Dirk Hartog 2016 celebrations 26th October 2016
A festival of music, art, culture and history was held to commemorate 400 years since Dutch discoverer Dirk Hartog made landfall in Shark Bay, Western Australia. Hartog’s landing is the oldest record of European contact with Australia, arriving on his vessel the Eendracht, in 1616.
Member for North West Central, Vince Catania attended the five of days of celebrations along with traditional owners, local residents and the many visitors who travelled from far and wide to participate in the memorable festivities.
“It was a privilege to be involved in the amazing celebrations in Shark Bay. All the events were incredible and there was something for everyone. The Traditional Mulgana songs heard for the first time in many years were beautifully performed and the sail in parade with the carborad boats was great and the whole weekend had fantastic community participation.” Said Vince.
Other Events included the Ocean Classic Yacht Race, outdoor concerts, Pyrophone Juggernaut – the largest hand operated multi-octave fire organ in the world, Spiegeltent - mirrored tent, interactive ‘portrait corner”, dressing in period costume, festival bar, food stalls, arts and crafts, spice markets, photographic exhibition, the Duyfken, the Shark Bay entertainers, historical events and the stunning Gala Ball. .
“Thanks to Royalties for Regions, the new Denham jetty, redeveloped town site and foreshore was a hub of activity for many locals and visitors. A striking art piece on the foreshore has become a focal point for many visitors.”
The new state-of-the-art digital multimedia panel interactive display at the Shark Bay World Heritage Discovery and Visitor Centre offers a modern and exciting opportunity to learn and explore the history surrounding Shark Bay.
“Denham is a tourism hub in the Gascoyne region and the significant investment into the revitilisation of the town will ensure the community continues to thrive and offer visitors new and exciting attractions.”

An Extraordinary Postal Election will be held on Wednesday, 14 December 2016 in the Shire of Shark Bay to fill the following vacancy:

NOMINATION REQUIREMENTS Candidates are required to lodge with the Returning Officer: • a completed nomination in the prescribed form, signed and witnessed. (This form is available from the Returning Officer, the Western Australian Electoral Commission or the Shire of Shark Bay); • a single A4 page profile containing not more than 150 words of information about the candidate; • a nomination deposit of $80 (cash, bank cheque or postal order); and • a recent passport-sized photograph (optional).
The Commission has developed an online system called Nomination Builder to assist candidates to complete their nomination form which includes the candidate profile. This is the preferred method of completing the nomination form and profile for elections conducted by the Commission. Candidates complete their nomination details and profile, print the completed form which has a reference number allocated and lodge it with the Returning Officer. The nomination builder can be accessed at www.elections.wa.gov.au
Where an agent lodges a nomination on a candidate’s behalf, it must be in the prescribed form with a written authorisation signed by the candidate.
The documents may be hand delivered, posted or faxed to the Returning Officer and must be received by the close of nominations.

Dirk Hartog Festival of Discovery!
WOW! What an awesome week of festivities and activities that was, starting with the arrival of the Batavia longboat on Tuesday18th and continuing until the closing ceremony the following Tuesday.
I really hope you took advantage of all the events that were part of our Festival. Shark Bay really turned it on for our many and varied visitors during the week, including the magic weather during the weekend. The positive feedback from so many, not only locals but complete strangers, has made all the effort by everyone involved in organising and presenting the events so worthwhile.
On Thursday evening, we held a reception for the Duyfken crew and representatives from all local community groups, where we were treated to a narrative by the Foundation’s Chairman, John Longley, about the vessel’s journey north and the history of the original Duyfken and the replica. Fascinating stories! I trust you all had a chance to do a tour of the ship whilst she was in port and are in awe that 30 sailors lived and worked in such a small space for months on end whilst at sea.
The Opening Ceremony on Friday night attracted more than 400 people and included a welcome to country, dancing and singing by Malgana people, followed by a performance from the Lost Quays in the Speigeltent. They also put on impromptu appearances up and down Knight Terrace for the next few days and entertained the crowds with their shanty songs.
There was heaps going on during Saturday – the finish of the Ocean Classic Yacht race, an outdoor live telecast in Knight Terrace from ABC North West radio, the foreshore markets and the fantastic concert at the amphitheatre with music to groove to by All Our Exces Live in Texas, Blue Shaddy and of course Joe Camilleri and the Black Sorrows. Excellent performances by all three groups with plenty of people hobbling the next day after a few hours in the mosh pit!
The Phyrophone Juggernaught was truly remarkable. I cannot imagine the mind that came up with such unique fire and percussion music spectacle – using actual flames to make the pipes sing. It’s the largest hand operated fire organ in the world and we were privileged to have it here in the Bay!
Sunday’s Dress as a Pirate Day and the Box Wars Parade was great fun. Congratulations to all those who made cardboard boats and paraded their creations down the main street.
The only ticketed event of the whole Festival – the Golden Age 1616 Ball was held during the evening in the Speigeltent – what a fabulous venue! There were almost as many spectators outside of the tent as there were ball goers. With the majority of participants dressed in period costumes, it was a stunning display which really added to the atmosphere of the event. The catering was excellent and the entertainment included a string quartet, a band, trapeze artist and DJ. It was heaps of fun and everyone had a great time.
The Speigeltent on Monday night was a chance for local artists and musicians to showcase their talents and let’s not forget the daily program of events – the ND5 photographic exhibition in the Discovery Centre gallery, the Discovery Hub, MODA 1616 costumes, street performances by the Shark Bay Entertainers and Mapping the West projections on the Discovery Centre building.

