Section 1 – Introduction to the College

On behalf of College and our Board of Governors we would like to wish you a very warm welcome.

You have joined an organisation which has aspirations to “Open Doors” for our learners to ensure their development and success is at the heart of all we do.

We aim to recruit high quality staff that will make a strong contribution to delivering an excellent experience for our learners. It is the people in any organisation who make the difference and therefore every single member of staff has a valuable role to play.

And it is not just about individuals. We place a high emphasis on effective team work and showing respect for the strengths of different team members, which means that the joint contribution to positive learner experiences is even more valuable.

We embrace innovation and enterprise and are not afraid to try and do things differently in the pursuit of quality and excellence. This is often achieved through working with employers, businesses, community partners, public sector agencies and international partners to maintain an external focus with a responsive service and engaging curriculum for our learners.

In line with the Scottish Government’s ambition for , West Lothian College has set itself challenging aspirations within its Regional Plan for 2017-2020 to:

To achieve these aims we need to do more than recruit high quality staff, we also need to support the on-going development of professional standards and we therefore invest in induction and training and development to ensure this.

The Purpose of the Organisation

West Lothian College is a provider of high quality learning and skills development opportunities. We are located in the heart of Livingston, and are an integral part of West Lothian’s economic development strategy.

College Board of Governors and College Structure

The College’s governing body is the Board of Governors, which comprises representation from employers, other educational establishments, College staff and the community. The Board operates through three sub-committees:

The Chairman of the Board is Alex Linkston. Please refer to Appendix 1 for a full list of Board Members.

The Principal has responsibility for overall College leadership, management and organisation.

Programmes of learning are supported by ten groups of learning and teaching staff:

Programmes are delivered on College premises, in the work place and community. They can be undertaken through a variety of modes - full-time, part-time, evening, day release, flexible learning, open learning, work-based learning and short courses.

The College has an extensive range of learning environments, laboratories, workshops, studios, salons, testing bays and computer facilities. To secure its future, the College has invested heavily in ICT and state of the art facilities for curriculum areas such as the Platinum Salon, the Terrace Restaurant and the motor vehicle workshop.

The open design of the College has allowed students with physical disabilities full access to the College and created an egalitarian environment, which has raised the aspirations and expectations of students and staff.

For the future, the College has ambitious plans underpinned by a culture of collaboration and change.

West Lothian College believes in partnership. The College values relationships with other colleges, universities and the business community and uses them to benefit our learners. The portfolio of the College reflects the requirements of employers and learners, building upon the unique features of the West Lothian economy.

Finding Your Way Around

There is a map of the layout of the College in Appendix 2. Each building has a name e.g. Pavilion (lettered A – D), Terrace (numbered 1-4), Street. Room numbers are prefixed by either G, which stands for Ground Floor or F for First Floor, e.g. Pavilion B G8. The map also details Fire Evacuation Points.

Direct Dial From Outside the College

For external callers to direct dial your telephone, prefix the extension with the STD code and numbers '42'. For example, if your internal extension number were 7529, your direct dial would be 01506 427529. Giving out your direct dial number to external callers ensures that they will get through to you direct without having to go through the switchboard at Reception.

Internal Telephone Calls

For switchboard assistance, dial '0'. An internal telephone list is available from Reception.

Calls Outside the College

To make an external call ‘9’ should be dialled prior to the number to phone. Please also note that ‘4’ is needed when trying to access an options list on outside calls.

Mail

Outgoing mail is collected around 3 pm every day from a central location in your office or workroom. Mail is distributed internally twice per day.

Fax

The College fax machine is situated at reception. The number is 01506 409980.

Lost Property

The College cannot accept any responsibility for the loss or damage to personal belongings. All staff are responsible for the safety and security of their personal belongings.

Any lost property found on the College premises is recorded at the Facilities Management Helpdesk (located at the rear of the Access Centre on the first floor of the Street Building) and kept in safe keeping until retrieved. Property will be retained for two weeks and high value lost property will be reported to the Police. 5 H:\Current Employee Handbook_Updated 01032019

College Car Park

Please drive carefully and with respect for others at all times and within the speed limit of 5 mph. Always remember that College car parks are also pedestrian ways. Parking within the College grounds is not an entitlement. If there are no designated spaces left, you will have to park off-site in other nearby car parks.

Park only in the appropriate designated areas. Inconsiderate parking and parking out with designated areas can lead to higher risks on the campus as others may be affected. Vision on the road is reduced and pedestrians may not see oncoming traffic. Certain parking areas are restricted to bonafide disabled users – please respect this.

