1.1 INTRODUCTION

EDL Consulting Engineers have been appointed to conduct a Traffic Statement and a Site Traffic Assessment for the proposed reclamation of The Soweto Cluster Dumps in Soweto in the Johannesburg Metropolitan area. It is the intention to reclaim and reprocess the Soweto Cluster Dumps. A pump station/reclamation station will be established on site and will pump the resultant slurry through pipelines to the reclamation plant where it will be processed. There will also be a few trucks used to transport goods and materials to and from the dumps. The zoning rights are already in place. This statement evaluates the position of the proposed access and proposes an appropriate geometric layout of the proposed accesses on Dobsonville Road (M77), 56th Street and West End Street/ Hail Street. This statement also discusses and evaluates the internal traffic movements and parking for the proposed site layout. The provision of public transport services and/or facilities at/or near the site is also investigated and discussed/evaluated in this report.

1.2 SITE LOCATION

As shown in Figure 1, the reclamation will be conducted on three separate dumps in the Soweto area.

Site 1 near Durban Deep and most northeast of the three sites, is located on the Remainder of Portion 1 and the Remainder of Portion 5 of the Farm Roodepoort 237‐IQ approximately 17km west of Johannesburg City Centre. This site is located approx. 1 km south of the R41 Road and the M77 Dobsonville Road forming the eastern boundary. The site area has some residential erven to the south, with some smaller businesses within the area, also mining operations are being conducted to the south and east of the site. A waste disposal site is located to the south east opposite the M77. The proposed access to site 1 is located on Dobsonville Road (M77) opposite the existing waste disposal access.

Site 2 near Goudrand and most northwest of the three sites, is located on the Remainder of Portion 1 and the Remainder of Portion 14 of the Farm Roodepoort 237‐IQ approximately 20km west of Johannesburg City Centre. This site is located approx. 1 km south of the R41 Randfontein Road and 2 km west of the M77 Dobsonville Road. The site area is surrounded mainly by residential erven, with some smaller businesses within the area, also mining operations are being conducted to the southeast of the site. The proposed access to site 2 is located on West End Street/ Hail Street approx. 270m west of the existing mine access.

Site 3 near Bram Fischerville and most southwest of the three sites, is located on the Remainder of Portion 1 of the Farm Vlakfontein 238‐IQ approximately 21km west of Johannesburg City Centre. This site is located approx. 3.5 km south of the R41 Randfontein Road and 3 km east of the Adcock Street. The site area is surrounded mainly by residential erven, with some smaller businesses and schools within the area. The proposed access to site 3 is located on 56th Street directly west of the existing informal erven.

1.3 EXTENT OF THE ACTIVITIES

It is the intention of Crown Gold Recoveries (Pty) Ltd (Crown Gold) to reprocess and reclaim the Soweto Cluster Dumps. A pump station/ reclamation station will be established on site and will pump the resultant slurry through new and existing pipelines to the reclamation plant where it will be reprocessed.

2.1 SURROUNDING ROAD NETWORK

The following existing roads are of importance within the study area:  M77 Dobsonville Road (K102) Class of Road: 2 Managing Authority: Gauteng Department of Roads and Transport (GAUTRANS) Function of Road: Main corridor from K11 (Randfontein Rd/ Main Reef Rd) to Bram Fischerville (also including Randfontein and Carletonville in future based on planning). This road bounds site 1 to the east and direct access to the site is proposed directly off this road opposite an existing access to the waste disposal site.  West End Street/ Hail Street Class of Road: 3 Managing Authority: Johannesburg Roads Agency (JRA) Function of Road: Functions as a distributor for the areas of Goudrand and Sol Plaatjes. This road bounds site 2 to the south and direct access to the site is proposed directly off this road approx. 270m west of the mining operations access road.  56th Street Class of Road: 3 Managing Authority: Johannesburg Roads Agency (JRA). Function of Road: Functions as part of a ring road and distributor for the area of Thulani. This road bounds site 3 to the south and direct access to the site is proposed directly off this road approx. 750m east of the intersection with Mohajane Road.

2.2 FUTURE ROADS

GAUTRANS: PWV 12A: Aligned East‐West through Bram Fischerville. PWV 5: Aligned North‐South west of Bram Fischerville and east of the R558. K102 (M77 Dobsonville Road): Extension of the K102 to join Main Road in Dobsonville Gardens. K11: Aligned North‐South with interchange planned on K198 (R41 Randfontein Road).

JRA: As per the Road Master Planning of JRA, no future roads are planned for this area. An extract of the applicable areas in Region C is attached in Annexure D.

3.1 EXISTING TRAFFIC DEMAND

This report discussion is limited to the access position of the sites. The traffic generated by the sites do not warrant traffic surveys as the distribution and influence on existing traffic and road infrastructure is very limited. Considering the type of activities proposed, as well as the surrounding land‐uses, it is expected that the critical traffic impact of the development will be during the weekday AM and PM peak traffic hours. The impact will be less than 15vph on each site, even during the construction phase.