Dirk Hartog Commemoration
The Department of Premier and Cabinet (DPC) organised an event at Cape Inscription on Tuesday 25th to commemorate Dirk Hartog’s landing and a plinth containing the two replica plates from Vlamingh and Hartog were unveiled. Interpretive panels in the windows of the Lighthouse Keeper’s Quarters were also officially unveiled.
Then in the afternoon on the Denham foreshore, the Union sculpture art piece was officially made public and the Shire and Department of Transport works as part of the revitalisation project were officially opened by the Premier, Colin Barnett and Terry Redman, Minister for Regional Development. The nautical playground on the foreshore is already a huge hit with kids itching for it to be finished!
In the Discovery Centre, a new interactive multi-media display was opened, which has provided an exciting digital dimension to the exhibits already in the Centre. It’s a touch screen which transports you to different maritime events throughout history and I recommend that you go and check it out next time you’re passing the Centre.
Then the Denham Fishermen’s Association and the Shark Bay Fish Factory crew cooked up a storm at the foreshore barbeque using pristine local Shark Bay seafood, which was extremely well received by everyone, dignitaries included. This was followed by a traditional Malgana blessing and the Festival closing ceremony.

A huge thank you must go to Geoffrey and his team of workers from production house, Strut and Fret, the Shire’s contracted event coordinators. There was an absolutely tremendous effort put into planning, organising and executing the events for this festival. We certainly couldn’t have pulled it off without these guys, who were so organised, professional and unflappable throughout the whole exercise.
Everyone at the Shire, from the CEO to the office girls, the community development team, the staff at the Discovery Centre, depot and outside crews – all put in an enormous effort for many months leading up to the Festival as well as during it. Thanks also to the Community Hosts who were invaluable in providing assistance and information to the many visitors we had to the Bay.
And also a massive thank you to the local community which embraced the Festival and worked with the Shire to bring the whole community together to not only celebrate and cement Shark Bay’s place in the European history of exploration and discovery of Australia, but also to promote to visitors our pretty unique lifestyle, our pristine environment and our tourism potential.
I acknowledge the external organisations which provided funding to assist with holding the Festival of Discovery – Premier and Cabinet, Tourism WA, the Dutch Embassy and the Royalties for Regions funding program – via the Gascoyne Development Commission.
So on behalf of the Shire, I hope you had an awesome time during the Festival. Rather than a one-off event, we hope to create a lasting legacy which will contribute to economic prosperity for the whole community into the future.

NEW CHRISTMAS PRESENTS As a suggestion for those who find it difficult to find a present for those family members that seem to have everything they need. If your older parents or family are those that hitch up the caravan and head off into remote parts of our country or even just for a day’s outing; then you may wish to consider giving them a personal locator beacon (or PLB) as a present.
These are similar to an EPIRB that boat users must have in their vessels but are designed primarily for land use. PLB’s must be registered with the Australian FEATURES PROVIDES SIX INDEPENDENT Maritime Safety Authority (AMSA) so the emergency groups can respond efficientlyMEANS OF RESCUE : when ✓ 406MHZ TRANSMISSION ✓ 121.5MHZ HOMING SIGNAL the PLB is activated. They can be used by people when they experience trouble✓ GPS LOCATION that is ✓ VISUAL STROBE ✓ SIGNAL MIRROR life threatening such as breaking down in a remote area or getting lost while walking✓ WHISTLE ON LANYARD away from their camp site or another emergency. The PLB’s will transmit the coordinates every five minutes for at least 24 hours and are accurate to within 3 meters.
The PLBs can also be used by wind surfers, kite boarders’, kayakers and even people sailing alone on yachts or boats if they cannot reach their boats EPIRBs. The PLB does not replace the need for the boat to have an EPIRB but can be used as an additional safety measure when worn. They are water resistant to a depth of 10 metres for 24 hours.

