REVOLUTIONARY NETWORKS? AN ANALYSIS OF ORGANIZATIONAL DESIGN IN TERRORIST GROUPS by Bradley J. McAllister (Under the Direction of Sherry Lowrance) ABSTRACT This dissertation is simultaneously an exercise in theory testing and theory generation. Firstly, it is an empirical test of the means-oriented netwar theory, which asserts that distributed networks represent superior organizational designs for violent activists than do classic hierarchies. Secondly, this piece uses the ends-oriented theory of revolutionary terror to generate an alternative means-oriented theory of terrorist organization, which emphasizes the need of terrorist groups to centralize their operations. By focusing on the ends of terrorism, this study is able to generate a series of metrics of organizational performance against which the competing theories of organizational design can be measured. The findings show that terrorist groups that decentralize their operations continually lose ground, not only to government counter-terror and counter-insurgent campaigns, but also to rival organizations that are better able to take advantage of their respective operational environments. However, evidence also suggests that groups facing decline due to decentralization can offset their inability to perform complex tasks by emphasizing the material benefits of radical activism. In the wake of the transition to a democratic state, the country and region economy has prospered and its institutions have grown more complex. As institutional capacity has grown, so too has the need for a robust rule of law. An established rule of law can provide assurances to investors and businesses, while keeping checks on government and private powers and protecting citizens’ fundamental rights. Institutions of higher learning, such as universities and professional training centers, can and should play a key role in stimulating and sustaining this dynamic. Indeed, education is foundational. This paper is part of the Introduction to the Laws of Iraq and Iraqi Kurdistan, a series of working papers produced by the Iraqi Legal Education Initiative (ILEI) of Stanford Law School. This series seeks to engage Iraqi students and practitioners in thinking critically about the laws and legal institutions of Iraq and Iraqi Kurdistan. Founded in 2012, ILEI is a partnership between the American University of Iraq in Sulaimani (AUIS) and Stanford Law School (SLS). The project’ seeks to positively contribute to the development of legal education and training in Iraq. -

Iran’s Compliance with UNSCR 2231 Alleged Violations Must Be Addressed Valerie Lincy IRAN WATCH REPORT Behnam Ben Taleblu August 2017 1 Executive Summary UN Security Council Resolution (UNSCR) 2231 implements the 2015 nuclear agreement with Iran and imposes missile- and arms-related restrictions. Little-noticed biannual reporting by the UN Secretary General alleges that Iran is repeatedly violating these non-nuclear provisions. Thus far, the United States has responded to such violations with sanctions and designations of Iranian and foreign entities supporting Tehran’s ballistic missile development. However, the UN and its member states have not responded. More must be done to investigate allegations of noncompliance and to punish violations of the resolution. The Challenge of Responding to Alleged Violations of UNSCR 2231 On July 27, Iran tested its Simorgh satellite launch vehicle from a newly inaugurated space center.1 In response, the United States, France, Germany, and the United Kingdom addressed a letter to the UN Security Council calling the test “a threatening and provocative step” and “inconsistent” with UNSCR 2231, which codifies the Joint Comprehensive Plan of Action (JCPOA) nuclear deal.2 The countries expressed alarm over Iran’s satellite launch vehicle test because it could help extend the range of Tehran’s nuclear-capable ballistic missiles. The Simorgh test is only the latest example of Tehran’s defiance of ballistic missile restrictions set forth in Annex B of UNSCR 2231. According to a June 20 report by the UN Secretary General,3 Iran may have violated the prescribed limitations on arms imports and exports and ballistic missile testing, as well as entity-specific prohibitions on multiple occasions. -

Supreme Leader Ali Khamene’i and key hardline institutions, such as the Islamic Revolutionary Guard Corps (IRGC), oppose any compromises of Iran’s national security core goals. Iran’s elected president, Hassan Rouhani, and Foreign Minister Mohammad Javad Zarif support Iran’s integration into regional and international diplomacy. -

Some experts assert that the goal of Iran’s national security strategy is to overturn a power structure in the Middle East that Iran asserts favors the United States and its allies Israel, Saudi Arabia, and other Sunni Muslim Arab regimes. Iran characterizes its support for Shiite and other Islamist movements as support for the “oppressed” and asserts that Saudi Arabia, in particular, is instigating sectarian tensions and trying to exclude Iran from regional affairs. Others interpret Iran as primarily attempting to protect itself from U.S. or other efforts to invade or intimidate it or to change its regime. Its strategy might, alternatively or additionally, represent an attempt to enhance Iran’s international prestige or restore a sense of “greatness” reminiscent of the ancient Persian empires. From 2010 until 2016, Iran’s foreign policy also focused on attempting to mitigate the effects of international sanctions on Iran. Iran employs a number of different tools in pursuing its national security policy. Some Iranian policy tools are common to most countries: traditional diplomacy and the public promotion of Iran’s values and interests. -

