Welcome and apologies Carlyn McNabb (CM) Chair welcomed everyone to the meeting. Papers passed to all present. Carlyn thanked Anne Campbell and Mike Osbourne for their work on the SWAPWest executive. 2. SWAPWest Annual Report 2015 –2016 The annual report was tabled. (KA) provided an overview of the SWAP year highlighting student success. KA introduced new Scottish Funding Council funded project focussing on student retention at university: STAY (Student Transitions and You) coordinated by new SWAP member Paula Christie (PC). PC introduced project. Objective 1 – partnership Highlighted: work completed in each of the regions working in the west of Scotland. Report updated with enrolled figures for session 2018 – 2019. Successful year for students progressing from SWAP Access to Medical Studies (Glasgow Kelvin College and Glasgow Clyde College). SWAP Access to Law, Business & Finance extended to South Lanarkshire College. -

They are intended to enable colleges and the Scottish Funding Council (SFC) to demonstrate the impact of the sector and its contribution to meeting Scottish Government priorities. This Outcome Agreement sets out how the colleges in Lanarkshire will contribute to a strong local and national economy through effective education and skills training over the period 2017-2020. Reporting The colleges will monitor progress towards the delivery of the outcomes set out in this agreement regularly and will produce a self-evaluation report in October each year for SFC. Equity and Excellence The colleges and the SFC publish data on equalities and outcomes annually and review these data sets regularly as part of the normal self-evaluation, improvement and review cycles. -

Scotland’s colleges 2018 Prepared by Audit Scotland June 2018 Auditor General for Scotland The Auditor General’s role is to: • appoint auditors to Scotland’s central government and NHS bodies • examine how public bodies spend public money • help them to manage their finances to the highest standards • check whether they achieve value for money. West Lothian College _______________________________________________________________________________ OPERATING AND FINANCIAL REVIEW FOR THE EIGHT MONTH PERIOD ENDED 31 MARCH 2014 1. West Lothian College West Lothian is one of thirteen regions identified for the future provision of further education and despite the relatively compact nature of the region obtained this status in recognition of the very strong partnership working and collaborations for efficiency and effectiveness with the local authority and key stakeholders. Clear priorities have been identified by the Government to address the provision for young people aged 16-19 year olds, those unemployed between 20-24 year olds and those in the workplace who require up skilling. West Lothian, when compared to the Scottish average, continues to have one of the fastest growing and young populations with the latest 2011 census information showing a population increase higher than that predicted. However with lower skills levels in the workplace, continued lower average weekly earnings, and higher levels of youth unemployment and geographical disadvantage in the west of West Lothian and in pockets of Livingston the area has its social and economic issues. The College has responded very positively to these challenges by providing and targeting full- time provision for 16-19 year olds, working with those 20-24 year olds wishing to re-train or enter the employment market and continuing to deliver a robust suite of work based learning programmes for employees and businesses. During 2013-2014 West Lothian College continued to successfully target 16-24 year olds by extending vocational training and employability opportunities with particular increases in preparatory programmes for young learners in need of those options. -
