EXECUTIVE SUMMARY AND INVENTORY OF REAL PROPER'IY OWNED OR CONTROLLED BY THE UNITED STATES OF AMERICA UNDER THE CUSTODY AND ACCOUNTABILITY OF FEDERAL CIVILIAN AGENCIES IN THE STATE OF HAWAII MARCH 17,1993 Prepared by the General Services Administration Office of Governmentwide Real Property Relations (- EXECUTIVE SUMMARY In the Fiscal Year 1992 Treasury and Postal Service, and the Department of Defense Appropriations Bills, language was included directing the General Services Administration (GSA), and the Department of Defense (DOD) to conduct an inventory of all real property owned or controlled by the Federal Government in the state of Hawaii. GSA was to conduct the inventory of Federal civilian agencies. DOD was to conduct the inventory of its own properties and submit it to GSA which would submit a complete inventory package to Congress by September 30, 1992. The request for an inventory was prompted principally by the lack of a centralized data base listing and detailing the historic use of Hawaiian lands ceded, set aside, or conveyed since 1898 to the United States Government for use by its agencies for specified public or governmental purposes. A comprehensive, consolidated and verified inventory was considered essential to determine the status of all public lands, ceded, acquired or controlled, in the State of Hawaii. COMMENCEMENT OF INVENTORY The inventory has been conducted and is reported in two segments, civilian agencies and Department of Defense. Civilian agency inventory. Utilizing the services of two real property experts with experience in Hawaii real property and ceded land issues, GSA commenced its inventory of civilian agency real property on March 3, 1992. Following an introductory briefing with Senator Inouye's staff, the inventory team (team) conducted briefings in Washington, DC, with all agencies having real property holdings in Hawaii, and received from them, all available documentation that would support the on-site effort. On March 23, 1992, the team established an office in the Federal Building in Honolulu, Hawaii, and commenced its on-site inventory. Entrance briefings were held with Senator Inouye's staff and appropriate Federal and State officials. On May 29, 1992, the team concluded the on-site data gathering portion of the civilian agency inventory. The report consists of inventory data for each Federal civilian agency and accompanying narrative. It contains such data elements as have been agreed to by GSA and Senator Inouye's staff. Department of Defense Inventory. The DOD portion of the inventory commenced in October 1992 with a notice to proceed to the successful contractor, Charles Blackard and Associates, under Contract No. DACA83-92-R-0037. The completed inventory was delivered to the contracting officer on February 1, 1993. - 1 - SCOPE OF THE INVENTORY The scope of the civilian agency portion of the inventory was determined through several meetings with Senator Inouye's staff and evolved further after the team began its on-sight inventory. It became apparent that existing civilian agency data (summary and on-site) and mapping would not support the inventory depth initially sought. This is not to say that civilian agency record keeping is not accurate or maintained in accordance with acceptable records management. Rather, it is the diverse nature of the data, the decentralization of record keeping, and data archiving that makes any data retrieval task extremely labor intensive, and sometimes impossible. This problem was further exacerbated in Hawaii due to the lack of central title information. The ultimate agreed upon scope varies somewhat between civilian agencies and is reflected in the format for each agency. Basically however, each civilian agency's real property holdings in Hawaii are addressed in narrative form for acquired property (including ceded lands), and in spread sheet form for leased or lesser interests in real property. Because of time constraints and sheer volume of United States Postal Service properties, they are listed by address and reflect owned or leased status only. The scope of the DOD portion of the inventory follows the statement of Work provided for in the contract, and is noticeably more detailed than the civilian agency portion of the inventory. This is due primarily to the existence of detailed DOD records and mapping, the historical emphasis on DOD real property in Hawaii, and previous DOD inventories directed to ceded lands. - 2 - INDEX Page I. Appendix B Recapitulation of ceded land 99. - 3 - ,.. - 4 - Department of Agriculture There are several facilities in Hawaii that are occupied by the various Bureaus of the United States Department of Agriculture. one facility, a 4.2 acre agriculture experimental station on the island of Maui formerly operated by the Cooperative State Research Service and set aside by a