Call Interest for the Recognition of National Or International Airlines Able to Ensure the Development of Passenger Traffic in the Abruzzo Airport CALL INTEREST FOR THE RECOGNITION OF NATIONAL OR INTERNATIONAL AIRLINES ABLE TO ENSURE THE DEVELOPMENT OF PASSENGER TRAFFIC IN THE ABRUZZO AIRPORT FOREWORD: “SOCIETA’ ABRUZZESE GESTIONE AEROPORTO S.p.A.” (from now "SAGA" or the "Company" or the "management company") holds a thirty-year licence issued by ENAC for the design, development, implementation, adaptation, management, maintenance and use of the facilities and infrastructures of Abruzzo Airport. The aim of SAGA is the development of air connectivity between Abruzzo Region and surrounding territories and the areas of origin and destination of the traffic, in accordance to the highest standards of quality and safety of services offered to passengers, airlines and other airport customers, and also assuring the necessary conditions to ensure the economic sustainability of the Company over time. SAGA contributes to foster the social and economic development of Regione Abruzzo, targeting specifically the incoming tourism and the pursuit of any action aimed to expand the size of its own catchment area. In this context, SAGA aims to stimulate the interest of national or international airlines to operate scheduled, regular and continuous air services, departing from the Abruzzo Airport and to participate in a negotiated procedure aimed at establishing long-term marketing agreements. ELEMENTS OF THE PROCEDURE AND THE CONTRACT: In order to allow a better assessment of the potential for the development of the air traffic, some elements pertaining to the airport catchment area, actual traffic data and commercial main priorities are listed below. Catchmnet Area On a first analysis, the catchment area can be defined on the basis of the isochrones at 30 - 60 - 90 min. Considered its favorable geographical location, at the intersection of the North - South (A14) and East - West (A25 - A24) freeways, Abruzzo Airport is able to intercept the traffic originated in the densely populated coastal area that extends between Ascoli, in the North West, and Termoli, in the South. The airport is situated inside the metropolitan area of Pescara – Chieti, which, alone, has about 350.000 inhabitants. The resident population in these areas is also located at a significant distance from Rome's airports, accessible by bus or private car with a significant increase in the duration of the journey. For the Rome Fiumicino airport, the same is estimated about 3 to 4 hours, by taking into consideration highway distance, traffic jam on access roads and increased boarding times at the airport. 1 In summary, the catchment area can be briefly described as follows: ° the "extended" metropolitan area of Pescara – Chieti (Pescara, Chieti, San Giovanni Teatino, Montesilvano, Spoltore, Francavilla, Silvi, Cepagatti and Pianella), situated less than 25 minutes from the airport; ° a second area with a travel time to the airport between 25 and 35 minutes (Roseto, Ortona, Pineto, Città Sant'Angelo, ...); ° a third area with a travel time to the airport between 35 and 45 minutes (Lanciano, Giulianova, Penne, ...); ° a fourth area with travel time to the airport that goes between 45 and 60 minutes (Teramo, San Benedetto, Vasto, Sulmona, ...); ° a fifth area with travel time to the airport within 90 min (L'Aquila, Ascoli, Avezzano, ...). In the first three areas, there are nearly 700,000 inhabitants. The total resident population is approximately 1,5 million. SAGA makes available to the airlines handling and other airport services, under the conditions specified in www.abruzzoairport.com/docs/it/Mod-012-Handling_and_fees-Rev15.pdf REQUIREMENTS OF PARTICIPATION: Both national and international airlines are eligible to participate in the procedure, once endowed the following requirements are fulfilled: a) holding a valid airline operator licence; b) holding a valid Air Operator Certificate (AOC) or an equivalent certificate issued by the competent authority of the country of origin; c) shall not be included in the so-called European "black list" of airlines, which do not meet European safety standards; d) size, organization, and financial strength to ensure the proper operation of scheduled air services proposed; e) complying with parameters of regularity and punctuality in line with best market standards; f) holding the general requirements listed on the Italian d.lgs. 12 aprile 2006, n. 163, art. 38, e ss. mm. e ii. Requirements sub a) and ) shall be ensured by the certification issued by the competent authorities or a substitutive statement in accordance with the Italian D.P.R. 28 dicembre 2000, n. 445 , made and signed by the legal representative of the airline or by a duly authorized attorney. Requirements sub c), e) and f) shall be ensured by a substitutive declaration in accordance with with the Italian D.P.R. 28 dicembre 2000, n. 445 , made and signed by the legal representative of the airline or by a duly authorized attorney. 3 Requirements sub d) shall be ensured by a declaration of at least two banking-houses, or intermediaries authorized pursuant to the Italian D.L. 1 settembre1993, n. 385 , relative to the financial and economic capacity of the airline, as well as through the presentation of the last two balance sheets (on data storage). The expression of Interest, written on plain paper, in Italian or in English, must be signed by the legal representative of the airline, or by a duly authorized attorney, and accompanied by a non-authenticated copy of an identity document of the above representatives. If the statements and/or expression of interest are signed by an attorney (general or special), a power of attorney (general or special) will be given, in original or certified copy attesting the powers of the attorney. The sealed envelope containing the manifestation of interest and the attached documentation