REVOLUTIONARY NETWORKS? AN ANALYSIS OF ORGANIZATIONAL DESIGN IN TERRORIST GROUPS by Bradley J. McAllister (Under the Direction of Sherry Lowrance) ABSTRACT This dissertation is simultaneously an exercise in theory testing and theory generation. Firstly, it is an empirical test of the means-oriented netwar theory, which asserts that distributed networks represent superior organizational designs for violent activists than do classic hierarchies. Secondly, this piece uses the ends-oriented theory of revolutionary terror to generate an alternative means-oriented theory of terrorist organization, which emphasizes the need of terrorist groups to centralize their operations. By focusing on the ends of terrorism, this study is able to generate a series of metrics of organizational performance against which the competing theories of organizational design can be measured. The findings show that terrorist groups that decentralize their operations continually lose ground, not only to government counter-terror and counter-insurgent campaigns, but also to rival organizations that are better able to take advantage of their respective operational environments. However, evidence also suggests that groups facing decline due to decentralization can offset their inability to perform complex tasks by emphasizing the material benefits of radical activism. THE COST AND BENEFITS OF EDUCATION IN IRAQ: AN ANALYSIS OF THE EDUCATION SECTOR AND STRATEGIES TO MAXIMIZE THE BENEFITS OF EDUCATION EXECUTIVE SUMMARY There has been remarkable progress in education in Iraq. Enrolment in primary education grew tremendously over the past decade, increasing at about 4.1% per year. As of 2015-2016, 9.2 million students are enrolled across all education levels in Iraq. The total enrolment in primary education almost doubled to six million children in 2012 from 3.6 million in 2000. Girls’ enrolment grew at all levels and at faster rates than boys’ enrolment, although they are still enrolled in lower numbers than boys and tend to drop out at a higher rate. The rising number of students and recent financial crisis in Iraq pose new challenges in terms of providing sufficient education resources for the growing number of students. Unless Iraq increases its public education resources, its expanding enrolment will continue to strain existing education resources. In fact, as of 2013, 13.5% of school-aged Iraqi children (1.2 million children) did not have access to basic education.1 For those who are in school, there are large drop out and repetition rates. The quality of education and learning outcomes is decreasing, due in part to multiple-shifting of schools and dropping teacher retention rates. Government spend- ing on education infrastructure also remains low, although there is a marked increase in private schools yielding higher achievement rates. Looking at Iraq Centre and the Kurdistan Region of Iraq (KRI), this report aims to update the education situation, quantify the economic benefits of education, and identify sources of inefficiencies as well as key priority themes in the education sector with clear links to the National Education Strategy 2011-2020. -