Shark Bay Police would like to pass on their thanks to the organisers, volunteers and community members that put on such an amazing, mainly trouble free event.
Police co-ordinated a series of well attended Local Emergency Management, two District Emergency Management meetings and an exercise, to ensure all planning was sufficient for an event of this size and geographical remoteness.
Extra Police were placed on the roads ensuring the event was traffic accident free.
Water Police, with the assistance of Department of Transport and VMR ensured there were no serious accidents on the water.
Police sent a strong message early to anyone wanting to spoil the event by arresting a 38 year old Ice dealer from Perth during the opening speeches. He was conveyed to Geraldton with the courts ensuring he was not permitted to return to Shark Bay!
Police also assisted with the ceremony on Dirk Hartog Island, which was trouble free and applauded by some over excited whales seen playing in the background.

Visit the Shark Bay World Heritage Discovery & Visitor Centre to learn more about Australia’s greatest naval tragedy. Footage of the ship in its final resting place will be shown in the Discovery Centre.
75th Anniversary The Shire of Shark Bay and members of the community Commemorative consider it important to commemorate the loss of the merchandise will also be available for purchase. HMAS Sydney II and its entire crew of 645 men during one of the great maritime battles off the Australian coast during World War II. This year will mark the 75th Anniversary of this battle. Open Weekdays The sinking of the Sydney II on 19 November 1941 has 9am – 5pm & long been a part of the history and culture of the region, Weekends and there is special significance of the Shark Bay location 10am – 4pm for those who have family links to the lost crew. The HMAS Sydney II Memorial Wall depicts a silhouette image of HMAS Sydney II which sensitively commemorates the event and is made up of the names and roles of each of the lost crew. The memorial serves as a poignant reminder of the bravery of those men who gave their lives during Australia’s greatest naval disaster. Primary Health Exchange allows community to have their say on health

WA Primary Health Alliance (WAPHA) is excited to launch its new online consultation hub, Primary Health Exchange.
WAPHA regional manager Jodie Green based in Geraldton said the online community engagement website would allow people in the Midwest to have their say on projects and share their thoughts on the planning and design of primary health care in their local community.
“WAPHA, which oversees the strategic commissioning functions of WA’s three Primary Health Networks, including Country WA Primary Health Network, primary objective is to improve health outcomes and patient experiences through the commissioning of appropriate services where they are most needed.
“We recognise that engagement is an ongoing process and Primary Health Exchange provides a platform where people can exchange ideas, opinions and experiences across primary health,” Mrs Green said.
“Primary Health Exchange is designed to support and encourage people to get involved in the planning of local primary health care in the Midwest to support the PHN to meet the health needs of our local community.”
Mrs Green said WAPHA’s community engagement framework aims for participation of local communities in policy development, planning and service delivery.
Current topics which people can have their say and join the conversation on include Innovation in primary care, Patient Stories and changes in primary care for Aboriginal people.

Regional residents to shape their future 10th October 2016
Member for North West Central, Vince Catania is urging regional residents to have their say and help shape the future of their region by completing the Living in the Regions 2016 survey.
Made possible by Royalties for Regions, the survey is a safe and convenient way for regional residents to contribute thoughts about their region.
The survey was a great opportunity for residents to share their perceptions and experiences of living in WA’s regional communities.
“Royalties for Regions is transforming regional WA through the provision of essential infrastructure and services,” Vince said.
“Finding out more about residents, what attracts them to live in the regions and what they like best about their region, are simple but crucial elements that are instrumental in supporting the ongoing sustainability of our regions.”
Vince said it was anticipated government agencies, private organisations and community groups will use the survey findings to support decision-making and policy development across regional WA.
More than 10,000 people responded when the West Australian survey was last conducted in 2013, the largest and most comprehensive of its kind in the country.
“I am looking forward to seeing what this year’s results will show,” added Vince.
Regional residents will also receive the survey in the mail, with 50,000 copies distributed at random across regional WA. The survey will remain open until 30 November 2016 and results are expected to be available mid-2017. Results from the 2013 survey are available on www.drd.wa.gov.au.

