision of the Code of Ethics followed and a Notice of Motion was sent to members on May 7, 2013. As prescribed in the Constitution, revisions may only be made at the Annual General Meeting and proposed amendments have to be provided to members at least four weeks prior to the Annual General Meeting.

8.2 Motion for adoption MOVED by Jane Lee, Town of St. George, and seconded by Nicole LeBlanc, Village of Atholville, that the proposed Code of Ethics be approved. CARRIED 9. Nominations Committee Report and Election of Officers – Gilles Belleau President Banks called upon Past President Gilles Belleau to Chair the committee. He presented the report of the Nominations Committee and presided over the Election of Officers. He advised that four positions were vacant: President, Vice-President, Treasurer and Chair of the Education Committee ______

Chair Belleau advised that Denis Poirier, Town of Tracadie-Sheila, has been nominated for the position of Chair of the Education Committee. He asked three times if there were any further nominations. MOVED by Nathalie Robichaud, Town of , and seconded by Roger Cyr, Town of Saint-Quentin, that nominations cease. CARRIED MOVED by Dave Brown, Town of Lamèque, and seconded by Brenda Cormier, Village of Belledune, that Denis Poirier, Town of Tracadie-Sheila, be appointed to the Board of Directors as Chair of the Education Committee for a three-year term 2013 -2014, 2014-2015 and 2015-2016. CARRIED ______

Chair Gilles Belleau advised that Connie May, Village of Gagetown, has been nominated for the position of Treasurer to the Board of Directors. He asked three times for further nominations from the floor. MOVED by Darlene O’Shea, City of Miramichi, and seconded by Rino Laforge, Town of Grand Falls, that nominations cease. CARRIED MOVED by Christy Arseneau, Town of Dalhousie, and seconded by Melanie MacDonald, City of Fredericton, that Connie May be appointed to the Board of Directors as Treasurer for a two- year term, 2013 -2014 and 2014-2015. CARRIED ______

Chair Gilles Belleau advised that Melanie MacDonald, City of Fredericton, has been nominated for the position of Vice-Presi- dent of the Board of Directors. He asked three times for further nominations from the floor. MOVED by Marc-André Godin, Town of Beresford, and seconded by Henri Battah, Town of Tracadie-Sheila, that nominations cease. CARRIED MOVED by Cynthia Geldart, Village of New Maryland, and seconded by Heather Chase, Village of Blacks Harbour, that Mela- nie MacDonald be appointed to the Board of Directors as Vice-President for a two year term, 2013 -2014 and 2014-2015. CARRIED MOVED by Suzanne Coulombe, Town of Saint-Quentin, and seconded by Lise Deschênes, Village of Sainte-Anne-de-Mada- waska, that Peter Michaud be appointed to the Board of Directors as President for a two year term, 2013 -2014 and 2014-2015. CARRIED ______

The following members of the Board of Directors were not continuing their mandate: Simonne Malenfant-Edgett, Village of Dorchester, Region 5; Brenda Cormier, Village of Belledune, Region 8; Paul Lang, Town of Shediac, Region 9; and Melanie Mac- Donald, Town of Fredericton, Region 3, newly elected as Vice-President. The following individuals have accepted to replace them: Shelley Morton, City of Moncton, Region 5; Michael Roy, Village of Petit-Rocher, Region 8; Christine LeBlanc, Rural Community of Beaubassin-est, Region 9; and Amber Binney, Village of Harvey, Region 3.

The complete list of regional representatives is as follows and one motion was made for all the representatives; however nomi- nations were welcomed from the floor.

MOVED by Cynthia Geldart, Village of New Maryland, and seconded by Pam Doiron, Town of Richibucto, that the Regional Representatives be accepted as presented for a three-year term 2013 -2014, 2014-2015 and 2015-2016. CARRIED

Chair Gilles Belleau advised that the representative from the Department of Environment and Local Government who partici- pate on our Board of Directors is Jennifer Thompson, Advisor, Capacity Building and Local Services. Municipal Associations are also represented on the Board: Union of Municipalities of NB, Association francophone des municipalités du N.-B. and Cities of New Brunswick Association. President Mary Jane Banks welcomed the new members and presented members of the 2013-2014 Board of Directors.