TERRORISM & INSURGENCY Date Posted: 30-Sep-2011 Jane's Intelligence Review Shia strength - Iraqi militants adapt to the US drawdown Key Points Iranian-backed Shia militants in Iraq are responsible for a disproportionately high number of the US casualties suffered in recent months. Kataib Hizbullah, the most sophisticated group, is considered a direct extension of Iran's Qods Force and could become involved in international operations in support of Iranian goals. Asaib Ahl al-Haq and Promised Day Brigades are Iraqi Shia insurgent groups, whose links to Iran peaked in 2008 and have slowly reduced since then. Iraq's 'special groups', such as Kataib Hizbullah and Promised Day Brigades, have stepped up attacks as US forces look to withdraw. Michael Knights looks at Iran's support for the Shia militants, their operations and their post-US future. The US military suffered its heaviest monthly casualties in Iraq in three years in June, when 14 of its soldiers were killed in action. At least 12 of them were killed by Iranian-backed 'special groups', prompting fresh complaints from the US that Iran was encouraging its Iraqi allies to step up their attacks as the scheduled withdrawal of all US forces from Iraq looms. The surge in attacks highlighted the threat posed by Shia militants, especially if the US and Iraqi governments sign an agreement allowing US forces to stay beyond the 31 December withdrawal deadline. Even if the US leaves as previously agreed, Iran is expected to continue to back Iraqi proxies in order to influence the political situation and retain an ability to strike Western assets in the country and possibly elsewhere. -
Terror and Trickster
ABSTRACT TERROR AND TRICKSTER One of the ways in which rhetors stabilize the meaning of terrorism is through the vilification process. Two sets of artifacts were analyzed to explore the rhetorical mechanisms of and alternatives to radical vilification. The first set of artifacts demonstrates how Orthodox Terrorism Studies (OTS) scholars vilify and exclude Critical Terrorism Studies (CTS) scholars and their ideas. I argue OTS scholars perform rhetorical exclusion (Sanchez, Stuckey, & Morris, 1999) through naming, shifting the burden of proof, and strategic silence (Endres, 2009) to vilify CTS scholars. The second set of artifacts focuses on President Barack Obama and Secretary of State John Kerry’s rhetoric about ISIL from the first time they mentioned ISIL up to the execution of James Foley, a journalist. I analyze the speeches for vilification through rhetorical exclusion (naming and strategic silence), metaphors, and the Manichean dichotomy of Good vs. Evil. Finally, an alternative framework is offered to replace radical vilification. The alternative is the Trickster, an archetypal figure common to Native American and other indigenous discourse. The war in Syria is exceedingly complex, with multiple actors fighting one another on the ground and foreign powers supporting their preferred proxies. Iran and Hezbollah are backing Bashar al Assad’s regime, which is also now receiving increased assistance from Russia. The Islamic State (often referred to by the acronyms ISIS and ISIL) retains control over a significant amount of Syrian territory. Despite some setbacks at the hands of the U.S.-led air coalition and Kurdish ground forces earlier this year in northern Syria, Abu Bakr al Baghdadi’s organization has not suffered anything close to a knockout blow thus far. Sunni jihadists, led by Al Nusrah Front and its closest allies, are opposed to both the Islamic State and the Assad regime. Unfortunately, they have been the most effective anti-Assad forces for some time, as could be seen in their stunning advances in the Idlib province earlier this year. Turkey, Qatar, Saudi Arabia and other nations are all sponsoring proxies in the fight. Given the complexity of the war in Syria, it should be obvious that there are no easy answers. -

Jessica Genauer Forward and Acknowledgments In 2011, as the Middle East and North Africa region exploded in political upheaval, I was in Jerusalem completing my Masters in Political Science. Watching long-term regimes that seemed so impermeable, shaken to their core in a matter of months, left a dramatic and lasting impression. Following closely over subsequent years, the missteps, twists and turns, and political trajectories in each state left me with the question: what do we understand about rebuilding contested states, and how is our knowledge still incomplete? Designing my thesis project a few years later, it was clear to me that I wanted to address this question. The goal of my research project was to contribute to our understanding of how the interaction amongst societal groups on the design and implementation of new political institutions shapes the trajectory of a political transition. -

1 The Masjid-i Jami of Herat, the city's first congregational mosque, was built on the site of two smaller Zoroastrian fire temples that were destroyed by earthquake and fire. A mosque construction was started by the Ghurid ruler Ghiyas ad-Din Ghori in 1200 (597 AH), and, after his death, the building was continued by his brother and successor Muhammad of Ghor. In 1221, Genghis Khan conquered the province, and along with much of Herat, the small building fell into ruin. It wasn't until after 1245, under Shams al-Din Kart that any rebuilding programs were undertaken, and construction on the mosque was not started until 1306. However, a devastating earthquake in 1364 left the building almost completely destroyed, although some attempt was made to rebuild it. After 1397, the Timurid rulers redirected Herat's growth towards the northern part of the city. This suburbanization and the building of a new congregational mosque in Gawhar Shad's Musalla marked the end of the Masjid Jami's patronage by a monarchy. 2 This mosque was constructed in 1888 and was the first mosque in any Australian capital city. It has four minarets which were built in 1903 for 150 pounds by local cameleers with some help from Islamic sponsors from Melbourne.
