At his funeral, ahead of the release of his book, the world would learn a lot about Congressman Elijah Cummings and what he meant to those who knew him. Yet even with all the accolades and generous depiction of his life, public service, and all the kind words that were spoken about him that day, all of the attendees---both physical and virtual---were spurred to know ever more about this man who brought together both sides of the Congressional aisle in Washington DC. They came to celebrate the life of a man who was armed with a gavel and congressional responsibility to oversee and reform the executive branch and agencies of the federal government. The dissertation examines the NAACP’s efforts to eliminate racial discrimination and segregation in a city and state that was “neither North nor South” while carrying out the national directives of the parent body. We commend your efforts – through a comprehensive review by the Government Accountability Office (GAO) – to understand the reasons for unequal access to cancer trials by racial and ethnic minorities and Americans who live in rural areas, are old and are poor.
