C H A P T E R – I

1.0. INTRODUCTION :

Indian Railway is the life line of the country. It caters to all the needs for large scale movement of traffic, both passenger and freight traffic, thereby contributing to economic growth and at the same time promoting national integration. The economic, industrial and agricultural development of the country to a great extent is inextricably dependent on Indian Railway’s development and fortunes. As such the organization is to be viewed as a financially viable one and we should endeavor to make the best use of its machinery and manpower to achieve maximum utility.

The Civil Engineering Department of Indian Railway is the custodian of land and fixed assets of the railway system. Construction and maintenance of assets such as buildings, supply of water to railway quarters, service buildings, loco sheds etc and management of land are the main responsibilities of this department. With the development of modern technology and present system of working, the work load in many of the units have either been reduced or not in use. The action plan for the future is to be planned with a view to reduce the intervention of man-power, which is a costly asset, in the routine day-to-day activities. This saves time and man-power. To cope up with this and get maximum yield, introduction of modern system such as fiber chairs in place of wooden and cane binding chairs, PVC doors in bathroom, steel tables, steel windows against wooden make have already been undertaken by the departments. Apart from this the age old system of filling water in water tanks by deputing pump operators in all the units has been stopped by replacing existing starting system by GSM/Web based automated remote system of pumping in some railways. Since it is a labour oriented work a large number of staff connected with this job was attached with SSE (works) in all the units over the railway. Due to change in the system of working these works are being off loaded to contractors through zonal contracts. This has resulted in drastic downfall in the day to day work.

The present study has been taken up to assess the requirement of staff including isolated skilled artisan categories whose requirement has become bare minimum in the different units under SSE (works)/ KGP division under the present scenario basing upon the quantum of work load dealt at present after outsourcing of major works through zonal contracts.

C H A P T E R – III

3.0 EXISTING SYSTEM OF WORKING

The major works related to repair of Railway Quarters, Service Buildings, Drains Roads Sewage lines etc are being done through zonal contracts. The SSE’s deputed in different stations are only entrusted with the job of attending to petty repairs of doors & windows, minor wall & floor plasters, ceiling repair, sewage line blockage, rectification of water supply lines of both service buildings and railway quarters. They are also entrusted for clearing of unauthorized encroachment in railway area and collection of daily rent from bazaars. The individual work load of different SSE’s are as under:-

3.1 SSE/WORKS/SRC :- The jurisdiction of SSE/SRC is from SRC to AMTA, SRC to TPKR and SRC yard consisting of 22 washing lines.. The total number of quarters are 1029 and 72 service buildings. Apart from maintenance work SSE/SRC is also entrusted with supplying of water for cleaning and filling of water in 1200 coaches on an average per day. The The Bazari collection of vendors who sell items in baskets are collected. At present bazaar the permanent shop holders are in the purview of the Hon’ble court. The collection pertaining to tehbazari amounting to Rs. 2000.00 per day is only collected. Collection from the permanent shop owners have been stopped vide courts order No. 06/2016/E2 & MA-946/2016/E2 dt. 19.4.17. On an average 230 to 250 complaints are received from the section throughout the month and about 50% of the same is attended and rectified. Complaints related to supply of water are attended immediately and rectified. Excluding TPKR,RMJ, DSNR & SRC aii valves available in stations are operated by station masters. There are 4 zonal contracts: South M/s SHM Const. 76,20,529.00, SRC North M/s Bastukar Rs. 61,83,203.00, Amta Rs. 36,52,085.00 & SRc Yard Rs. 30,06,096.00.

3.2 SSE/WORKS/SHM:- The jurisdiction of SSE/SHM is from SHM to PDPK & MRGM to BZN except SRC. There are about 651 Quarters and 45 Service buildings. earnings On an average 450 to 500 complaints are received from the section throughout the month and about 60% of the same is attended and rectified. An amount of Rs. 78 and 83 lakhs was awarded for two zonal contracts during the year 2016-17.

3.3 SSE/WORKS/KIG:- The jurisdiction of SSE/KIG is from Bagnan (Ex) to BCK (in).. There are about 460 Quarters in use. There is a daily bazaar from where an average of Rs. 5000/- is collected per day and deposited in railway earnings On an average 300 to 350 complaints are received from the section throughout the month and about 80% of the same is attended and rectified. An amount of Rs. 43,21.290.00 and 52,74,170.00 was awarded for two zonal contract during the year 2016-17..