Cars, motorcycles and cycles are left at the owner's risk and the College does not accept any responsibility for damage or loss.

Communication

What methods are used to communicate with staff?

Communication is vital in any College. We want to encourage you to express your point of view and suggest ways to improve what we do.

On a day-to-day basis, wide use is made of the College e-mail system to communicate information. It is assumed that you access your e-mails so it is important to ensure you have access to the e-mail system and then check it on a regular basis. In addition, there is the College’s electronic information management system, iShare. There is a step by step illustrative guide within this pack to assist you when logging on to the Novell system. The Novell system houses email; iShare; eGuide and ICT Helpdesk (all of which you will use on a regular basis). One other system that you may use is Columbus. Columbus is an application on which staff can produce online registers and results, locate student achievements and outstanding qualifications. Columbus contains all student personal details. All of these systems can be accessed by a logon name and password. These will be given to you by your manager on your first day. Should you require any further information or assistance in using any of these systems, please call the ICT Department.

Training on iShare can be organised via executive secretaries.

Confidentiality

We like to keep you informed and we trust you with confidential information. If you breach confidentiality, disciplinary action may be taken so please be cautious about discussing College business outside work. Also familiarise yourself with the Social Network & Internet Policy which is available on iShare.

Human Resources

Terms and conditions of Employment

Around the time of starting, the HR department will issue you with a copy of your job description if requested and the terms and conditions of your employment as stated in your written statement of main particulars of employment (also known as your contract of employment). Keep these for reference especially during your induction review meetings with your manager.

If you have any questions regarding your terms and conditions of service, contact the HR team who will be able to advise you on matters relating to your employment.

Policies and procedures

The College has a range of policies and procedures covering key areas and issues. All policies and procedures are available on the College electronic file management system, iShare, or paper copies can be obtained from the management suite or the HR office (located at the rear of the Spectrum area on the first floor of the Street Building).

Trade Union Membership

There are recognised trade unions representing both teaching and support staff, the representatives of which have an active role in the consultation and negotiation processes within the College. The union recognised for teaching staff is The Further Education Lecturers Association (FELA). FELA is a self-governing association within the Educational Institute of Scotland (EIS). For support staff, UNISON is the recognised trade union. Names of union representatives are available from HR and are stated on ‘useful numbers document’ issued on your first day.

Annual Leave

Your annual entitlement is shown on your contract of employment. The annual leave year runs from 1st September – 31st August.

If you commence during a leave year - that is not at the exact commencement of the leave year - you will be awarded a pro-rata amount for the remainder of the first year. If you work on a part-time basis, you will receive a pro-rata amount of leave. Further details are available from HR.

Support Staff and Managers

You will be issued with a holiday card shortly after you commence. When requesting leave, you should complete the dates which you would like your holiday, pass the card to your line manager who will sign the card if the leave is approved. You should then return it to HR before taking the leave.

Academic Staff and Sessional Support Staff

The College Board of Governors determines the dates for annual leave for academic staff. This information will be published before the start of the leave year and is available from iShare.

A copy of the College calendar can be found on iShare, along with details of fixed holidays for support staff and managers.

Leave of Absence

If you need a period of absence for personal reasons you may be entitled to either paid or unpaid leave. Please contact HR for details.

In either case, you must complete a leave of absence form (available from the HR office or iShare), giving some notice where possible. This form should then be passed to your line manager for approval.

Pay

All salary payments are made directly to your bank or building society account on the 28th day of every month or on the Friday before, should the 28th fall on a weekend or bank holiday. In order to process this, you will be sent forms, including a bank details form before your commencement. You should complete this and return it to HR as soon as possible.

Pay Slips

Staff will receive a confidential pay advice note detailing earnings and identifying all deductions. The pay advice note will be posted to staff prior to the pay date. If you 8 H:\Current Employee Handbook_Updated 01032019

have any queries regarding your pay, please contact West Lothian Council (West Lothian College’s Payroll provider) via email ([email protected]) or by phone 01506 282222.

Pay Claims

There is an overtime form that should be completed by support staff working hours as appropriate. This must be signed by your manager and submitted to HR by midday on the 10th of each month.

The College expects staff to submit claims timeously each month and may not pay claims that are over 90 days old.

Flexi-Time and Annualised Hours

Flexi-time and annualised hours are open to most support staff. Full details can be obtained from iShare.

