The site was recognized by Unesco in the 36th session of the World Heritage Council on July 1, 2012, in Saint Petersburg, Russia, and included in the World Heritage List as a Cultural Landscape. The work now presented was developed in a long process of discussion and agreement between technicians and managers of the elements integrating the site listed as World Heritage, within the Management Committee for the Landscape of Rio de Janeiro, created by Resolution n. 464 of December 29, 2011 by the National Historical and Artistic Heritage Institute, including representatives from the three authorities involved – city,state and national –, in the fields of culture, environment, urban planning and landscape architecture, as well as managers in specific areas of the site, such as the Botanical Gardens, the Tijuca National Park and the fortresses located in military areas. The work comes in response to the requirement, presented at the moment of nomination, for structuring an integrated management plan of the listed area, to be evaluated by the World Heritage Committee in 2014. Because of its unique character, as cultural landscape site within a complex urban area such as the city of Rio de Janeiro, with more than 11 million inhabitants in its metropolitan area, and incorporating several elements associated to very distinct management models, in the hands of also very distinct institutions belonging to the three government spheres of the Brazilian Federate model, the organization of this Management Plan had to seek an original management pact and model. Cultural landscapes in urban areas cannot be conceived as detached monuments; its management must be integrated to the city as a whole, bringing benefits to the collectivity. Likewise, the management of its integrity and exceptionality as expressed in the values identified in the site cannot follow the traditional standards for the management of architectural monuments, or even of cultural landscapes associated to traditional populations, rural areas or parks and planned areas. The management of a cultural landscape in an urban area requires the creation of a pact and the establishment of a forum, such as the Landscape Management Committee, capable of giving voice to the different agents and finding agreed solutions for action within the site. It also requires the incorporation of a discussion on its values and how to maintain them, in its relationship with the dynamics of a living megalopolis in permanent construction, as an instrument for sustainable development and for the exercise of citizenship. 12 SITE MANAGEMENT PLAN - RIO DE JANEIRO: CARIOCA LANDSCAPES BETWEEN THE MOUNTAIN AND THE SEA This plan, herein presented by the National Historical and Artistic Heritage Institute, was jointly developed with different agents in the