3.4 SSE/Works/ Balasore :- The jurisdiction of SSE(works)/BLS is from Roopsa to Ranital (79 Km) on main line, Roopsa to Bangriposi (89Km) on branch line and Balasore to Nilgiri (15Km) on siding line. There are about 595 quarters out of which 160 are vacant. The rest are all occupied by staff. Supply of water to all these quarters including service building is the prime work of SSE. The valves in other stations are being operated by the station masters except Soro, Roopsa & Bangriposi are operated by agency staff.

There are five valves in different locations of Balasore which are operated by only 02 valve man in two shifts. There are 64 tube wells under the control of SSE/BLS which is maintained by only 01 tube well fitter. On an average 120 to 150 quarter and 70 to 80 water complaints are received from the section throughout the month and of which all are more or less attended and rectified.

During the year 2016-17 two zonal contractors have executed the work amounting to a total of Rs. 1,56,51,782.00. The staff position is as under:

3.5 SSE/WORKS/GII:- The jurisdiction of SSE/GII is from Khemasuli to Rakha Mines. There are in all 486 nos. of railway quarters throughout the section. Apart from maintenance of these quarters SSE/GII is in charge of chlorination & iron removing treatment of the wells and also operation of the valves. Jungle cleaning, Colony & Drain cleaning is also a part of his job. On an average 20 to 25 complaints are received from the section throughout the month out of which about 80% are being attended and rectified.

3.6 SSE/WATER WORKS/KGP There are about 13700 railway quarters including service buildings under the jurisdiction of SSE/Water works/KGP and about 48 lakh gallons of water is supplied daily. 47 Nos. of Deep Tube Well & 15 Nos. of Open Well are available from where this water is collected. There is also a Radial Collector Project at Kosai River which is to be shortly handed over to SSE/WW/KGP. The operation of valves in colony and chlorination of wells is presently being done through outsourcing.

3.7 SSE/WORKS/NE/KGP:- The jurisdiction of SSE/NE/KGP is from Inda to entire Gol bazaar area. There are in all 1355 nos. of railway quarters which are in use under the control of SSE/NE/KGP. Apart from maintenance of these quarters he is also entrusted with the job of collection through Teh Bazar at Gole Bazaar & Gate Bazaar. On an average 80 to 100 complaints are received throughout the month and out of which about 50% are attended and rectified . The Bazar office under SSE/NE/KGP is managed by 01(one) JE, 02 OS and 01 ticket seller.. Since there are about 1300 petty vendor & hawker it is not possible to do the collection by only one ticket seller .and as such 09 other staff has been taken on loan from other SSE’s office. Apart from collection from the vendors they are also entrusted with the job of collecting the rent and electricity charges from the shop holders and also distributing due notices to the default licences. The rate per vendor in Teh bazaar is Rs. 5/-, 15/- & 25/- respectively. During the year 2015 &2016 the daily collection was above four lakhs but due to the recent circular from Reserve Bank of regarding acceptance of coins to the tune of rupees one thousand only the teh bazari sale has drastically come down. The average monthly collection per month is around 3,00,000/-. A private vehicle is provided from the imprest of ADEN/KGP amounting to Rs. 2000/- for 20 days slot. RPF security is only provided while carrying the cash from bazaar office to cash office for remittance.

3.8 SSE/WORKS/KGP WORK SHOP - There are 49 sheds with an area of 10.90 lakh Sq meter and 418 service buildings under the jurisdiction of SSE/Work Shop. The complaints are submitted in the office of DEN/KGP W/s & AEN/KGP W/s and those complaints which are then forwarded to SSE W/s are only attended. This is as per the instruction of DEN/KGP W/s. The average complaints received per month are approximately 35 to 40. Out of which 80% are being attended. There were eight zonal contracts totaling Rs.235 Lakhs approximately.

3.9 SSE/WORKS/SW/KGP:- There are about 671 railway quarters and 18 service building under the jurisdiction of SSE/SW which extends from 5th street to dhobi ghat in the east, 1st street upto fly over approach in the west, KGP yard in the north and kesiyari road in the south. The average number of complaints received per month is 240 to 250 out of which 40% are being attended and rectified. . An amount of Rs. 89,89,285.00 was awarded towards zonal contract for the year 2016-17. out of which only 39 lakhs work was executed

3.10 SSE/WORKS/LINE - NMP/KGP:- The jurisdiction of SSE/Line NMP is from BCK to KGP upto Kalaikunda and from Giri Maidan to MDN.There are approximately 1449 Quarters which are in use and 47 Service buildings. On an average 20 to 22 complaints are received throughout the month and out of which 50s% are being attended and rectified.SSE /L/NMP is under the control of SSE Water Works,KGP.