10. Other Raymond Murphy, Executive Director of the Union of Municipalities of NB, mentioned that their Constitution was changed in 2012-2013 to allow representation from AMANB on their Board. President Mary Jane Banks has been participating as ex-officio member. It provides continuity and allows information to be exchanged on issues faced by both associations.

10.1 2014 Annual Conference President Mary Jane Banks informed members that an invitation was received from Chris MacPherson, CAO from the City of Fredericton, to host the Association’s 2014 Annual Conference in Fredericton. She said that members are looking forward to a great conference in Fredericton.

PRESIDENT’S MESSAGE

I would like to personally welcome all delegates to the 38th annual AMANB Conference and General Meeting in Fredericton, New Brunswick’s Capital City. This year’s theme “Dialogue by Design” is a great one being that our association is devoted to the education and development of municipal administrators. Excellence in municipal administration and service delivery would not be possible without dialogue, specifically between our two linguistic groups. Our Association was honored on September 16, 2013, by receiving the prestigious 2013 Lieutenant-Governor’s Dialogue Award. To be eligible to receive this award, a group or individual must foster understanding, mutual respect and ap- preciation between English-speaking and French-speaking New Brunswickers. Our Association is the perfect group to foster this relationship as has always been the case since the beginning of our Association back in 1976. I would like to give special thanks to our Executive Director, Danielle Charron, for taking the lead role in submitting an application to be considered for this award. She is a prime example why dialogue works. I would like to thank the organizing committee for organizing our 38th conference and making sure that this year’s program is informative and educational. To all our members, this year’s planning committee consists of Brenda Knight commit- tee Co-Chair – Fredericton, Melanie MacDonald committee Co-Chair – Fredericton, Cindy Abbott – , Amber Binney – Harvey, Cynthia Geldart – Village of New Maryland and, last but not least, Danielle Charron – AMANB Executive Director. The AMANB Board of Directors was kept busy throughout the 2013-2014 season. We had a total of seven meetings which were held on September 12, October 25 and November 28, 2013, as well as January 31, March 21, May 2 and June 10, 2014. These meetings are a great way to achieve our goals and have terrific dialogue on how our Association wants to move ahead with ongoing and future files. Various committee meetings were also part of some of the board members’ mandate. I would like to thank all directors who contributed a lot of time, knowledge and expertise in various files. A special thank you to Denis Poirier, Chair of the Education Committee, Melanie MacDonald, Vice-President AMANB and all other members of the Education Committee, for making sure that we address the needs of our members in our educational and professional develop- ment role. As President of our Association, myself and our Executive Director have been working on two major files in conjunc- tion with the AFMNB, UMNB, Cities Association and of course the Department of Environment and Local Government. One of these files is the review of provincial-municipal fiscal transfers. Government is committed to reviewing provincial-municipal realignment of financial responsibilities including transferring property tax responsibilities to the municipal sector. The review is based on principal factors including: neutrality or cost neutrality, accountability, increased transparency and equal opportu- nity. The whole exercise up to date has been very positive and shows the theme of our conference – dialogue – being applied in this process. All parties involved are given an equal chance to view and share various opinions. The process is working and we hope for a positive outcome. I wish to express a special thank you to Assistant Deputy Minister Rob Kelly and all the various departments involved in this process. The other file is the «legislative modernization initiative ». This is a file that has been on our minds and the minds of elected officials for many years. Yes, it is time that we, in the municipal world, take a look at reviewing and modernizing the Municipalities Act and the Community Planning Act. To achieve this goal, there have been various consultation meetings held in 2013 by the Department of Environment and Local Government project manager, Mary Oley. On behalf of our Association, I would like to thank her and her team for the work done up to date. In February of 2014, there was a draft document issued for review and comments. We encourage all members to take a look at it and to engage themselves and elected officials to contribute to this process. It has been with great pleasure and pride that I have served as President for this Association. There have been many challenges in my first year term, but most of all it has given me a chance to meet various professionals such as you, share our various views and dialogue with many different people. I hope that my second term is as educational and fulfilling as my first. In conclusion, I wish to send a special thank you to all our members and to the Board Members which include UMNB, AFMNB and Cities Association, and hope that everybody enjoys our 38th Annual Conference.