Expense Claims

Any item that is likely to give rise to a claim for expenses must be authorised by the manager prior to incurring the expense. You can claim car mileage, travel and subsistence expenses by completing the appropriate expense claim form (there is a supply available in each work room/area, on iShare and also from the HR office). Guidelines on what can be claimed are also available from iShare. Once authorised by your line manager, the form should be submitted to HR (mileage claims) or the Finance Office (non-mileage claims) for processing. Claims relating to expenses incurred during Professional Development activities should be submitted to Finance. All claims must be submitted by the 10th of the month to ensure payment in that month's salary. The College expects staff to submit claims timeously each month and may not pay claims that are over 90 days old.

The College is not insured when College employees use their own cars on College business. It is therefore the responsibility of the employee to ensure that they are insured for business use.

Employees wishing to use their own car on College business will need to show staff in HR their current Insurance Certificate stating that they are eligible to use their car for business purposes. The College will not pay mileage claims made by employees that have not complied with this policy.

Pension Schemes

The College pension schemes are Career Average Re-valued Earnings schemes. As a new member of staff, you will be automatically enrolled into the appropriate scheme. The pension schemes are: Local Government Pension Scheme (administered by the Lothian Pension Fund) for Support Staff and Scottish Teachers’

Superannuation Scheme (administered by the Scottish Public Pensions Agency) for academic staff. Employees have the right to opt out of the pension scheme.

Occupational Health support

The College offers Occupational Health support to all staff as required. Occupational Health support is delivered by OHAssist. A staff member can arrange a referral by discussing with their manager who will then contact HR. Alternatively a staff member can refer themselves and a referral can be arranged by contacting HR directly.

Employee Assistance Programme (EAP)

An Employee Assistance Programme is also available which can offer confidential advice and counselling services for a range of personal issues and work related concerns such as: Bereavement; Financial Concerns; Relationship problems; Depression; Bullying and Stress. The direct family members of employees can contact the EAP line for support (except for financial and legal advice). Support is delivered by a team of trained wellbeing and counselling practitioners.

There is no charge for this service and the Employee Assistance Programme operates 24 hours, 7 days a week and can be contacted as follows:-

Absence

If you are ill, it is essential that you follow this procedure:

Days 1-7: Telephone HR (01506 427530) as early as possible and within half an hour of your starting time. Please do not leave a message on Reception answering machine. You must do this on the first day of absence and provide a likely return to work date. Thereafter you must keep in touch with HR on a regular basis – e.g. every few days or weekly if the absence is long term. You will also be asked the reason for your absence.

On your return to work, please complete a sickness self-certification form which can be found on IShare and submit this to HR.

Over 7 days: If you are absent for more than seven calendar days, you must submit a fit note (‘statement of fitness for work’) from your doctor to cover the period of absence. This should be submitted to HR.

Please remember to notify HR when you return to work!

Return To Work Interviews

On your return to work, your line manager will carry out a short Return To Work discussion meeting.

PVG Scheme (Protecting Vulnerable Groups)

All West Lothian College employees will be required to join the PVG Scheme as a condition of their employment and/or will be subject to a scheme record update check.

The post for which you are occupying is exempt from the provision of Section 4(2) and 4(3)b of the Rehabilitation of Offenders Act 1974 by virtue of the Rehabilitation of Offenders Act 1974 (Exclusions and Exceptions) (Scotland) Order 2013. You are therefore not statutorily entitled to withhold information about convictions which for other purposes are “spent” under the provisions of the Act.

Therefore all current employees must notify the HR Department of any criminal investigation, charges or convictions as soon as practicably possible. This includes any Police charges, fixed penalties and cautions.

All notification of such information will be evaluated on an individual basis.

Any failure to disclose such charges and/or convictions could result in disciplinary action (up to and including dismissal) and the removal from the register of the General Teaching Council (where applicable)

Section 3 – Key Information

Career Long Professional Learning and Development

Identifying Professional Development Needs

The Board of Governors is committed to the operation of a Professional Development Scheme, which contributes to the achievement of the College’s aims and objectives.

This scheme provides a regular opportunity for staff to review their development needs with their line manager, in line with achievement of the Colleges’ strategic objectives. It is an opportunity to discuss appropriate personal and professional development.

The Professional Development Scheme

The aims of the scheme are as follows:

 To embed workforce skills development and planning as a key Quality function.  Develop a proactive approach to staff development at both a team and individual level.  Develop effectiveness and efficiency at team and individual levels.  Ensure that the College realises excellence across service delivery.  Ensure professional standards are embedded in learning and teaching and service delivery.

What professional development is available within the College?

Professional development takes various forms. The College is supportive of all staff engaging in professional development and will, within resources available, provide support where appropriate.