must be sent by registered mail or by an authorized delivery agency and must be received within the hours 4.00 PM of the day February 18 th , 2014 to the following address (the postmark will not make faith): SAGA S.p.A., Aeroporto d’Abruzzo, Via Tiburtina Valeria km 229,100 – 65100 Pescara, Italy Or may be sent by certified mail to the address [email protected]. As an alternative, the sealed envelope may be delivered also by hand, from 9.00 AM to 4.00 PM on working days within that period as mandatory. Interested parties should indicate in the expression of interest the fax number or the certified e-mail address to which all relevant communications should be sent. The economic operators, whose expression of Interest will be received after the time limit set by this notice, will not be accepted. Possible requests of information and/or explanation may be submitted within six days before the indicated deadline by e-mail to [email protected] o by fax to +39 0854324207. The answers to requests sent in time will be published on the website of Abruzzo Airport www.abruzzoairport.com . ADMISSION TO THE NEXT STEP OF THE PROCEDURE: The examination and evaluation of the applications will be entrusted to a Commission nominated by SAGA. SAGA will send to the airlines, fulfilling the requirements, an invitation to tender, as indicated in the invitation letter itself. In the invitation letter, the criteria governing the appraisal of an application will also specified. 4 PRIVACY POLICY: The data acquired as a result of this public notice will be treated in compliance with the Italian D.Lgs 30 giugno 2003 n.196 e s.m.i. (concerning the processing of personal data) The contact person for any information on the procedure is Mr. Piero Righi, Managing Director of SAGA. At any time and in the public interest SAGA reserves to revoke this notice or not to proceed in the selection process, without the applicants can still boast refunds or compensation for the compilation of expression of interest or acts pertaining thereto. From this airport you can reach Pescara’s train station “Stazione Centrale” by taking the GTM bus no. 38 (Aeroporto-Cappelle) leaving each 20 minutes from the airport. You can buy the bus ticket on board at € 1,10. Your stop is “Piazza della Repubblica”, or you could also take a taxi. Once you are in Piazza della Repubblica, the train central station is reachable within few steps. Take the treno regionale to Giulianova (journey: 30 minutes, cost € 3,30). Option to train: you can take ARPA bus, Pescara-Giulianova (journey: 1 hour, approximately). 2) Rome, Fiumicino and Ciampino airports > Giulianova.     Catacombs of Rome The Catacombs of Rome (Italian: Catacombe di Roma) are ancient catacombs, underground burial places under Rome, Italy, of which there are at least forty, some discovered only in recent decades. Though most famous for Christian burials, either in separate catacombs or mixed together, people of all the Roman religions are buried in them, beginning in the 2nd century AD,[1] mainly as a response to overcrowding and shortage of land. The Etruscans, like many other European peoples, used to bury their dead in underground chambers. The original Roman custom was cremation, after which the burnt remains were kept in a pot, ash-chest or urn, often in a columbarium. From about the 2nd century AD, inhumation (burial of unburnt remains) became more fashionable, in graves or sarcophagi, often elaborately carved, for those who could afford them. Occorre accelerare l’erogazione delle risorse stanziate e prorogare la cassa integrazione, per favorire la ripartenza e tutelare i livelli occupazionali ” Roma, 28 gennaio 2021 – Il sistema aeroportuale italiano chiude il 2020 con soli 53 milioni di passeggeri contro i 193 milioni del 2019: un calo drammatico per gli scali nazionali che perdono in un anno 140 milioni di viaggiatori , ovvero il 72,6% del traffico . Secondo i dati elaborati da Assaeroporti , a causa della pandemia da Covid-19 e delle conseguenti restrizioni alla libera circolazione tra Stati, nel 2020 in Italia non hanno volato 7 passeggeri su 10 e ad essere maggiormente penalizzate sono state le destinazioni extra-UE, che segnano un -81,2%. Altrettanto netto il calo del traffico UE, - 77,5%, mentre più contenuto, ma comunque significativo, quello dei voli domestici, -61,3%. Inoltre, le rotte nazionali, che nel 2019 rappresentavano il 33% del traffico complessivo, nel 2020 raggiungono un peso di circa il 50%. Forte anche la contrazione dei movimenti aerei , pari al -57,2%, mentre il traffico merci si attesta ad un -23,7%. Un calo, quest’ultimo, meno marcato in ragione del ruolo chiave rappresentato dal cargo aereo durante la pandemia: in primis per consentire la distribuzione in tutte le aree geografiche del Paese di dispositivi e apparecchiature mediche e in secondo luogo per l’incremento dell’e-commerce.

  • The Long-Term Effects of the Historical Roman
    The long-term effects of the historical Roman road network: trade costs of Italian provinces∗ Luca De Benedictis† Vania Licio‡ Anna Maria Pinna§ March 15, 2018 Abstract The paper provides evidence of the causal effect of infrastructure on trade costs, for the 107 Italian provinces (NUTS3), testing whether current differences in trade costs among provinces can be traced back to the structure of the historical Roman road network. By constructing a specific measure of the extent of the Roman road network for each Italian province and relying on an instrumental variables approach, the empirical analysis shows that having an integrated road system, as the one built during the Roman Empire, plays an important role in current international trade. The study confirms not only the importance of history for contemporary economic development, but also the significant role played by the historical infrastructure in shaping geography and in determining current trade patterns via the influence on today’s infrastructure.