3.2 FUTURE TRAFFIC DEMAND

Considering the existing and future planned surrounding road network, as well as the fact that the surrounding area is already somewhat developed, with large portions undeveloped, traffic growth at the proposed access positions to the sites will be average (3.0% ‐ 4.0%). There are no future roads planned near the access positions, according to the JRA Road Master Planning and Gautrans Master Planning.

3.3 TRIP GENERATION (FOR ALL SITES)

The expected trips to be generated by the proposed activities were based on trip rates as per the client and COTO TMH17. The document recommends the following split for Heavy Industry (reclamation pump station) and trips are based on details provided by the client for the construction period:  Weekday AM peak hour – 12 trips, with a 75:25 (in/out) directional split;  Weekday PM peak hour – 10 trips, with a 25:75 (in/out) directional split. As previously mentioned, the activities will include the construction and operation of a reclamation pump station. Based on this, the expected trips to be generated by the development during the weekday AM and PM peak traffic hours are indicated in Table 1 below. It is expected that all trips will be primary trips, and no adjustment factors were applied for mixed land‐use, low vehicle ownership or transit nodes.

4 Proposed Site Accesses

4.1 PROPOSED ACCESS POSITION AND LAYOUT

The following access positions are proposed:  One (1) access to site 1 is proposed directly off Dobsonville Road M77 (K102), as indicated on Drawing 19050/AL/01. This access to the site is proposed opposite the existing waste disposal site access. The access must be 10m wide, with one (1) lane ‘IN’ and one (1) lane ‘OUT’. Traffic from Dobsonville Road (M77) will have the right of way and a ‘STOP’ condition will be implemented for the proposed access. Proposed access details are shown on Drawing 19050/AL/01.  One (1) access to site 2 is proposed directly off West End Street/ Hail Street, as indicated on Drawing 19050/AL/02. This access to the site is proposed approx. 260m to the west of the mining operations access road. The access must be 10m wide, with one (1) lane ‘IN’ and one (1) lane ‘OUT’. Traffic from West End Street/ Hail Street will have the right of way and a ‘STOP’ condition will be implemented for the proposed access. Proposed access details are shown on Drawing 19050/AL/02.  One (1) access to site 3 is proposed directly off 56th Street, as indicated on Drawing 19050/AL/03. This access to the site is proposed approx. 750m to the east of the intersection with Mohajane Road. The access must be 10m wide, with one (1) lane ‘IN’ and one (1) lane ‘OUT’. Traffic from 56th Street will have the right of way and a ‘STOP’ condition will be implemented for the proposed access. Proposed access details are shown on Drawing 19050/AL/03.

4.2 ACCESS SAFETY (ALL SITES)

 The current Speed limit of 60km/h will be maintained, and the proposed Speed Limit Signs is to be erected on both sides within 200m from the proposed.  The proposed Heavy Vehicles Turning Signs is to be erected on both sides of the proposed accesses at least 100m from the proposed.  The Sight Distance from the proposed access positions are 180m in both directions, this is more than the required sight distance for a 60km/h road as per COTO TMH16.  In the event of slow‐moving vehicles (abnormal sized trucks or loaded trucks) exiting the proposed access, a Flag man will need to warn the traffic of the approaching danger and control the traffic approaching the proposed access to provide a safe and acceptable gap for the truck to enter the traffic.  U‐turn space will need to be provided on all sites to avoid dangerous movements within the traffic.  A minimum stacking space of 24m (space for one truck) will need to be provided at the proposed accesses in front of any gate or boom, to avoid queueing onto the road and disrupting the traffic. As shown on next page.

4.3 QUEUEING ANALYSIS

Calculations on the expected queue length were based on an arrival rate of 9vph in the worst peak hour for entering vehicles (Weekday AM).

The formula used for an exceedance of 95% is as follows: ln (0.05) ‐ ln (Qm) ‐ 1 ln (q)

Where: Utilization factor (q): Arrival rate (Number of lanes) * (Service rate per lane)

And by means of interpolation, Qm is determined by using Table 2 below:

In a worst‐case scenario with a 100vph service rate (36 seconds per vehicle) at the control gate for the operations, and only one (1) entrance lane serving the area of the control gate, the utilization factor (q) equates to 0.09 and by then using Table 3 above, Qm can be determined as 0.09. By solving for the exceedance of 95%, the queue length equates to ‐0.76 vehicles, which is rounded to 1 vehicle. This means the space required for vehicles queuing from the road edge towards the Entrance Gate is a minimum length (or stacking distance) of 1 heavy vehicle, being a distance of 24m.

5.1 ON‐SITE TRAFFIC CIRCULATION

Swept path analysis were conducted for the proposed Access to investigate vehicle manoeuvrability when using the proposed access. The analysis was done using AutoDesk Vehicle Tracking software, and the following vehicles were considered:  Normal passenger vehicle (5.65m); and  Heavy vehicle (18.6m SU + T).