Professional development is administered by the Quality Team within Quality & Learner Services. In addition to development identified as part of the Career Long Professional Learning Plans (CLPLP), the College will also provide other development in keeping with the strategic aims. Staff can also identify and discuss with their Manager and Learning & Development Officer to attend additional courses, conferences or other developmental activities.

Before going on any course, attending a conference or other development activity, a Professional Development application form (“PD APP”) must be completed to approve time off or course expenditure. These forms can be found on iShare. This should give full details of the intended course, any costs involved and reasons why this will benefit the College and further staff’s development. The Line Manager and Learning & Development Officer must both approve this form prior to attendance.

The attendee will then undertake evaluations of any professional activities undertaken.

Upgrading Qualifications

The College encourages staff to continue their professional development and will support applications for courses leading to recognised qualifications where appropriate to your area of work, whether this is to provide enhancement to the current job role or for succession planning. The level of support given varies according to each individual case. Factors taken into account include relevance to work, cost, release requirements etc. More details are given in the Career Long Professional Learning and Development Policy on iShare.

Teacher Training

The introductory Unit for new lecturers is the SCQF level 7 Teaching in Colleges Today, and is supported by a representative from Quality & Learner Services and the College Development Network via their website.

The PDA usually takes place over an academic year, and consists of two connected SCQF level 9 Units; the first concerns planning learning and the second concerns teaching and assessment. Both Units require examples of lesson and Unit plans, group profiles, classroom observations undertaken and written reflective accounts of your practice. The focus of the Units is academic in nature, with academic reading and research undertaken, and these are referenced academically in the written assignments.

Undertaking the PDA should prepare lecturers for the Teaching Qualification in FE, which we currently offer in conjunction with the University of Dundee. The TQFE is either a degree or post graduate level of qualification, based on your qualifications. It is, of course, highly academic in nature, features significant reading and writing commitments, externally assessed lesson observation, and again takes place over an academic year. Staff undertaking this will be required to produce written examples of their lesson planning, along with evaluative reflective accounts of at least 1 (2 if candidate does not have the PDA) lesson observation for the first unit, and 5 x 800 word- (undergraduate) or 1000 word- (postgraduate) academically referenced evaluative essays for the second of the two units in the TQFE.

It is the College’s intention to enable all staff to access the Teaching Qualification in Further Education (TQFE) and targets have been set to work towards all teaching staff obtaining TQFE.

In addition, staff involved in the delivery or assessment of SVQ programmes will be required to complete A and V units (previously known as D units).

West Lothian College‘s Equality Mainstreaming Report 2013-2016 outlines how we will meet our statutory obligations to integrate equality into the very heart of the work of West Lothian College through which staff and learner equalities monitoring data is gathered and analysed.

West Lothian College views equality and inclusiveness as an umbrella for a suite of complementary policies, procedures and supporting actions that support our corporate activities.

Dignity at Work

The College will create a working environment in which the dignity of employees is respected and all staff have a duty to ensure that harassment, victimisation or bullying does not occur.

The College offers advice and information on an informal basis and in confidence to any member of staff who feels they are being harassed. Staff should be aware of

their own actions and also feel confident that the College procedures will support them in dealing with any incidents that may occur. The College has a Harassment Policy, which details the steps that staff can follow if they feel they are being harassed, bullied or victimised. This policy is available on IShare.

Health and Safety

Introduction

West Lothian College is committed to ensuring all staff and students receive adequate information, instruction, training and supervision to enable them to work with minimum risk to their own or other people’s health and safety. The health and safety Policy (available on iShare) sets out the organization and arrangements for health and safety within the College environments which includes the roles and responsibilities of everyone within the working environment.

Responsibilities

All staff are directly accountable to their line manager as well as to the whole organisation. We all owe a legal duty of care and as such must ensure we fulfil our own legal obligations by co-operating with management to achieve a healthy, safe working environment. All staff and students have the responsibility to work safely and to take care of themselves and others. They must report any hazards and assess risks, both to themselves and others and ensure implementation of the identified measures to control risk in the working environment. Documents are available on iShare to assist in the implementation of health and safety requirements and you should familiarize yourself with them.

Emergency Evacuation

Evacuation procedures are in place to deal with all emergencies at the College but you as a member of staff should make yourself familiar with the following, as well as familiarising yourself with the content of the Health & Safety Noticeboard which is displayed across the College:

What you should do before an alarm sounds

 Familiarise yourself with the emergency evacuation procedures  Familiarise yourself with the safe evacuation routes and assembly points  Ensure all students in your charge are aware of the evacuation procedures  Ensure you have a current up to date register of your students  Ensure all your visitors are aware of the evacuation procedures  Ensure you know the correct assembly point for the building you are in  Ensure a PEEP (Personal Emergency Evacuation Plan) is raised for any non- ambulant student under your control, communicated to all staff involved and to the Health & Safety Officer.

