Dede mentioned WUI mailouts went out. Brian said he appreciates the partnership. CAL FIRE Chief Ed Orre Fire prevention grants application period open May 19. They'll be looking closer at what project is about/articulated in application; Paper app to start then online. Training to follow (18th/25th) to discuss program; CalFIRE ramping up staffing. Adding handcrews and Nat'l Guard handcrew; Croy NOE going in today; Discussed tree motality rate in East Bay getting worse. Underlaying cause is drought stress and new pathogen. Controlled burn at Grant Ranch will be multijurisdictional training; Seminar SJSU firelab going international. President's Report Dede Smullen Congrats to Eugenia on HIZ inspection. Shana discussed Wildfire Denfense System. Shana Nelson State Farm offering in CA, April 1st, 2021; Piloted in Washington and Oregon successfully; Other carriers utilizing Chubb & USAA; Mitigation efforts included (temp sprinklers & EPA approved fire retardant). Clean up included. Saved 74 homes w/insured value of $61.3 million. Discussion on how this is organized and how it works. We've added capacity but updating framework by optimizing internal workload. Working on eliminating bottlenecks and improving communicaiton. Hwy 17 was a huge project, then COVID, etc. New internal structure is coming. Created fundraising email (A/B testing). Building a dialog, not just asking for money. We need to provide value to stakeholders. Positive momentum on FHG with direct award at $7.5 million instead of $5 million. Financials Update Chris Sommerfield Audit is ahead of schedule; both PPP should be forgiven; everything is holding steady with financials. P/L shows slow season but looking good. Grants Written Report Only Planning Program Report Carla Ruigh Saratoga Dead Tree and HFR program-recommendations for program modifications sent to City of Saratoga; 1 additional project may be processed under prior program. CCI Projects-Assisting with project planning and implementation. Forest Health Grant-State proposing 7.5 million direct award for our FHG project. Recent data from ARC indicated need to increase budget for environmental work. All environmental clearance will be accomplished under umbrealla of state vegetation mgt plan (VMP). No NOE or ERRF required. Staff developing revised project budget which reflects decision for FSC to assume contracting for HRF work and to expand project by additional 2.5 million. Moore Stephanie Munoz Sal X Rendler Eugenia Staff X Ruigh Carla Staff Russell Paige X Schalet Seth Staff X Sommerfield Chris Staff X Glass Brian X Crocker Charlie X Linney Lauren Santa Clara County FireSafe Council Mobilizing the people of Santa Clara County to protect their homes, communities, and environment from wildfires Resolution No: 2021-2 RESOLUTION OF THE SCC FIRESAFE COUNCIL BOARD OF DIRECTORS AUTHORIZING SIGNING THE FOREST HEALTH GRANT AGREEMENT BETWEEN CAL FIRE AND THE SANTA CLARA COUNTY FIRE SAFE COUNCIL AND APPOINTING CEO SETH SCHALET TO SIGN SAID AGREEMENT March 26, 2021 WHEREAS, CAL FIRE's Forest Health Grant Program awards Greenhouse Gas Reduction Funds allocated by the legislature for California Climate Investments (CCI) to implement projects that seek to: • Proactively restore forest health and conserve working forests. • Protect upper watersheds where the state's water supply originates. • Promote the long-term storage of carbon in forest trees and soils. • Minimize the loss of forest carbon from large, intense wildfires. • Further the goals of the California Global Warming Solutions Act of 2006; and WHEREAS, the project will reduce hazardous fuels in the wildland-urban interface, connecting with already completed and planned projects to improve the overall health of the forest; and WHEREAS, improved Forest Health in the project area will reduce the risk of wildfire in the area; and WHEREAS, SCCFSC has the resources and experience to conduct a complicated project such as this within the timeframe allowed by the grant; and WHEREAS Resolution 2020-07 authorizing participation in a Forest Health Grant Application with San Jose Water and other large landowners in the Los Gatos Creek Watershed was approved at Board of Directors Meeting June 16, 2020.