Boolbardie players visit Carnarvon.
The Carnarvon Golf Club (CGC) held their annual Open Golf Weekend on the 8th & 9th October in windy and sometimes wet conditions. Three hardy players from Denham's Boolbardie Country Club competed in the field of more than 70 golfers which included players from Exmouth & Karratha as well as Carnarvon locals.
Our own Lyn Harding was runner-up to the winner in the Ladies B Grade - well done Lyn! Jillian Hill was fortunate to win the Saturday B grade Nett on a count back from 4 other players all on the same score, while Scott Lowe brought home a prize from the Raffle.
The big field of players made for lots of fun and as usual the event was well run and organised by the Carnarvon club - Congratulations Carnarvon!
The golf season is winding down for 2016 and Boolbardie players look forward to once again welcoming Carnarvon players to the Denham Open Golf Championship in 2017.

Shark Bay Inscription Post - November 2016 38 October at the Rec Centre
The last school holidays were a big success at the rec centre. We had a variety of planned craft activities and in the courts we set up different things that all ages could participate in, ranging from dress ups, block building and jigsaw puzzles to volleyball, badminton or basketball.
To tie in with the “Voyage of Discovery Festival”, the kids enjoyed making and decorating their very own ‘Duyfken’ sailing boats that were made out of recycled plastic bottles. Being able to decorate masquerade masks and telescopes were also a hit amongst the patrons. Another popular activity that gave the kids a challenge was to create their own maze with straws and test them with marbles. All in all we had 471 people attend the Rec centre in the two weeks of the holiday program.
Even though the Rec Centre was closed in order to prepare and have storage for the Dirk Hartog festival, the CRC staff had the privilege of assisting the Box War guys with their workshops which ran from Tuesday 18th to Sunday the 23rd October. It was great to see young and old(er) participate in these free workshops and the fabulous street parade to show off all their awesome boats and costumes, well done crew! A whopping total of 334 people attended the Box Wars Workshops which explains why we were all a bit tired by the end of the week, but it was well worth it.
Now that the Rec Centre is back to normal opening hours, remember to come and support all the regular activities like Kindy gym, Ralph’s Night sports and SB SARA’s Dodgeball. We are always open to suggestions but they need your participation to keep things going. This term Mr Riddick will be running after school sport for school aged children at the Rec Centre so we look forward to seeing you all for the fun.

PUBLIC NOTICE – DECLARED BUSHFIRE PRONE AREAS
The Fire and Emergency Services Commissioner has declared certain areas within the Shire of Shark Bay as “bushfire prone” – mapping available on www.dfes.wa.gov.au It includes parts of Denham townsite, Nanga, Hamelin Pool, Dirk Hartog Island, and Monkey Mia.
The Western Australian Planning Commission has released a number of documents which outline planning requirements for new development on land identified as bushfire prone.
A new State Planning Policy, State Planning Policy 3.7 Planning in Bushfire Prone Areas (SPP Road Closures 3.7) was gazetted on Monday 7 December 2016. If your land is within a bushfire prone area you may be required to lodge a site specific Bushfire Community Meetings Attack Level (BAL) assessment with any planning or building permit application. Mosquitoe Fogging Program Dates A BAL assessment is an assessment set out in Australian Standard 3959 Construction of Buildings in Bushfire Prone Areas. A BAL assessment determines a proposed buildings Community Events potential for bushfire exposure. For habitable buildings, a BAL assessment is used to establish the construction requirements that can be used to improve the protection of a Rose Freycinet Gallery Displays building from bushfire attack. Searching for WA’s heritage heroes 21 September 2016
The State Government's prestigious Western Australian Heritage Awards 2017 is now open for nominations.
“Many volunteers, professionals and organisations in North West Central work tirelessly in preserving local heritage and history,”
"This is a wonderful opportunity to recognise their passion, commitment and contribution to build WA's heritage scene into the vibrant, innovative and highly professional sector it is today," Vince said.
There are eight categories in the WA Heritage Awards covering volunteers and community groups, local governments, interpretation, heritage tourism and conservation and adaptive reuse of State Registered places.
The awards also showcase WA heritage projects on an international stage with outstanding conservation projects being shortlisted for the UNESCO Asia-Pacific Awards for Cultural Heritage Conservation.
In 2014 the 1910-constructed Cape Inscription Lighthouse Keepers’ Quarters in Shark Bay, received honorary mention under UNESCO Asia-Pacific Awards for Cultural Heritage Conservation.
“I encourage all of you to get behind their communities and nominate a worthy candidate or project for 2017 Heritage awards," added Vince.