What to do if you discover a fire

What do to when the alarm sounds

 Leave the building by the nearest fire exit  Ensure all students under your control are evacuated immediately and are directed to the appropriate evacuation assembly point.  Close all doors behind you but do not lock them  Report to your designated assembly point  Ensure you account for all your students  Report anyone missing to College staff on duty at evacuation point  Report anyone left behind at a refuge point to College staff on duty at evacuation point  Await further instructions from College staff

What to do with staff or students who have mobility difficulties:

 Ensure a PEEP has been raised for them as soon as the difficulty is known  Ensure all non-ambulant personnel have been briefed on their personal evacuation plan and go to the nearest refuge point  Ensure you report their location to the staff on duty at the emergency evacuation point

What NOT to do during an emergency

Working Environments

In your personal working environment you will be provided with appropriate training to ensure you can safely use any equipment or materials within that area.

PPE will be provided where necessary to ensure you are not unduly exposed to noise, dust, substances hazardous to health or dangers from mechanical or electrical equipment

You must not use equipment or materials you have not been trained to use or authorized to use.

If you use Display Screen Equipment (e.g. computer), then you must complete a DSE Assessment which is mandatory to assess your workstation and identify any additional requirements. Risk Assessments

Risk assessment is the first line tool in identifying and controlling risks within the working environment. Risk assessment procedures on iShare set out the principles under which risks are identified, evaluated and controlled.

Staff should be aware of the risks involved in their own work activities and practices and ensure all procedures in place to control those risks to an acceptable level are implemented.

All staff should familiarize themselves with the risk assessment procedures and involve themselves in the review and development of risk assessments within their own area.

First Aid

It is the College policy that all staff, students and visitors sustaining injury or accident must obtain proper qualified medical advice or assistance within 24 hours of the occurrence and report the results immediately to the College. A First Aider can be contacted via the main reception desk in the Street Building. You must also report the accident/incident to the First Aid Coordinator who is responsible for completing the appropriate accident/incident report form(s) and carrying out a follow-up procedure to inform the Health and Safety Officer

Should a minor/major incident or accident occur and a first aider or a 999 emergency call be necessary, the College main Reception should be called giving the nature of the injury/accident. This is by dialling “0” or Ext. 7600 from any telephone, and a duty First Aider will be called and arrive immediately. Staff calling an ambulance directly should dial “9999” from any extension.

Serious accidents must be reported to the Health and Safety Officer, or the Duty Manager if it should occur in the evening. The Assistant Principal (Curriculum Support & Finance) must then be notified.

WHAT TO DO……..

If a child or young person talks to you about abuse by someone else:  Advise the child or young person that you must pass the information on.  Allow him or her to speak without interruption, listen to what is said, but do not investigate  Be sensitive to feelings of guilt and isolation, but do not make any judgement.  Let them know that they were right to share this information with you.

If you suspect a child or young person is being abused, emotionally, physically or sexually:  Report the matter to the Designated Member of Staff or the Child Safeguarding Team. Contact details for the Child Safeguarding Team are available from Reception and also listed on the internal telephone list. . If you receive an allegation about any adult or about yourself:  Immediately report to the Designated Member of Staff or the Child Safeguarding Team The Designated Member of Staff or the Child Safeguarding Team inform the Assistant Principal designated with lead Safeguarding responsibility  Try to ensure that no one is placed in a position, which could cause compromise.

College Support Services

How do I access Support Services?

In order to fulfil our purpose of providing high quality learning opportunities the College has a number of support services. Their role is crucial to the success of overall service delivery. If you wish to access a service, please refer to the guidelines that follow. For any questions not answered by these guidelines, please contact the appropriate manager:

Facilities Management (FM) Helpdesk

The FM helpdesk is situated to the rear of the Access Centre on the first floor of the Street Building and the first point of contact for all visitors. There is a visitor sign in book located on the Helpdesk where visitors must use the sign in book to sign in and out of the college, for health and safety purposes. If you have a visitor you must notify helpdesk staff of visitors that you are expecting prior to their arrival.

However, the main function of the FM Helpdesk is for college maintenance and to process internal estates enquiries via phone and the TABs system.

For the Main College Reception please dial 0.