I would like to acknowledge the financial assistance provided by the Environmental Trust Fund (ETF). These funds allowed your Association to offer a series of workshops on Sustainable Community Design (SCD) and to develop education material as well as a webpage. The material aimed at presenting Conservation Subdivision Design (SCD) and Integrated Community Energy Solutions (ICES) to municipal administrators.

I would also like to acknowledge the active participation of our main education partners, the University of New Brunswick, the Université de Moncton and Dalhousie University. These institutions provide the basic study program of our professional certification.

Other committee activities:

• Conflict Resolution Committee The Education Committee advised the Board of Directors on the issue of conflict resolution. The Committee might reach its full potential with a partnership with UMNB.

• Conference and orientation The Education Committee provides advice concerning training offered during our annual conference and the municipal orientation session offered by the Department of Environment and Local Government.

• Advising Role Within their mandate, the Education Committee members were asked by the President to comment on the role of the AMANB and its involvement in the political field.

Training and professional development constitute the basic mandate of the Association and the Professional Certification Pro- gram is our measure of success. The Certification Committee reviewed two applications at different levels this year. I would like to thank members of the Certification Committee for their precious collaboration.

Upon Ken Harding’s stepping down as Chair of the Education Committee, a recognition plaque was presented to Ken on behalf of members. The wording was the following: Ken C. Harding Town of Woodstock In recognition of services rendered as FOUNDING MEMBER and CHAIR of the Education Committee and Professional Certification Committee of the Association of Municipal Administrators of New Brunswick 1977-2013. Ken has been the true mainstay of the Education and Certification Committees.

In conclusion, I would like to thank our Executive Director for her excellent work and her collaboration. In fact, she is the one that does the work and coordinates efficiently meetings and committees’ actions! Thank you Danielle! Yours sincerely,

Report Region 1 2013-2014

Another busy year has come to an end. We have been working with our new Regional Services Commission and we are con- tinuing to work together during this adaptation period. We are working at organizing the World Acadian Congress which will take place this summer and would like to invite you to attend the many diverse activities.

We, at Region 1, welcome our new Associate Member, Mr. François Picard of the North- West Regional Services Commission 1.

It was a pleasure working with the AMANB Board of Directors again this year. Their advice and wisdom pertaining to all the important issues we are facing are invaluable.

Thank you to the organizing committee for welcoming us in your great region and I wish everyone a good conference.

REGION 2 REPORT - 2014

Another year has sped by in a blur of activity so a big “thank you” goes out to our President, Peter Michaud and all the members who sit on the Board and the various committees. It is the dedication of these members working diligently to provide educa- tion, training, input to government departments and support to the members that we all have come to rely on.

Thank you to the city of Fredericton for hosting this years’ 38th Annual Conference and to Melanie MacDonald for Co-Chairing the conference planning committee. I am looking forward to seeing old friends, meeting new and having the opportunity to gain a wealth of knowledge.

Region 2 met only one time over the past year but we have exchanged emails and phone calls. Thank you to Region 2 members for letting me represent you on the AMA Board. I have enjoyed it immensely. Nancy Shaw

AMANB Region 3 Report 2013-2014

I am pleased to submit my 2013-2014 report as representative for Region 3 AMANB. During the past year I have attended several AMANB Board Meetings on behalf of Region 3 as well as being part of the Annual Conference Organizing Committee. Due to the challenges of working in a municipal office I am grateful to have the AMANB to consult and the role they play to ensure our associations are well-informed of important matters.