Backgrounder #38 Asaib Ahl al‐Haq and the Khazali Special Groups Network By Marisa Cochrane, Research Manager, Institute for the Study of War January 13, 2008 Introduction Multi‐National Force‐Iraq has identified various Shia extremist groups operating in Iraq, often using the label Special Groups or Secret Cells (first described in a press conference on July 2, 2007). MNF‐I named Asaib Ahl al‐Haq (AAH, or the League of the Righteous) as an active group on August 19, 2008 and released information that AAH is “affiliated” with Special Groups. This paper evaluates how the two groups are affiliated by testing four hypotheses about the relationship between the Special Groups network, led at one time by Qais Khazali, and Asaib Ahl al‐Haq (League of the Righteous): 1) Asaib Ahl al‐Haq (AAH) is the same as the Khazali Special Groups Network (referred hereafter as Special Groups or SGs); 2) AAH was an affiliate of SGs in 2006 and its successor after Khazali’s arrest in early 2007; 3) AAH was an affiliate of SGs in 2006 and remains so today; and 4) AAH is not related to SGs. After a brief description of Special Groups and AAH, this paper will explore the evidence in support of each hypothesis. The first two hypotheses are most plausible given what is known about these two groups. Because the evidence is ample but indirect, the paper will list the assumptions or qualifications required for each of these hypotheses to be true. The third and fourth hypothesis can be ruled out given the amount of contradictory evidence, the clear connections between the leadership of the two groups, and the statements by MNF‐I. -

Humud Analyst in Middle Eastern and African Affairs March 9, 2016 Congressional Research Service 7-5700 www.crs.gov RS21968 Iraq: Politics and Governance Summary Iraq’s sectarian and ethnic divisions—muted toward the end of the 2003-2011 U.S. military intervention in Iraq—are fueling a major challenge to Iraq’s stability and to U.S. policy in Iraq and the broader Middle East region. The resentment of Iraq’s Sunni Arabs toward the Shiite- dominated central government facilitated the capture in 2014 of nearly one-third of Iraqi territory by the Sunni Islamist extremist group called the Islamic State (IS, also known as ISIL, ISIS, or the Arabic acronym Da'esh). Iraq’s Kurds are separately embroiled in political, territorial, and economic disputes with Baghdad, but those differences have been at least temporarily subordinated to the common struggle against the Islamic State. U.S. officials assert that the Iraqi government must work to gain the loyalty of more of Iraq’s Sunnis—and to resolve differences with the Kurdistan Regional Government (KRG)—if an eventual defeat of the Islamic State is to result in long-term stability. Prospects for greater inter- communal unity appeared to increase in 2014 with the replacement of former Prime Minister Nuri al-Maliki with the current Prime Minister, Haydar al-Abbadi. Although both men are from the Shiite Islamist Da’wa Party, Abbadi has taken some steps to try to compromise with Sunnis and with the KRG. However, a significant point of contention with the KRG remains the KRG’s marketing of crude oil exports separately from Baghdad. -

Shiite Foreign Militias in Syria Iran's role in the Syrian conflict and the ISIS fight By Aaron Hesse- Research Fellow August 2015 Introduction: This paper seeks to identify and elucidate the role that Iran-backed Shiite foreign fighters play in Syria and to compare how often they target the Islamic State in Iraq and Sham (ISIS) and the Syrian opposition. Shiite foreign fighters inside Syria present a major problem for the Syrian opposition forces due to their generally superior morale and fighting abilities. They also pose a long-term threat to American and Western interests due to their role in expanding the Syrian conflict and increasing its sectarian content. Many of these militias arose in Syria for the stated purpose of protecting Shiite religious shrines.i When ISIS burst onto the scene in summer 2014, the goal of fighting ISIS brutality was added on as a second ostensible purpose of the militias. However, contrary to the prevailing narrative that is based mainly on Iraq, the Iran-backed Shiite militias have been of extremely limited value in the ISIS fight in Syria. This paper will attempt to show that these groups work and perform military duties on behalf of the government of Bashar al-Assad and their benefactors in Iran almost exclusively to target the Syrian rebels. The Iran-backed militias have no real interest in fighting ISIS in Syria. This makes Assad, as well as Iran, unreliable partners in the fight to destroy ISIS. Metrics: This paper will focus on the outsized role that Iran-backed Shiite foreign fighters are playing in Syria. -

Iraq suffers badly from the legacy of mistakes the US made during and after its invasion in 2003. It suffers from threat posed by the reemergence of violent Sunni extremist movements like Al Qaeda and equally violent Shi’ite militias. It suffers from pressure from Iran and near isolation by several key Arab states. It has increasingly become the victim of the forces unleashed by the Syrian civil war. Its main threats, however, are self-inflicted wounds caused by its political leaders. -
