Tentative Lists submitted by States Parties as of 15 April 2015, in conformity with the Operational Guidelines SUMMARY This document presents the Tentative Lists of all States Parties submitted in conformity with the Operational Guidelines as of 15 April 2015. The World Heritage Committee is requested to note that all nominations of properties to be examined by the 39th session of the Committee are included on the Tentative Lists of the respective States Parties. • Annex 1 presents a full list of States Parties indicating the date of the most recent Tentative List submission; • Annex 2 presents new Tentative Lists (or additions to Tentative Lists) submitted by States Parties since the last session of the World Heritage Committee; • Annex 3 presents a list of all properties submitted on Tentative Lists received from the States Parties, in alphabetical order. Draft Decision: 39 COM 8A, see Point II I. EXAMINATION OF TENTATIVE LISTS 1. The World Heritage Committee requests each State Party to submit an inventory of the cultural and natural properties situated within its territory, which it considers suitable for inscription on the World Heritage List, and which it intends to nominate during the following five to ten years. The purpose of these inventories, also known as Tentative Lists, is to enable the World Heritage Committee to evaluate, within the widest possible context, the “Outstanding Universal Value” of each property nominated to the List. At its 24th session (Cairns, 2000), the Committee confirmed the importance of these Lists for planning purposes, comparative analyses of nominations and for facilitating the undertaking of global and thematic studies. It also decided that inclusion on the Tentative List would be mandatory for all properties that the State Party intends to nominate for inscription on the World Heritage List. 2. According to paragraph 65 of the Operational Guidelines, States Parties shall submit Tentative Lists at least one year prior to the submission of any nomination. Annex 2A of the Operational Guidelines shall be used as the Tentative List submission format for national future nominations. Annex 2B of the Operational Guidelines shall be used for all transnational and transboundary future nominations and, the submission of such Tentative Lists will be valid only when all the States Parties involved have sent their submissions. 3. In considering the use of Tentative Lists as a means for achieving the objectives of the Global Strategy, the Special Expert Meeting on “The Concept of Outstanding Universal Value”, Kazan, Russian Federation (April 2005), recommended that: States Parties should each establish a coordination mechanism with an interdisciplinary composition to undertake and effectively oversee the implementation of the World Heritage Convention and the preparation and review of Tentative Lists in particular; Tentative Lists should be seen as part of the effort of conservation of national heritage; Properties on Tentative Lists should have national and/or other appropriate recognition; Compilation of Tentative Lists should involve local communities and indigenous peoples and should include public consultation where appropriate; The compilation of Tentative Lists should take into account the Global Strategy, comparative studies and the Advisory Bodies gap analysis; The preparation of Tentative Lists should give due regard to other international conventions and programmes; In preparation of their Tentative Lists, States Parties should be rigorous in their local evaluation to ensure that expectations of inscription match reality; The size of a Tentative List should take into account the Cairns-Suzhou decision (Decision 28 COM 13.1) and the 10-year cycle of the Tentative List recommended by the Operational Guidelines (paragraph 65); The comparative analysis should be developed by regions and themes; Regional meetings on harmonization of Tentative Lists should identify types of properties for nomination in a given region, and those for possible inclusion as transnational and transboundary properties; States Parties with no Tentative List should be encouraged to request preparatory International Assistance, if necessary, for preparing their Tentative List; Tentative Lists submitted by States Parties as of 15 April 2015 WHC-15/39.COM/8A p. 1 The Advisory Bodies, within their available resources, should comment on the Tentative Lists of all States Parties upon request. 4. The resource manual Preparing World Heritage Nominations (http://whc.unesco.org/ en/activities/643/) may also prove useful for the preparation of Tentative Lists. 