Governor's Executive Order in 1931, is in the process of being excessed by the Department of Agriculture. Pursuant to Public Law 88-233, the site will be reconveyed to the State of Hawaii when the Administrator of GSA determines it to be surplus property (Public Law 88-233). The remaining properties currently under control of the various Bureaus within the Department of Agriculture are discussed in the following paragraphs. Agricultural Research Service The Agricultural Research Service (ARS) currently occupies federally owned facilities at four locations in Hawaii for the Tropical Fruit and Vegetable Research Program and one location of the National Clonal Germplasm Repository. At four of these locations the federally owned facilities are in the custody of ARS while the land is provided by the University of Hawaii at no cost to the Government (Hilo, two sites, Honolulu and Kapaa, Hawaii). At the fifth site, the federally owned buildings are in the custody of ARS while the federally owned land is provided by the Department of Defense, U.S. Navy at the Barking Sands Naval Base, Kekaha, Hawaii. - 5 - ARS occupies off ice/laboratory space at two additional worksites-the Sugarcane Physiology Research, Aiea, and Tropical Aquaculture Research, Kanehoe, Hawaii. The office/laboratory space for both research programs is provided at no cost to the Government. On the island of Hawaii, ARS occupies two locations at the Waiakea Branch Agricultural Experiment Station, University of Hawaii. The Tropical Fruit and Vegetable Research Laboratory (TFVRL) occupies 2.1 acres of land under a long-term lease agreement with the University. The nine buildings at the site are federally owned and maintained by ARS. The lease agreement, which terminates September 18, 2010, contains a 25-year renewal option at the request of the Government. Upon the termination of the lease agreement, all improvements may be conveyed to the University upon payment of their depreciated value. If the University elects not to acquire the improvements, the Government is obligated to remove them within 2 years after termination. The National Clonal Germplasm Repository for Tropical Fruits and Nuts occupies a separate 0.4 acre parcel of land at the Waiakea Branch Agricultural Experiment Station, Hilo. The facilities are federally owned and maintained by ARS. The terms and conditions of this lease agreement, which expires September 19, 2010, are the same as the TFVRL site. On the island of Oahu, the TFVRL occupies approximately one acre of land at the Manoa Campus, University of Hawaii, Honolulu, Hawaii, under a Revocable Permit. This Permit was - 6 - recently extended to June 8, 1997, under the condition that ARS relocate the research program and vacate the premises as soon as possible. The eight buildings, totalling 16,765 sq. ft., are federally owned. Under terms of the Permit, these improvements will convey to the University upon payment of the depreciated value when ARS vacates the premises. Improvements not acquired by the University must be removed by ARS. The TFVRL site on the island of Kauai, is located at the Kauai Branch Experiment Station, Kapaa, Hawaii. ARS occupies 3.8 acres of University-owned land under a lease agreement which expires December 31, 1997. The improvements at this site are federally owned and maintained except for janitorial services which are provided by the University for a fee of $1,440 per year. Upon termination of this lease, the buildings may be sold to the University at the depreciated value or removed by ARS. The federally owned mobile homes at this site will be removed. Also on the island of Kauai, the U.S. Navy has constructed three buildings, totaling 2,800 sq. ft., with ARS funds for the TFVRL location at the Barking sands Naval Base, Kekaha, Hawaii. ARS occupies this Department of Defense controlled land under a Land Use Agreement with the U.S. Navy. The U.S. Navy provides maintenance for the facilities with ARS reimbursing the Navy of part of the maintenance cost. The two remaining ARS research programs in Hawaii are located on the island of Oahu. The Sugarcane Physiology Research Program, Aiea, Hawaii, occupies office and laboratory space provided by the Hawaii Sugar Planters Association. The - 7 - space is provided at no cost to the Government. The Tropical Aquaculture Research Program at Kanehoe, Hawaii, occupies office and laboratory space provided by the Hawaii Sugar Planters Association. The space is provided at no cost to the Government. The Tropical Aquaculture Research Program at Kanehoe, Hawaii, occupies office and laboratory spaced provided by Hawaii Institute of Marine Biology. This space is also provided at no cost to the Government. Farmers Home Administration The Farmers Home Administration occupies general purpose office space on the islands of Kauai, Maui, Hawaii and Molokai.
