Amount: $1,799,039,508.00 Procurement: New Push-Pull Commuter Rail Cars Contract No.: PA0001197 Proposal Due: 11/8/19 Funding Source: Capital (FTA) (IDOT) Lead: K. McCann (RTA) (Funded per base and options, if exercised) Term: Six Years Type: Category: Responsible Dept.: Mechanical RFP Rolling Stock ODBE: This contract is being awarded in accordance with federal Transit Vehicle Manufacturers (TVM) requirements. Recommendation: Award a contract to Alstom Transportation Inc., the highest ranked proposer, for new push-pull commuter rail cars. Background: On March 20, 2019, Metra published a Request for Proposal (“RFP”) seeking qualified firms to provide proposals for new push-pull commuter rail cars for Metra and Virginia Railway Express (“VRE”). The configuration of the cars will consist of trailer cars with toilet, trailer cars without toilet, and cab cars with toilet. These cars will be used to replace existing cars that have exceeded their useful lives. The contract provides for a minimum purchase (base order) of 221 cars, of which 200 will be for Metra and 21 for VRE, and for optional purchases of up to 348 additional cars, of which 300 would be for Metra and 48 for VRE. Metra’s base order will consist of: 100 trailer cars with toilet, 70 trailer cars without toilet, and 30 cab cars with toilet. If Metra or VRE choose to execute options for additional cars, the options must be executed a minimum of 12 months prior to delivery of the last scheduled production car (base or prior option). The above contract amount does not include VRE; VRE will issue a separate contract. Three vendors responded, and two have previously transacted business with Metra.