The AMANB Board meetings have been very productive and members work diligently to address concerns of administrators. As a new Municipal employee the educational opportunities, meetings, and deliberations have provided an abundance of knowledge for me.

On behalf of Region 3, I would like to acknowledge the dedication by our Executive Director, Danielle Charron. Danielle has done a superior job and works very hard to ensure the mandate of the organization is met. She attends numerous meetings, organizes educational opportunities, and maintains a continuous line of communication to our members through the e-mail Listserv. I also want to recognize our President, Peter Michaud for his leadership as Chair and for the many hours he spends working on behalf of the Association.

In closing I want to extend thanks to the members of Region 3 and the City of Fredericton for hosting the 2014 Annual Con- ference. I look forward to attending this event each year and the opportunity to discuss with other members issues of mutual concern. Again, may I extend my personal thanks for your hard work and hospitality and the opportunity provided by Region 3 to be your representative on the board. I look forward to seeing everyone at the conference.

Region 4 Report

It is hard to believe that another year has passed since we gathered in Shediac.

We have seen a few of our colleagues move on to other opportunities, including Tim Henderson (retired), Marcia Mason (re- tired) and Jamie Carr (moved to the Town of St. Andrews) and we wish them all the best in the future.

The ice storm and prolonged power outage in December and the floods this spring brought into focus the need for a strong community response and solid partnerships when responding to critical events. Although municipal governments are only one of the partners responding to these situations, we tend to be closest to the people affected, whether through our fire depart- ments, public works, office staff or elected officials. The expectations of our residents and our ability to meet their expectations continues to be a balancing act.

There were two positive outcomes from these events. We were reminded how important it is to work together and at the end of the day, we have to help our neighbours. In addition, the debriefing process provides a valuable and very necessary opportunity to review the situation and learn how to improve, because unfortunately, there will always be a next time.

On the development front, municipal governments in our region continued to invest in public recreation. Two of the larger projects in Zone 4 are the Garcelon Centre in St. Stephen is nearing completion and the new Kennebecasis Public Library of- ficially opened in September as a joint project of the towns of Quispamsis and Rothesay.

It is so encouraging to see that even though we have so many challenges, investing in our communities continues. Hopefully with the next round of Gas Tax Funded and the announced Building Canada Fund will support further community improve- ments.

Looking forward to this next year, we will continue to have challenges and rewards, and I’m sure it will fly by even faster.

REGION 5

ANNUAL REPORT (2013- 2014)

The past year has certainly been another learning curve for me. Being acclaimed, as the Region 5 representative on the AMANB Board of Directors in June 2013, has once again allowed me to step out of my comfort zone. Local government is an interest- ing, and at times challenging, environment to be employed. However, with the guidance, educational opportunities, sharing of ideas through ‘list serve’ and the AMANB leadership, it does provide some welcome relief.

I have had the opportunity to attend all AMANB Board meetings, either in person or via teleconference. These meetings con- tinue to be productive and members continue to ensure that the voice of administrators is heard. I would be remised not to acknowledge the welcoming environment provided to me, this past year, by the Board, for this I am truly thankful. I jumped in with both feet, and somehow managed to have Region 5 nominated to host 2015 AMANB AGM to be held in the City of Moncton.

It had been my intention to meet with Region 5 members; however, that due to the inclement weather we experienced this past winter, it could not become a reality. I did, however, have the pleasure of meeting with my predecessor Simonne Malenfant- Edgett, and thank her for her words of wisdom.

Region 5 welcomes our newest member, Annette Crummey, Town Clerk, for the Town of Riverview.

On behalf of the Region 5 membership, I would like to acknowledge the continued dedication and excellent work of Executive Director Danielle Charron. The Board also acknowledges the hard work Region 3 has contributed as hosts for the 2014 Annual Conference.