3.11 SSE/NW/KGP:-. The jurisdiction of SSE/ NW is part of new settlement and entire old settlement from golbazar to printing press. There are about 4262 Residential Quarters and 27 Service Bldg. under the jurisdiction of SSE (NW) KGP. A total of 120 to 130 complaints are received every month.. Out of which 70 to 75 are attended. That is an average of 60% are attended and rectified. Most of the un- attended complaints are done through zonal contracts.

3.12 SSE/WORKS/WEST/KGP: - The jurisdiction of SSE/West is over the entire area of Mathurakati. There are about 2052 active and 98 condemned quarters under SSE/West. All maintenance works related to water supply of these 2052 quarters are being dealt here. On an average 50 complaints are received per month out of which about 50% are being attended and rectified. Due to shortage of staff the repair works are mostly done through zonal contract. An amount of Rs. 49,59,579.00 was awarded to M/s Amit Ganguly for zonal contract out of which only 39 lakhs work was executed

3.13 SSE/WORKS/:- The jurisdiction of SSE/HIJLI is from KGP to NMBR. There are about 416 Quarters and 118 Service buildings. On an average 25 to 30 complaints are received throughout the month and out of which 50% are being attended and rectified. The rest of complaints cannot be attended due to acute shortage of staff from artisan and helper category.

3.14 SSE/WORKS/TMZ:- The jurisdiction of SSE/TMZ is from PKU to HLZ, TMZ to DGHA. There are 358 Railway Quarters, which are in use and occupied. A total of 147 service buildings (76 Digha section and 71 HLZ section). is under SSE/HLZ. 08 to 10 complaints are registered on an average in a month because all are new quarters. Since the number of complaints are less 100% are being attended and rectified. An amount of Rs. 28,77.423/- was allotted towards zonal contract during the year 2016-17.

3.15 SSE/SOUTH/KGP:-. The jurisdiction of SSE/S/KGP is from Rly Officers Club to KGP Old Bazar in the east, KGP Station in the north and upto Jhapetapur in the south. There are 2672 railway quarters in all out of which 48 are condemned and 60 service building under SSE/South. An average of 230 to 250 complaints are received in a month out of which 60% of the complaints are attended the rest which cannot be rectified are done through zonal contracts. South I zonal of 70 lakhs and South II of 52 lakhs approx. were awarded during 2016-17.

CHAPTER-IV

CRITICAL ANALYSIS WITH RECOMMENDATIONS :

To cope up with this and get maximum yield, introduction of modern system such as fiber chairs in place of wooden and cane binding chairs, PVC doors in bathroom, steel tables, steel windows against wooden make have already been undertaken by the departments. Presently the major works are being catered through zonal contracts. The staff on- roll in the office of SSE/Works are usually deputed to attend minor faults and those faults which require immediate attention. A detail study on the number of complaints registered and number of complaints attended shows that about 60% in average has been attended. Complaints related to supply of water or jammed sewage are attended in regular course. In view of the ongoing trend it would not be out of the context to state here that the posts which are non essential or which have become isolated in nature and are lying vacant since long should be declared as redundant and surrendered so that in future posts related with safety can be created if required.

After observing the norms of Estt.Srl. 139/2016 and other elements of promotion 08 post of artisan from different category, 14 post from Gr’D’ and 05 of 09 from Jr.Clerk can be surrendered at this stage.

Recommendation – I :

4.2 In course of the study it was seen that a large number of staff from SSE (Works) wing are being deputed for collection from Petty Vendor/ Hawker in Teh Bazar and electricity bill from shop holders. 09 +01 JE is posted for collection from Teh bazaar and 02 staff are deputed to collect the electricity bill charges in the counter provided in the bazaar office and there after remit the same in the cash office. The entire process involves a huge man power involvement other than the job for which they are actually nominated. This process is to be stopped and effort should be taken to outsource the entire process. This will not only reduce the man power involvement of Engineering staff, Cashiers and RPF staff. The cash collected by the agency will be directly deposited in the bank

Recommendation – II :

The system of collection of cash from Teh Bazar and Electricity bill charges of the shop holders of KGP Golbazar by the engineering staff is to be stopped and effort to be taken to outsource the same immediately to reduce the man power involvement of Engineering staff, Cashiers and RPF.

In reference to the recommendations made in the study report the financial evaluation on the basis of surrender of 27 (Gr’C’ 13 + Gr’D’ 14) posts is as under:-