The Reception is located at the entrance to the Street Building. Please be aware that the evening sign-in book and registers are located in the Library and then relocated to the foyer in the Street Building once the library is closed. It is very important that all staff working after 6pm should sign in here and sign out again when they leave. Please do not ask anyone to sign on your behalf. A Duty Manager and a First Aider should always be available should any issues arise.

Facilities Management (FM)

The FM team manage the College facilities The FM team is responsible for the provision of all catering (including vending machines), cleaning, janitorial services including porterage, maintenance (electrical, grounds, heating and mechanical), mail room services and security, IT and Health & Safety.

The Help Desk (Ext 7616 or Ext 7617). The Help Desk to the rear of the Access Centre on the first floor of the Street Building.

The E-Meal Café

The E-Meal café is located on the Ground Floor of the Street

Building. It provides a range of snacks, meals and refreshments throughout the day. If you have special dietary requirements, please speak to the Café staff.

Grab and Go Shop

The Grab and Go Shop is located on the Ground Floor of the Street Building. Items for sale include snacks, soft drinks, hot drinks, newspapers and magazines, greeting cards, distress items, stationery, postage stamps and phone cards.

The Coffee Pod

The Coffee Pod is located at the rear of the E-Meal Cafe, and serves a variety of speciality coffee supplied by Italian producers Bei & Nannini, providing a genuine and distinctive coffee experience. The Coffee Pod also provides savoury and sweet snacks such as Panini’s, baguettes, homemade scones and cakes.

There are also vending machines available for drinks and sweets at times when this is more convenient or when there is no counter service. These are located on the ground and first floors of the Street Building.

Staff Room

The Staff Room is located in the side of the Street Building on the Ground Floor. The Staff Room provides a relaxing environment for the exclusive use of College staff.

Spectrum

Finance

The Finance Office is situated in the Street building on the first floor. As well as being responsible for the day-to-day management of the College's budget, it deals with enquiries relating to payment of fees, credit control, cash and banking, petty cash, travel expense claims (non-mileage) and advances, and the financial control of purchasing.

Student Financial Issues

Information and support regarding student financial matters, including Bursaries, EMAs, Students Awards Agency, Student Loans Company, and Discretionary funds is provided by our Student Funds Officer. However, staff in the Student Advice Centre can offer advice on some financial matters. Therefore, in the first instance students should report to the Student Advice Centre and they can direct students to the relevant department for further information. Our Student Funds Officer is located in the Street building on the first floor. Forms to apply for all aspects of student financial support can be collected from the Student Advice Centre or accessed via the student induction CD-Rom.

Procurement Procedures

We are required by law to get value for money when paying for goods and services, so please make yourselves familiar with the College’s Procurement Policy and Procedures which can be found on the Notice Board section of IShare.

We’re operating under continuing financial pressures so it’s important that all of us strive to achieve good value. It is therefore essential that all expenditure committed on behalf of the college has had prior authorisation for:

- Financial Authority – to spend the appropriate amount of expenditure from approved budgets,

and

- Procurement Authority – to award a contract or place purchase orders, following relevant procurement procedures, to a specific supplier of service Provider. 25 H:\Current Employee Handbook_Updated 01032019

Sustainable Procurement

Sustainable Procurement is defined as 'a process whereby organisations meet their needs for goods, services, works and utilities in a way that achieves value for money on a whole life basis and generates benefits not only to the organisation, but also to society, the economy and the environment'.

West Lothian College recognises its responsibility to carry out its procurement activities collaboratively and in an economically, environmentally and socially responsible manner. Where possible, and in line with legislation, we include sustainability considerations in our procurement activities.

MIS (Student Records)

The MIS group is situated in Spectrum in the Main Street Building. MIS is responsible for checking enrolment documents prior to input into UNIT-e (the MIS computer system) as well as maintaining and updating all students' details.

Programme timetables are input to UNIT-e, which enables all of the class registers to be produced. Student attendance/absences are keyed daily from lecturers’ registers and attendance information reported to college staff, bursary officer, various employers and other agencies as necessary. Since the accuracy of information is paramount, regular contact with lecturing staff is required to correct any queries or discrepancies.

Students' programmes of study are recorded, updated, maintained and transmitted to the relevant examination and awarding bodies. All results from lecturers' assessment sheets are recorded and forwarded to the awarding body.

Student matriculation cards are prepared and distributed.

All arrangements for external examinations are collated here including rooming, invigilation, production of room signs, seating arrangements, packaging and arranging transmission of exam papers.

MIS has a significant external role in providing critical information to the (SFC), Student Awards Agency Scotland (SAAS), Scottish Qualification Authority (SQA) and other external organisations. MIS lists a variety of key forms, guidelines and information on IShare.

