Payments were confirmed in accordance with the budget – it was agreed to reimburse Cllr Copping for the 2018 Christmas Tree 2. Bank reconciliations were reviewed 3. New Bank Account – this is now active, all funds requested to be transferred and both Nat West Accounts to be closed. 4. Cllrs were requested to set up their internet access so that payments can be authorised. 5. It was confirmed that Cathal Brennan has resigned from the Council and has been removed as a signatory to the Parish Council account. 6. Cllr Nick Cox has been added as a signatory to the account 7. It was resolved to give a Grant of £2000.00 to St Margaretsbury Recreational Trust 104/18/19 Audit 2018-19 1. Review of effectiveness of internal audit 2017-18 was agreed and signed 105/18/19 IT update and e mail. All councillors to have Parish Council e mail address in the form (first) [email protected] 106/18/19 Report from District and County Cllrs, There was no County Cllr in attendance 107/18/19 Parish Council Elections 2nd May 2019. The term of office of all existing Parish Councillors ends on 2nd May 2019. There are vacancies on the Parish Council – it is important that at least 3 Cllrs are elected so that the Parish Council is quorate after the Elections. Cllrs are encouraged to recruit prospective new councillors to stand for election – the election has also been publicised on the PC website. Existing Parish Councillors and all others wishing to stand for election should see the East Herts District Council website https://eastherts.gov.uk/candidates2019 for further information and to obtain a Nomination form. There was a discussion about how this money can be used to benefit the residents of St Margarets. It was also suggested that it could be used to help improve the Stanstead Abbotts children’s playground which is also used by residents and children from St Margarets. 110/18/19 Neighbourhood Plan update The Neighbourhood plan group have completed a Business survey and are meeting again on Friday 15th March. The Schools survey will be done after Easter It is possible that a Henge has been found locally - raising the possibility if an archaeological dig. 111/18/19 Traffic lights at Amwell roundabout This is included in the Neighbourhood plan consultations 112/18/19 commuter parking and traffic restrictions There is to be full consultation on commuter parking, by East Herts |Council. 113/18/19 items for next agenda on 23rd April 2019 by 13rd April Signed………………………………………………………..     East Herts District Plan Strategic March 2017 Land Availability Assessment 1.0 Introduction 1.1 National planning policy requires all Local Planning Authorities to produce a technical study known as the Strategic Land Availability Assessment (SLAA) in order to identify sites with potential for future development. The SLAA has informed work on the District Plan and Neighbourhood Planning. It has also assisted with the identification of future land supply. 1.2 The SLAA is a ‘live’ document in that it should be updated on a regular basis in order to reflect changing circumstances. Therefore, this version of the SLAA presents the most up to date position as at March 2017. 2.0 Methodology 2.1 Paragraphs 019 to 021 of the PPG identify that, when undertaking a SLAA, sites should be considered against three criteria, namely; suitability, availability and achievability. These terms are explained below. Suitability The assessment of suitability takes into account a range of policy constraints. These include environmental and heritage designations, impact on landscape and character, flooding and Green Belt / Rural Area Beyond the Green Belt. Availability A site is considered to be available if there are no legal or ownership issues which would prevent the site coming forward for development. Achievability Achievability is effectively a judgement about the economic viability of a site, and the capacity of the developer to complete the development over a certain period of time. 2.2 Having assessed each site against the three criteria, a conclusion can be reached. If a site is considered to be suitable, available and achievable, then it is regarded as being ‘deliverable’.