5.2 VEHICLE PATH AT ACCESS (TURNING CIRCLES)

Typically, the entrance lane width should be at least 5 m to accommodate a Single Unit + Trailer Heavy Vehicle. For light vehicles a minimum width of only 3.5m is required. It can be concluded that the proposed Access layout will be able to accommodate the aforementioned vehicles. The on‐site swept paths of these two types of vehicles are illustrated on Drawing 19050/AL/01, Drawing 19050/AL/02 and Drawing 19050/AL/03.

The City of Johannesburg Town‐Planning Scheme was consulted to determine the parking requirement for the proposed development. The number of parking bays required is not specified for a reclamation project. The number of bays required are based on the number of employees expected to be on the site and is shown in Table 3 below.

Apart from the 10 parking bays to be provided on site, an additional 2 loading zones for heavy vehicles are required. These parking bays, in conjunction with the proposed Pick‐up and Drop‐off facility, will allow vehicles to drop‐off or pick‐up employees inside the site, ensuring safety and not disrupting the traffic.

7 Non‐motorised and Public Transport

7.1 EXISTING FACILITIES

 Non‐Motorised Facilities No facilities for non‐motorised transport currently exists in the vicinity of the site.  Public Transport Services Busses and Taxis are currently using Dobsonville Road (M77), West End Street/ Hail Street and 56th Street as scheduled routes. For Dobsonville Road (M77), West End Street/ Hail Street and 56th Street no formal public transport facilities are available. As the proposed development will have very little effect on the present public transport usage, internal drop‐off and pick‐up zones are proposed for all sites.

7.2 NON‐MOTORISED AND PUBLIC TRANSPORT DEMAND

 Non‐Motorised Facilities Low pedestrian demand is expected along the site frontages, considering the low increase in traffic, and limited number of employees.  Public Transport Services It is not expected that employees of this site will make a large impact on the use of existing public transport services. The sites are located in largely undeveloped areas, with some residential areas. The area surrounding the sites have a relatively large demand for alternative means of transport other than private vehicles. Public transport services might however be utilized by some employees working at the site, but these are small numbers of 10 public transport users or less.

7.3 PROPOSED FACILITES

Due to the low expected increase in pedestrian demand from the site, no new public facilities are proposed, however the following is proposed as internal facilities:  An internal Pick‐up and Drop‐off zone for employees, having space for at least one Minibus Taxi.

Based on the content of this document, the following summary, conclusions and recommendations are made:

 This report is for the planned reclamation of the Soweto Cluster Dumps situated on the Remainder of Portion 1 of the Farm Vlakfontein 238‐IQ, Remainder of Portion 1, Remainder of Portion 5 and Remainder of Portion 14 of the Farm Roodepoort 237‐IQ. It is the intention to reprocess and reclaim the existing mine dumps through pumping stations/ reclamation stations and slurry pipelines.  Zoning Rights are already in place for the planned activities.  The sites are located within the area of Soweto, Johannesburg, Gauteng. The Locality is shown on Figure 1.  A total of 12 trips will be generated in the AM Peak hour and 10 trips during the PM Peak hour at each of the 3 sites.  The proposed accesses are situated on Dobsonville Road (M77) (SITE1), West End Street/ Hail Street (SITE 2) and 56th Street (SITE 3). The access and geometric details are shown on Drawing 19050/AL/01, Drawing 19050/AL/02 and Drawing 19050/AL/03.  Access safety measures are as follows: o Speed Limit Signs (60km/h) at least 200m from the proposed accesses in both directions on Dobsonville Road and 56th Street. o Heavy Vehicles Turning signs at least 100m from the proposed access in both directions on Dobsonville Road and 56th Street. o Sight distances of at least 180m in both directions are available on all roads. This is more than the minimum sight distances required by COTO TMH16. o A Flag Man is proposed in the event of slow‐moving vehicles exiting the proposed accesses, a Flag Man will need to regulate traffic and ensure a safe traffic environment with enough space to allow the vehicle to exit. o An internal U‐Turn space needs to be provided to avoid dangerous movements within the traffic on Dobsonville Road, West End Street/ Hail Street and 56th Street. See Drawing 19050/AL/01, Drawing 19050/AL/02, Drawing 19050/AL/03. o A minimum stacking distance of 24m are required before any gate or boom at the proposed accesses.  On‐site traffic circulation was analysed as a swept path analysis for both heavy vehicles and passenger vehicles. Details are shown on Drawing 19050/AL/01, Drawing 19050/AL/02, Drawing 19050/AL/03.  10 Parking bays are proposed, as well as 2 delivery zones for heavy vehicles are proposed at all 3 sites.  A pick‐up and Drop‐off facility needs to be provided with space for at least one minibus‐Taxi at all 3 sites.