5. As also noted in Document WHC-15/39.COM/9A in order for the Upstream Process to be more effective, the upstream support should ideally intervene at an earlier stage of the nomination process, more precisely at the moment of revision of the States Parties Tentative Lists. Therefore, Upstream Processes related to Tentative Lists could be refined to provide States Parties with opportunities for further guidance and assistance. 6. In its Decision 38 COM 8A, the World Heritage Committee requested “the World Heritage Centre to present a proposal for revising the procedure of registration of Tentative Lists in the Operational Guidelines, for examination by the World Heritage Committee at its 39th session, in 2015”. Accordingly, the Secretariat made a proposal for the revision of paragraph 68 of the Operational Guidelines, which is included in Document WHC-15/39.COM/11. 7. As of 15 April 2015, of the 191 States Parties, which have ratified the Convention, 179 have submitted Tentative Lists in accordance with the requirements specified in the Operational Guidelines. 12 States Parties have not submitted any Tentative Lists. All nominations submitted for examination in 2015 (see Document WHC-15/39.COM/8B) are included on the Tentative Lists of the States Parties concerned. 8. In conformity with Committee Decision 27 COM 8A, paragraph 4, this document presents the Tentative Lists submissions received since the last session of the World Heritage Committee in a separate annex. Since the 38th session of the Committee, 41 States Parties have submitted new Tentative Lists or have modified existing Lists, which meet all the requirements of paragraph 68 of the Operational Guidelines. The number of new properties added to existing Tentative Lists is 130. These properties are presented in Annex 2 of this document. 9. In conformity with Committee Decision 7 EXT.COM 4A, properties already inscribed on the World Heritage List were removed from the Tentative Lists of States Parties. 10. In conformity with the Committee Decision 27 COM 8A, paragraph 5, the complete Tentative Lists of all States Parties are accessible to the public at the following web address of the World Heritage Centre: http://whc.unesco.org/en/tentativelists. 11. Moreover, the World Heritage Committee invites States Parties, which have not yet done so, to submit, as early as possible, Tentative Lists in accordance with the Operational Guidelines. Lullo, PhD University of Pittsburgh, 2009 This dissertation is an exploration of the cultural biography of toiletry case sets in early China. It traces the multiple significances that toiletry items accrued as they moved from contexts of everyday life to those of ritualized death, and focuses on the Late Warring States Period (5th c. BCE) through the Han Dynasty (206 BCE-220 CE), when they first appeared in burials. Toiletry case sets are painted or inlaid lacquered boxes that were filled with a variety of tools for beautification, including combs, mirrors, cosmetic substances, tweezers, hairpins and a selection of personal items. Often overlooked as ordinary, non-ritual items placed in burials to comfort the deceased, these sets have received little scholarly attention beyond what they reveal about innovations in lacquer technologies.

I will just mention that on my first visit to Iceland I was allowed to gaze on the actual manuscript, even to leaf through it . It is worth noting that Richard Wagner possessed in his library the same Icelandic–German dictionary that is still used today. His copy bears clear signs of use. This also bears witness to his search for the meaning and essence of the genuinely mythical, its very foundation. Yüzyılın İlk Yarısında Osmanlı Mülâzemet Sistemi Ercan Alan* Ottoman Mulâzamat System in the First Half of the 16th Century in the Light of a New Document Abstract Mulazemet was a prerequisite for joining the Ottoman ilmiye establish- ment. This paper is a study of a mulazemet register dated 906-911 Hijri (1501- 1506), the earliest mulazemet register found so far. It shows that the mulazemet system gained its shape and form in the reign of Bayezid II. Although it is known that mulazemet system was in use since the end of the 15th century, how it was applied has remained obscure. It is generally accepted that mulazemet system was systematized by Ebussuud Efendi in the second half of 16th century during the reign of Suleiman the Magnificent. Beginning with İsmail Hakkı Uzunçarşılı, several researchers have studied different aspects of the issue, still, the development of the mulazemet system has remained in the dark. A detailed analysis of this register shows that mulazemet was already a systematized practice during the reign of Bayezid II.