Information and Communications Technology (ICT) Services

The ICT (Information and Communications Technology) Service is responsible for the planning, acquisition, operation and maintenance of the College's computer resources. In addition, it liaises with end-users to ascertain their requirements, and can provide advice and guidance relating to the development of new systems. Other roles include the demonstration to end-users of new computing facilities and the monitoring of existing system performance.

Access to computing facilities

For your day-to-day work, computer facilities will be made available to you according to the requirements of your job. Access to your own network area and e-mail will be arranged quickly once you have started work. Staff should make themselves familiar with the Staff ICT Acceptable Use Policy & also the Student Acceptable Use Policy along with Acceptable Use Agreement which is displayed prior to the Login page.

Problems with computing facilities

In order to deal with requests quickly and efficiently, please log your request through the (Tabs) icon on your desktop. This will ensure that someone will then contact you to fully understand the problem and help you with an answer. It should be noted that all ICT staff have their phone line diverted to the FM Helpdesk; your call will be answered by Helpdesk Staff who will assess the level of service required to assist you.

Marketing

The Marketing Team is responsible for raising awareness of the College, promotion of events and courses, increasing and maintaining the brand image and market research.

The main activities of this department are: PR/communications, design, promotion, website updates, digital/social media, strategic and operational reports, market research, organising College events and curriculum planning.

Being a three person team, the department supports and compliments the wider College activities through their comprehensive work. For support, guidance and assistance please contact the Marketing Co-ordinator, telephone number 01506 427552.

Access Centre Support

The Student Advice Centre

The Student Advice Centre is located on the First Floor of the Street Building and is the first point of contact for all student enquiries. The Student Advice Centre deals with queries pertaining to ILA’s, Student Learning, Part-Time Enrolments, Guidance and Finance. Staff can also contact this reception to book any of the interview rooms within the Advice Centre.

Staff within the Student Advice Centre also deal with the College Switchboard and transfer staff with any enquiries relating to First aid and Safeguarding to the relevant 27 H:\Current Employee Handbook_Updated 01032019

person. The Student Advice Centre is also the place to access first aid and accident and incident report forms are stored here.

Student Support Officer

The student support officer tracks student attendance and meets with students who have been absent to encourage better attendance. This service also includes guidance and referral to Counselling and external support. This service is located in Spectrum and can be contacted via the reception on the second floor.

Support for Learning and Guidance

The Access and Support Services Leader, can provide advice and support for students on a variety of issues. The Support for Learning Team is located in the Student Learning Centre on the first floor of the Street building. Referral to the Student Learning Centre can be by students themselves or via individual tutors. Information regarding all learning support is given to all students during the Induction process.

Core Skills Delivery

The majority of the delivery of Core Skills takes place in the Access Centre. Core Skills (which are Literacy, Numeracy, Basic IT, Problem Solving and Working with Others) are at the centre of all academic qualifications. The team responsible for delivering Core Skills are continually striving to improve how we develop the skills of our students through different approaches to delivery and assessment.

These vary from integrating assessments with vocational units, to promoting the transferability of the individual Core Skills through integrating components of the Core Skills units

Library

The college library is located on the ground floor of the street building. Any member of staff wishing to use the resources and facilities simple needs to complete a staff registration form, which are available from the library desk. We work in partnership with West Lothian Council Libraries and staff will become “staff” members of the public libraries. This entitles then to borrow up to 5 items from us and 10 from the public libraries. An increasing number of resources are now available electronically and are password protected. We always recommend that you come in and visit the library and have a chat. It’s always nice to put a face to a name. This allows us to, briefly, demonstrate what is available and discuss what resources you may need to support your own staff development and how the library can best support your work in the classroom or elsewhere in the college. Support for Learning

Healthcare Issues

The Healthy Respect project is also located the Access Centre, and if students would like to receive advice on sexual health issues then they should feel free to pop in and talk in confidence to one of the Healthy Respect project staff. Please contact Spectrum Reception on 01506427555.

Chaplaincy Team

The Chaplaincy team are in the College at various times throughout each month to offer spiritual guidance and practical support, or simply to be a listening ear for staff and students. Appointments to see the team can be made by visiting the Reception desk in Spectrum in person or by phoning 01506 427555.

Counsellor

A trained counsellor is available for students who need specific support. Referral is made after initial contact with the Access and Support Service Leader, who can be contacted by telephoning 01506 427622 or by e-mailing [email protected] There is also a staff counselling service – for more details, see the HR section of this guide.

