The site was recognized by Unesco in the 36th session of the World Heritage Council on July 1, 2012, in Saint Petersburg, Russia, and included in the World Heritage List as a Cultural Landscape. The work now presented was developed in a long process of discussion and agreement between technicians and managers of the elements integrating the site listed as World Heritage, within the Management Committee for the Landscape of Rio de Janeiro, created by Resolution n. 464 of December 29, 2011 by the National Historical and Artistic Heritage Institute, including representatives from the three authorities involved – city,state and national –, in the fields of culture, environment, urban planning and landscape architecture, as well as managers in specific areas of the site, such as the Botanical Gardens, the Tijuca National Park and the fortresses located in military areas. The work comes in response to the requirement, presented at the moment of nomination, for structuring an integrated management plan of the listed area, to be evaluated by the World Heritage Committee in 2014. Because of its unique character, as cultural landscape site within a complex urban area such as the city of Rio de Janeiro, with more than 11 million inhabitants in its metropolitan area, and incorporating several elements associated to very distinct management models, in the hands of also very distinct institutions belonging to the three government spheres of the Brazilian Federate model, the organization of this Management Plan had to seek an original management pact and model. Cultural landscapes in urban areas cannot be conceived as detached monuments; its management must be integrated to the city as a whole, bringing benefits to the collectivity. Likewise, the management of its integrity and exceptionality as expressed in the values identified in the site cannot follow the traditional standards for the management of architectural monuments, or even of cultural landscapes associated to traditional populations, rural areas or parks and planned areas. The management of a cultural landscape in an urban area requires the creation of a pact and the establishment of a forum, such as the Landscape Management Committee, capable of giving voice to the different agents and finding agreed solutions for action within the site. It also requires the incorporation of a discussion on its values and how to maintain them, in its relationship with the dynamics of a living megalopolis in permanent construction, as an instrument for sustainable development and for the exercise of citizenship. 12 SITE MANAGEMENT PLAN - RIO DE JANEIRO: CARIOCA LANDSCAPES BETWEEN THE MOUNTAIN AND THE SEA This plan, herein presented by the National Historical and Artistic Heritage Institute, was jointly developed with different agents in the

Based on data collected between March 5 and October 16, we adopted the Issue Mapping methodology, which seeks to map everyday narratives, relevant facts or events in the networked public sphere. Two organically articulated axes composes the textual structure. In addition, we offer a detailed explanation of the current political scenario along with the analysis of the Twitter information flow based on street demonstrations (pro and against), impeachment trial, and the 2016 Summer Olympics.     Subaltern Spaces and Diasporic Imaginaries in Rio de Janeiro’s Valongo Wharf João Gabriel Rabello Sodré Georgetown University ABSTRACT In 2011, a private-led renovation project sought to redevelop and privatize Rio de Janeiro’s port area. In this context, the ruins of an old slave wharf re-emerged, becoming a symbol of Black resistance and, alongside nearby sites and small-scale organizations, have contributed to the memorialization of the “Black Atlantic,” an expression borrowed from Paul Gilroy’s notorious work. In this paper, I recall the history of the site, pointing out to the relevance of such small and subaltern institutions, which counter hegemonic discourses that de-emphasize the relevance of historically-marginalized Black populations. As a site that recalls histories and memory, I argue that the Valongo is a place of past and present, being one of the many locations connected to the African Diaspora, and part of a transnational global diasporic imaginary that challenges Eurocentrism, while emphasizing the role of Afro- Brazilians and Afro-Latin Americans in the formation of society, despite the many challenges they face and have historically faced. Em tal contexto, as ruínas de um antigo cais de escravos reemergiram, tornando-se um símbolo de resistência negra, ao longo de outros locais próximos e de pequenas organizações, que têm conjuntamente contribuído para a memorialização do “Atlântico Negro”, expressão da notória obra de Paul Gilroy.