Region 6 Update 2014

The large geographical area of our zone includes the communities of Upper Miramichi, Doaktown, Blackville and Miramichi and we are keeping in touch and updated through e-mails. At this year’s conference Long Service awards will be awarded to Marilyn Price celebrating 30 years with the Village of Doaktown, Cathy Goguen, 30 years with the City of Miramichi and Darlene O’Shea, 25 years with the City of Miramichi. Upper Miramichi has been busy with the completion and grand opening of their Community Park project that included Outdoor Fitness Equipment, trail lighting and rink/multipurpose surface with warming shed. Another successful community partnership.

ANNUAL REPORT – REGION 7 2013-2014

As the president of the administrators of Region 7, it’s my pleasure to submit the annual report of our group.

During the last year, our Region had five (5) regular meetings and we also had one (1) social activity before the Christmas break. Our members continue to use a discussion forum called ‘’intranet municipal’’ to exchange ideas on matters of municipal inter- est. This discussion forum is for members of Region 7 only. Our members also use the discussion forum of AMANB. Our membership remained the same last year. No new members were added and nobody left.

Of all the subjects discussed last year, the financial statements PSAP conformity was always on the agenda. It’s done for all our members. What a relief for all of us.

Mr. President, this is my 2013-2014 annual report for Region 7 of AMANB.

REGION 8 REPORT 2013-2014

This being my first year as Region 8 representative, I had the opportunity to attend all Board of Directors’ meetings and, al- though I didn’t always have the chance to report on them, I can assure you that the Board works diligently to advance files that are of importance to the municipal sector.

The Regional Service Commissions are now operational and their mandates are beginning to take shape. Since they are des- tined to become our number one partners in the development of our municipalities, it is important that their directors attend our meetings. Therefore, I welcome them to our meetings.

Next year should be very hectic with the provincial election. In that context, it will be important for our association as well as for all members to highlight our priority files.

In conclusion, I would like on behalf of Region 8 to thank and congratulate the City of Fredericton and the Organizing Com- mittee of this year for their exceptional work.

Annual Report – Region 9

Dear AMANB members,

2013 was an eventful year full of emotion as our region hosted the AMANB’s 37th Annual General Meeting. We met the chal- lenge given to us and we would like to thank our Executive Director, Danielle Charron, for her excellent cooperation as well as the Board members for their trust.

During this current year, Zone 9 members held a meeting in April to discuss various issues of concern to our members. Follow- ing the ice storm at the end of March, we addressed the importance of emergency measures. A meeting will be held on that topic with the Emergency Measures Organization’s local coordinator in order to determine what improvements can be made within our municipalities when such situations arise. Members also discussed the situation regarding the new fees charged by the SPCA for stray cats and dogs.

In 2014, changes were also made within our municipalities. The Village of Memramcook hired Mr. Yves Leger as its new Gen- eral Manager; Angèle McCaie, Director, Village of Rogersville, is on maternity leave and being replaced by Lise Barriau; and our Zone Representative, Christine LeBlanc of Beaubassin-est Rural Community, just recently began her maternity leave and is being replaced by Charline Landry.

During Christine’s maternity leave, Gilles Belleau, General Manager, Town of Shediac, was elected as Zone Representative. In closing, I want to wish you all a good 2014 AGM!

Nominating Committee Report 2014

The 2014 Nominating Committee is comprised of Mary Jane Banks (Past President), Denis Poirier (Chair – Education Commit- tee) and Ken Harding (Past Chair – Education Committee).

The Constitution of the Association of Municipal Administrators of New Brunswick/Association des Adminstrateurs Munici- paux du Nouveau-Brunswick states, in part, as follows:

Section 8 (3) The Executive Committee of the Board of Directors of the Association shall consist of: a) the President, whose term shall be for two years b) the Vice President, whose term shall be for two years c) immediate Past-President, ex-officio; whose term shall be for two years d) the Treasurer, whose term shall be for two years e) the Secretary, whose term shall be for two years

(4) The membership of the Board of Directors shall consist of: a) one Regional Director representing each region (9 total), whose term shall be for three (3) years.