Student Representative Council

There is a Student Representative Council (SRC) established in the College with an elected President, Vice-President and Secretary. Regular meetings are held and communication with the SRC takes place via elected Class Representatives. If you have any questions relating to the SRC, please speak to Lorna Jenkins, the Access and Support Service Leader (as above).

Other Key Services and Information

Quality of Learning & Teaching

The Quality of Learning and Teaching (QLT) Office is situated in Street Building on the first floor. The Quality team manages the strategic and operational approach to quality across the college and supports and monitors all areas in terms of quality enhancement, quality improvement and quality assurance.

Technician Services

The role of technician staff is to support the College by ensuring that equipment is properly maintained and that adequate levels of materials and resources are available for use by staff.

Technicians assist staff by demonstrating and operating specialist apparatus and equipment and are responsible for the preparation of classrooms, laboratories, workshops and other teaching areas. There are four technician groups and each

teaching area is allocated to a particular group according to the type of service they require.

Word Processing, Desktop Publishing and Photocopying

There is a team of administrators providing a word processing, desktop publishing and bulk photocopying service. Requisition forms are available from the administrator who should also be consulted for advice on any non-standard work that is required or if any difficulties are experienced.

Staff should be familiar with the house style and use this when producing documents. Details of the house style can be obtained from the Executive Office.

Additional Photocopying Services

Photocopiers are located in staff and manager workrooms, the student development centre, library and administration area. You will be allocated a user code by a member of the Estates Team that will give you access to certain machines in the College.

Open access photocopying facilities are available in the Library for a small charge.

Copyright

The College has a responsibility to ensure that the Copyright Designs and Patents Act (1988) is adhered to in all aspects of its legislation.

The College subscribes to several agencies for licensing purposes. The arrangements enable staff to copy materials such as books, videos, off-air recordings, electronically stored media etc. for use in their teaching programmes or support work. However, the licensing agreements are limiting so before copying any material please ensure that it is copyright cleared by consulting with your line manager. The staff member copying will be held personally responsible if the Act is infringed.

Audio Visual Services

Audio Visual Services is located on the ground floor of Terrace 4 and providing the College support for all AV requirements.

Most classrooms are equipped with a whiteboard and overhead projector as standard. Central resources include video cameras, audio recorders, video conferencing and multimedia production.

Facilities such as data projectors and laptops, flipcharts and additional overhead projectors can be booked via the Estates Helpdesk. Please remember to state the room and time these are required for, so that they can be delivered on time. It is also usual to give at least one day’s notice. If you have specific requirements, e- mail [email protected]. Room Bookings & Hospitality

Bookings for specific rooms must be made through the Helpdesk. Should you wish a different layout, please contact Estates to set this up. It is helpful to give a sketch of your chosen room layout to Estates to ensure your needs are met.

If you require hospitality for external visitors, you need to fill out a hospitality form, which is available from iShare. This form must be signed by your manager and the Principal. Please submit your requests at least 3 working days before your visitors are due to arrive.

Services Available To Staff and Students

Sport & Fitness Facilities

The College has a brand new state of the art Fitness Suite. This is open to both staff and students. There is also an indoor sports hall and a dance studio. Other activities on offer include football leagues, rugby, handball, badminton and futsal. There is a joining fee and full details of classes, activities and opening hours are available from the Sport and Fitness Learning Assistant (ext 7700). All members must book and complete an induction prior to accessing the fitness suite.

The Terrace Restaurant

During term time, the award winning Terrace Restaurant presents a range of high quality menus during their lunch and evening services (Tuesday –Thursday lunch. Thursday and Friday evenings). This offers opportunities for students to put their cooking and service skills into practice under the supervision of experienced College staff. The restaurant is open to the public and bookings can be made by dialling ext. 7614. No booking is required for the “Funky Friday Café” which is managed by our Assisted Programmes students and runs on a Friday from 12.15 until 1.15pm – not to be missed!

Hairdressing & Beauty

The College operates a commercial hairdressing and beauty salon called the ‘Platinum’ salon for the public during term time, to allow advanced students to put their skills into practice. This occurs under staff supervision. Beauty treatments vary according to the time of year. Appointments can be made through the Platinum Salon Reception by dialling ext 7837.

How to log in to any PC in the College for the first time

If you cannot see the log in screen below Press Ctrl-Alt & Delete Step1. In the Username field enter your matriculation number.

Step2. Press the Tab key to move the cursor into the Password field.

Step3. In the Password field enter your matriculation number again.

Step4. Click on the ok button.

Step6. Enter your new password and retype it. The password should be at least 5 characters long

Step7. Select ok.
