DREUNBERG LOCAL COMMUNITY TRUST, JOE GQABI BROAD TRUST, LINDE LOCAL COMMUNITY TRUST, PIXLEY KA SEME BROAD BASED TRUST REQUEST FOR PROPOSALS: ESTABLISHING ENVIRONMENT CLUBS AND SCIENCE CLUBS IN BRITSTOWN, HANOVER, BURGERSDORP, STEYNSBURG AND VENTERSTAD BACKGROUND AND CONTEXT: Scatec Solar develops, builds, operates and owns solar power plants that generate cost-effective, clean and reliable electricity. Scatec Solar works along three principle areas for all employees to focus on; delivering competitive renewable energy, contributing to local value creation and being a trusted business partner. Scatec Solar is committed to value creation and economic development in the communities close to the solar plants. Scatec Solar has identified the need for enterprise development in the above-mentioned towns. It has also identified the small market, coupled with low overall skill levels, as a major inhibitor to the growth of the economy in the towns mentioned. This is a vicious cycle that Scatec Solar aims to address through the integration of a broad-based economic development strategy spanning a 20-year period. One of the tenets of the strategy is a focus on youth development and sustainable enterprise development through the sciences and amongst the youth population. It is against this backdrop that Scatec Solar is seeking to appoint a service provider that can manage the formulation of Environment and Science Clubs. It is expected that this will be a 12-24-month contract. THE STRATEGY: Outlined below is the core strategy that Scatec Solar is following in its efforts to address unemployment and slow economic growth in the region. Through the development of the Environment and Science Clubs, Scatec Solar would like to engage the youth population around key environmental issues facing the communities. The primary focus initially is not necessarily around the sciences nor the environment. The initial focus is directed more at participation: the sciences and the environment are focus areas through which the youth can be engaged. As the youth engagement numbers climb then there will be a more purposeful leaning toward increasing the knowledge around the environment and the sciences. It is during this second part of the first phase that more initiatives beyond the environment and science clubs can potentially be actively supported through various other project funding. This call for proposals is particularly focused around achieving the first few steps in the youth engagement phase in the selected areas. Scatec Solar is seeking to appoint a service provider that is capable of formalising at least one Environment club and one school-based Science club in each Of the areas; Burgersdorp, Britstown, Venterstad, Steynsberg and Hanover. The clubs are expected to be self-running at the completion of the first phase of youth engagement without any further interventions aside from possibly some additional mentorship. Page 2 of 4 SCIENCE CLUBS VS ENVIRONMENT CLUBS: The Science Clubs are to be established through the schools, with a strong preference given to the primary schools. The Science Clubs are meant to encourage higher levels of curiosity and learning through discovery in the at-school population. Through this it must create a higher awareness of the sciences, including mathematics, and should be used to enhance literacy as well. The ideal head of the Science Clubs would be an educator already in the school that can be supported. It is expected that, after a period, some of the work of the Science Clubs may become beneficial to the schools in which they are based. As an illustration; if one of the projects of the Science Club involves creating a vegetable garden then the school could use the produce from that to help support some of the feeder ECD centres with nutritious foods. The Science Clubs will lean more toward discovery rather than implementation. The Environment Clubs are meant to be directed at an older youth population, probably the age group of learners that would be attending high school and slightly older. In the age range of around 16 to 25 years of age. The Environment Clubs are also meant to be science based but their focus will lean more toward implementation and less toward discovery. The Environment Clubs are expected, in the long run, to develop initiatives that can be developed into sustainable Green Enterprises. The Environment Clubs can be thought of as “pre-incubation enterprise development”. Initiatives showing promise that emanate out of the Environment Clubs will be incubated and potentially funded through the Enterprise Development funding arm of Scatec Solar. EXPECTATIONS: The following sets out the broad expectations of Scatec Solar for the appointed service provider: 1. Formulation of structures: at the end of the project duration there should be at least two formal structures established in each of the selected towns. One structure should be primary school based science club and another should be a broader environment -club that engages the broader youth population. 2. Consistent participation: there must be consistent participation in all the clubs with regular activities. 3. Amalgamation around a social cause: by the end of the project, each of the clubs must develop at least one specific goal or task for the following year that it intends to pursue. These causes must be social causes and it is preferable that they have a strong environmental focus. 4. Sustainability: at the end of the project the clubs must be self-driven and not need any external intervention. There may be room for continuous external monitoring and mentorship but the clubs need to be able to operate with complete agency. 5. Inclusivity: the clubs must be fully inclusive with respect to race, gender and disability. 6. Monitoring and Evaluation Framework describing how all of the stated objectives will be measured. ELIGIBILITY CRITERIA: The following requirements need to be met for an organisation to be considered: 1. Must be an organisation that is registered and operates in South Africa, preference will be given to organisations that operate primarily in the Eastern Cape and Northern Cape. 2. Organisation must be able to provide demonstrable proof of similar work in remote communities, preference will be given to organisations having a worked in the Eastern Cape and Northern Cape Page 3 of 4 3. It is a strong recommendation that all applicants familiarise themselves with the community survey document that was conducted in 2017 and use that to best inform their application.
