Despite Government of India’s all-out efforts the pandemic is showing little signs of relenting and at the time of writing this editorial the official death toll figure stands at a whopping 4000 plus. Lockdown 4.0 is in place. However, following relaxation given by Governments in certain sectors life is slowly but gradually limping back to normal again. 100 pairs of Mail/ Express trains are scheduled to be run by Indian railways also on different routes w.e.f. 1st June. This will be in addition to Rajdhani-type trains presently being run to and from New Delhi for various destinations. After the announcement of Lockdown 1.0 in late March, the main challenge that cropped up before the Central Government was to ensure safe passage of migrant labourers to their respective native states. Indian Railways played the all important role of transporting these hapless souls to the places where they would at least feel more safe among their near and dear ones and hopefully find at least some sorts of livelihood. At the time of writing this editorial more than 3000 Shramik Special trains have been run by Indian Railways and the number is increasing with every passing day. For an incorrigible optimist who would strain his eyes to see just a dot of illumination at the end of the tunnel, so far more than 60,000 patients have recovered showing that the virus may not be as fatal as we would have thought it to be. Moreover, when it finally leaves the country it will leave us with some good habits like frequent washing of our hands and wearing masks etc. Zonal Railways got a once in a lifetime opportunity to carry out major maintenance/construction work that were kept pending because traffic blocks of long duration were required. We are issuing the magazine on-line this month also. Special Annual issue has been held up for the present and will be issued as soon as the situation normalises. Fare of tatkal charges is 1.5 times of Humsafar basic fares. Other charges like reservation fee, superfast surcharge, GST etc. as applicable are levied separately. Catering charge is optional for meals. The fare of Humsafar is inclusive of bedroll charges. The advance reservation period (ARP) will be 120 days. Antyodaya train: Antyodaya Express train is a long distance superfast service with fully unreserved coaches. Base fare of unreserved second class of Antyodya Express train is 15% higher than the base fare of unreserved second class of Mail/Express trains. Other changes like superfast surcharges, Mela surcharge if applicable etc. is levied separately. Tejas Express: The basic fare of AC chair car and Executive class of Tejas Express is 1.20 times of the basic fare of respective classes of Shatabdi trains.

The State legislature enacted the Tamil Nadu General Sales Tax Act, 1959 which governed the field of indirect taxation for forty seven years, before the Tamil Nadu Value Added Tax Act, 2007 came into force from 1st January, 2007. The year 2017 marked a watershed in the indirect taxation in India with the introduction of new Goods and Services Tax with effect from 1st July 2017. Madam Speaker, I rise to present before this august House the Revised Estimates for 2010-11 and the estimated receipts and expenditure for 2011-12. I deem it an honour to present the third Railway Budget under the kind guidance of the hon'ble Prime Minister. I profusely thank the Finance Minster for his continued support and encouragement to the railways. 2. As the hon’ble members are aware, the wheels of the railways continue to move 24 hours, all 365 days. Railway’s services are comparable to emergency services, required all the time. I am proud of the 14 lakh members of my railway family, who toil day and night with unparalleled dedication. I am also grateful to all passengers without whose cooperation and consideration, we could not have run this vast system. I have also received unstinted support from our two recognised federations and staff and officers’ associations. 3. Madam, rail transportation is vitally interlinked with the economic development of the country. With the economy slated to grow at a rate of 8-9%, it is imperative that the railways grow at an even faster pace. I see the railways as an artery of this pulsating nation. Our lines touch the lives of humble people in tiny villages, as they touch the lives of those in the bustling metropolises. 4. We are taking a two-pronged approach, scripted on the one hand, by a sustainable, efficient and rapidly growing Indian Railways, and on the other, by an acute sense of social responsibility towards the common people of this nation.
