The fires displaced nearly one million residents, destroyed thousands of homes, and sadly took the lives of 10 people. Shortly after the fire siege began, a team was commissioned by CAL FIRE, the U.S. Forest Service and OES to gather data and measure the response from the numerous fire agencies involved. This report is the result of the team’s efforts and is based upon the best available information and all known facts that have been accumulated. In addition to outlining the fire conditions leading up to the 2007 siege, this report presents statistics —including availability of firefighting resources, acreage engaged, and weather conditions—alongside the strategies that were employed by fire commanders to create a complete day-by-day account of the firefighting effort. The ability to protect the lives, property, and natural resources of the residents of California is contingent upon the strength of cooperation and coordination among federal, state and local firefighting agencies. -

Abstract This synthesis of post-fire treatment effectiveness reviews the past decade of research, monitoring, and product development related to post-fire hillslope emergency stabilization treatments, including erosion barri- ers, mulching, chemical soil treatments, and combinations of these treatments. In the past ten years, erosion barrier treatments (contour-felled logs and straw wattles) have declined in use and are now rarely applied as a post-fire hillslope treatment. In contrast, dry mulch treatments (agricultural straw, wood strands, wood shreds, etc.) have quickly gained acceptance as effective, though somewhat expensive, post-fire hillslope stabilization treatments and are frequently recommended when values-at-risk warrant protection. This change has been motivated by research that shows the proportion of exposed mineral soil (or conversely, the propor- tion of ground cover) to be the primary treatment factor controlling post-fire hillslope erosion. Erosion barrier treatments provide little ground cover and have been shown to be less effective than mulch, especially during short-duration, high intensity rainfall events. In addition, innovative options for producing and applying mulch materials have adapted these materials for use on large burned areas that are inaccessible by road. -

The Draft IS-MND found that with implementation of the mitigation measures, impacts on the environment from the proposed project were less than significant. Abatzoglou, John John Abatzoglou, Assistant Professor of Geography, University of Idaho. Research interests span the weather-climate continuum and both basic and applied scientific questions on past, present and future climate dynamics as well as their influence on wildfire, ecology and agriculture and is a key player in the development of integrated climate scenarios for the Pacific Northwest, US. Oral presentation, Wednesday, 2:30 PM, B114 Will climate change increase the occurrence of megafires in the western United States? The largest wildfires in the western United States account for a substantial portion of annual area burned and are associated with numerous direct and indirect geophysical impacts in addition to commandeering suppression resources and national attention. While substantial prior work has been devoted to understand the influence of climate, and weather on annual area burned, there has been limited effort to identify factors that enable and drive the very largest wildfires, or megafires. We hypothesize that antecedent climate and shorter-term biophysically relevant meteorological variables play an essen- tial role in favoring or deterring historical megafire occurrence identified using the Monitoring Trends in Burn Severity Atlas from 1984-2010. Antecedent climatic factors such as drought and winter and spring temperature were found to vary markedly across geographic areas, whereas regional commonality of prolonged extremely low fuel moisture and high fire danger prior to and immediately following megafire discovery. -

U.S. Fire Administration/Technical Report Series The East Bay Hills Fire Oakland-Berkeley, California USFA-TR-060/October 1991 U.S. Fire Administration Fire Investigations Program he U.S. Fire Administration develops reports on selected major fires throughout the country. The fires usually involve multiple deaths or a large loss of property. But the primary criterion T for deciding to do a report is whether it will result in significant “lessons learned.” In some cases these lessons bring to light new knowledge about fire--the effect of building construction or contents, human behavior in fire, etc. In other cases, the lessons are not new but are serious enough to highlight once again, with yet another fire tragedy report. In some cases, special reports are devel- oped to discuss events, drills, or new technologies which are of interest to the fire service. The reports are sent to fire magazines and are distributed at National and Regional fire meetings. The International Association of Fire Chiefs assists the USFA in disseminating the findings throughout the fire service. On a continuing basis the reports are available on request from the USFA; announce- ments of their availability are published widely in fire journals and newsletters. This body of work provides detailed information on the nature of the fire problem for policymakers who must decide on allocations of resources between fire and other pressing problems, and within the fire service to improve codes and code enforcement, training, public fire education, building technology, and other related areas. The Fire Administration, which has no regulatory authority, sends an experienced fire investigator into a community after a major incident only after having conferred with the local fire authorities to insure that the assistance and presence of the USFA would be supportive and would in no way interfere with any review of the incident they are themselves conducting. -

More recently, with the catastrophic wildfire events of 2017 and 2018, fire has emerged as an annual threat roughly comparable to floods. Fire and flood fire hazards are surpassed only by high magnitude earthquake hazards, which typically occur less frequently but can result in extreme disaster events. For the 2018 State Hazard Mitigation Plan (SHMP), the fire hazards risk assessment has been expanded to include separate discussions on wildfire hazards and structural fire hazards. Structural fire hazards can occur as a cascading hazard emerging from wildfires or earthquakes, or as an independent hazard event. In either case, fire hazard mitigation actions are crucial in minimizing potential risk. Preparation and implementation of Local Hazard Mitigation Plans (LHMPs) with linkage to a jurisdiction’s general plan, play an important role in the fire mitigation process.
