PART I

Part I – GENERAL INFORMATION

1. Last date and time for depositing the Application (14 days from the date of issue of RFP).The application should be deposited/reach by the due date. The responsibility to ensure this lies with the candidate.

2. Manner of depositing the application. Sealed application should be addressed and sent to Air Officer Commanding, Air Force Station Kalaikunda PIN- 721303 by due date. Late applications will not be considered. No responsibility will be taken for postal delivery or non delivery/ non-receipt of applications. Applications sent by FAX or e-mail will not be considered.

3. Time and date Interview. All the applicants will be informed telephonically after due date of depositing the application and have to be present on the said date.

4. Place of Interview: MI Room Air Force Station Kalaikunda, Dist-West Medinipur. A Selection Board will assemble at Air Force Station Kalaikunda after the due date and all the applicants whose application falls within the selection criteria will be interviewed. This event will not be postponed due to non-presence of any applicant. Selected applicant will be given a appointment letter with 07 days as joining time after which candidature will be treated as cancelled if candidate failure to join on given time. Simultaneously standby applicant will be called for the said post.

6. Applicant may withdraw his application after submission provided that the written notice of withdrawal is received by the Concerned Office prior to deadline prescribed for submission of application. A withdrawal notice may be sent by fax but a signed confirmation copy to be sent by post should follow it and such signed confirmation should reach the office not later than the deadline for submission of application.

5.2. Charter of duties:

CHARTER OF DUTIES FOR CIVILIAN PSY COUNSELLOR

1. He/ She will meet SMO on each visit to the station, and meet AOC/Stn Cdr regularly, at least once a month.

2. He/She will procure a list on individuals considered vulnerable to ill effects of various stressors (High risks group) from SMO/Stn Adjt/Unit Adjt ,from various sources such as:- (a) Low medical Category Register. (b) Family medical register for those on regular medication. (c) Interview registers at Stn/Unit orderly rooms. (d) Counseling registers with section Cdrs. 3. He /She will go through information provided by unit /Stn administration ,SMO,AFWWA(L) regarding the following :- (a) Newly married couples (b) Alcohol abusers (c) Abnormal behavior, including marital discord. 4. He/She will interview and counsel the individuals, who have been referred to him/her by the unit administration and inform SMO about the mental condition of these personnel. 5. He/She will interact with Station personnel and their families at various public gatherings as decided by AOC/Stn Cdr and SMO to educate/Sensitize air warriors and their families on early recognition of depression/suicidal tendencies. 6. In the event of finding the individual with severe depressive/suicidal ideation, he/she will inform immediately to the SMO, and discuss further management of the patient. 7. He/ She will maintain records of counseling in his/her register, which will be put up to SMO at least once a week. These records will be perused during behavioral health scan conducted by teams from Dte of inspections.

8. Under guidance and liaison of SMO, he/she will interact with the Psychiatry dept at the nearest MH/AFH/Medical College providing psychiatric care to Station. He/ She will discuss his/her findings in problem cases and seek suitable guidance. 9. He/ She will maintain strict confidentiality in the course of his/her counseling work. 5.4. Part III – Standard Conditions of RFP

6.1. The applicant is required to give confirmation of their acceptance of the appointment letter which will automatically be considered as part of the Contract concluded with the successful candidate as selected by the Appointment Board, Air force Station Kalaikunda. Failure to do so may result in rejection of the applicants.

6.2. Law: The Contract shall be considered and made in accordance with the laws of the Republic of . The contract shall be governed by and interpreted in accordance with the laws of the Republic of India.

6.3. Effective Date of the Contract: The contract shall come into effect on the date of signature of applicant on appointment letter (Effective Date) and shall remain valid till 31 Mar 19. The performance of the applicants shall commence from the effective date of the signing of appointment letter.

6.4. Arbitration: All disputes or differences arising out of or in connection with the Appointment shall be settled by bilateral discussions. Any dispute, disagreement or question arising out of or relating to the Appointment or performance, which cannot be settled amicably, may be resolved through arbitration.

6.5. Penalty for use of Undue influence: The Candidate undertakes that he has not given, offered or promised to give, directly or indirectly, any gift, consideration, reward, commission, fees, brokerage or inducement to any person in service of the Air Force Station Kalaikunda or otherwise in appointment or forborne to do any act in relation to the obtaining or execution of the present appointment or any other appointment with the Government of India for showing or forbearing to show favour or disfavor to any person in relation to the present appointment or any other appointment with the Government of India. Any breach of the aforesaid undertaking by the Candidate or any one employed by him or acting on his behalf (whether with or without the knowledge of the Company/agency) or the commission of any offers by the Company/agency or anyone employed by him or acting on his behalf, as defined in Chapter IX of the Indian Penal Code, 1860 or the Prevention of Corruption Act, 1986 or any other Act enacted for the prevention of corruption shall entitle the MI Room, Air force Station Kalaikunda to cancel the appointment and all or any other appointment with the Candidate and recover from the Candidate the amount of any loss arising from such cancellation. A decision of the MI Room, Air force Station Kalaikunda or his nominee to the effect that a breach of the undertaking had been committed shall be final and binding on the Candidate.

6.6. Non-disclosure of Contract documents: N/A

6.7. Liquidated Damages: N/A

6.8. Termination of Contract: The AOC, Air force Station Kalaikunda shall have the right to terminate this appointment in any of the following cases:-

(a) If the counseling services are found unsatisfactory. (b) Irregular attendance without prior notice to SMO MI Room may lead to termination of contract.

(c) If found involved in any activities which hampers the interest of the Organization.

6.9. Notices: Any notice required or permitted by the contract shall be written in the English language and may be delivered personally or may be sent by FAX or registered pre-paid mail/airmail, addressed to the last known address of the party to whom it is sent.

6.10. Transfer and Sub-letting: The candidate has no right to give, bargain, sell, assign or sublet or otherwise dispose of the appointment or any part thereof, as well as to give or to let a third party take benefit or advantage of the present appointment or any part thereof.

6.11. Patents and other Industrial Property Rights: The Payment mentioned is lump sum amount and with no additional liabilities, no TA/DA and other allowances are admissible to the candidate.

6.12 Amendments: No provision of present Contract shall be changed or modified in any way (including this provision) either in whole or in part.

6.13. Taxes and Duties: N/A

Part IV – Special Conditions of RFP

The candidate is required to give confirmation of their acceptance of Special Conditions of the RFP mentioned below which will automatically be considered as part of the Contract included with the successful candidate selected by selection board Air force Station Kalaikunda.

8. Payment Terms – PAYMENT WILL BE TRANSFERRED IN ACCOUNT . It will be mandatory for the candidate to indicate their bank account numbers and other relevant e- payment details so that payments could be transfer through ECS/EFT mechanism instead of payment through cheques, wherever feasible. The payment will be made as per the laid down terms, on production of the requisite documents after deductions of Income Tax as applicable for contracts.

9. Advance Payments: No advance payment(s) will be made.

10. Paying Authority: The Air Officer Commanding, Air force Station Kalaikunda. The monthly payment will be processed through MI Room Air Force Station Kalaikunda after completion of the month.
