ABOUT THE PROJECT

The SRI-LMB and EU-Financed regional project aims to contribute towards enhancing the resilience of rainfed farmers confronting climate change variability in the Lower Mekong River Basin (LMB) region. It brings various stakeholders together working at global, regional, national, and local levels. The purpose of the project is to increase crop yield, productivity and profitability on sustainable base at smallholder farmer’s field in rainfed areas of LMB. The project through its action aims to address the food security and livelihood issue of smallholder farmers by developing adaptive measures against climate change. The action is being implemented in four LMB countries: Cambodia, Laos, Vietnam and Thailand. The total period for implementation is 60 months (2013 -2017).

The project is led by Asian Institute of Technology (AIT) in partnership with FAO, Oxfam, SRI-Rice of Cornell University and University of Queensland together with many national partners coming from ministries, national universities and NGOs.

EXECUTIVE SUMMARY

This first series of 3 Provincial Review and Planning Workshops/Refresher-Trainings on Farmer Participatory Action Research (FPAR) and soil improvement in Laos was held in Khammouan, Savannaketh and Vientiane Provinces from 3 to 13 April 2017. The workshops were organized by the Department of Agriculture and Cooperatives (DAEC) and hosted by Provincial Agriculture Extension and Cooperatives (PAEC) in the three above-mentioned provinces. The objective of the workshops was to share FPAR knowledge and experience between and among provincial coordinators, district coordinators and farmer trainers. This included a review of FPAR results, implementation challenges, opportunities, lesson learnt, recommendations and work plans for scaling up FPAR during the next wet season in 2017. In total, some 72 participants (17 women) from 9 districts within the three provinces plus 3 DAEC staff attended this workshop.

A major output of the workshops were review of 46 FPAR activities completed with 9 districts in the year 2016. Second point the workshop were refresh training on soil improvement to farmers and draft work plans for 82 FPARs during the next wet season in 2017.

1. BACKGROUND

The Asian Institute of Technology (AIT, www.ait.asia) is leading a European Union-financed project entitled “Sustaining and Enhancing the Momentum for Innovation and Learning around the System of Rice Intensification (SRI) in the Lower Mekong River Basin (SRI-LMB: http://www.sri-lmb.ait.asia/). The project is implemented in partnership with the Food and Agriculture Organization of the United Nations (FAO), Oxfam America, SRI-Rice Cornell University in the USA, the University of Queensland in Australia, and government ministries and national universities of Cambodia, Laos, Vietnam and Thailand. AIT has been implementing a “more intelligent pathway” for cultivating healthy and profitable rice under climate change scenario. System of Rice Intensification (SRI) is an emerging alternative set of principles and methods to conventional rice cultivation techniques which instill a social dimension to farming to produce healthy and profitable crops using less water and less seed, and through skillful management of plants, soils, water, nutrients, pests and labour.

The Project is being implemented in the food-insecure rainfed rice production areas of the Lower Mekong River Basin countries. The objective is to develop location-specific practices using the principles of SRI and Farmer Field School platforms by initiating and facilitating farmers’ participatory action research. Documenting the results and sharing them with the immediate farming community and communities at large through an inclusive participatory process from local to national and regional level represents the core modus operandi of the project. The government policies within the context of sustainable agriculture development and climate-resilient, food- secure rainfed smallholder systems have been taken into consideration while designing the project activities. Evidence for a better set of policies is being generated through a participatory consultative process working closely with all relevant stakeholders, including policy-makers in the country.

Within the context of the project, a series of activities were undertaken in Lao PDR in three selected provinces: Vientiane, Khammouan and Savannakhet since June 2014. These included the scoping exercise for problem identification, baseline survey and focused group discussion to collect information on the challenges faced and opportunities available to smallholder rice farmers and trainers. The baseline study was conducted in December 2014 in the three provinces. A number of requirements related to rice crop management and working with farmers were identified during this process. These included: the need to develop knowledge and capacity of farmers to improve rice productivity and quality by using appropriate techniques; organic manure production focusing on conservation of natural resource base; enhancing and sustaining soil fertility; and enhancing water management skills using local wisdom and external resources available. The project also understood that it is important to address the challenge of providing alternative sources of income for rain-fed farmers, especially the landless farmers, women and younger farmers, in their own areas.

The locally-identified challenges and opportunities were utilized to develop the learning curriculum for the season-long Central Farmer’s Participatory Action Research (CFPAR) process. Beginning in January 2015, the CFPAR activities were implemented in the three provinces during the dry and subsequent wet rice production seasons. They were aimed at boosting the capacity of farmer trainers to understand the concept and associated good practices of SRI as well as design experiments while involving other farmers from their communities in initiating science-based action research. These research/demonstration activities, called Farmer’s Participatory Action Research (FPAR), focused on developing location- specific crop management practices based on SRI principles. The FPAR activities started during the 2015 wet-season and continued in 2016, led by the Farmer Trainers working with other farmers in their communities. This report summarizes results of the 46 FPAR activities implemented during 2015-16, implementation challenges and forward-looking advice for the next cycle of 2017 FPAR implementation.

3. OBJECTIVES OF THE WORKSHOP TRAINING

 To share experience from the 2016 farmers’ participatory action research (FPAR) conducted in 9 districts of 3 provinces in Vientiane, Khammuan and Savannaketh.  To discuss current problems, opportunities on SRI technique to adapt to climate change and link to government policy for food security and sustainable agriculture/rice development.  To discuss about the approaches scaling out and scaling up SRI to other villages, districts and provinces and work plan for next cycle of action research for development.  To build capacity on soil improvement to the district staff and farmer trainers in the three provinces of SRI LMB project in Laos.

4. ORGANIZING AND FUNDING

 The provincial workshops were organized by National Coordinator and team in Vientiane Capital in the Department of Agriculture Extension and Cooperatives (DAEC) under the Ministry of Agriculture and Forestry (MAF), Laos and collaboration with the three provincial coordinators.  Funded by the GCP/RAS/288/AIT project which covered all the cost associated with the provincial workshops.

5. DATES AND LOCATION

The provincial workshops were held in each capital city of the three places such as:

1. Khammuan province the date from 3 to 5 April, 2017. The workshop was held in Thakek District. 2. Savannaketh province the date from 7 to 9 April, 2017. The workshop was held in Kayson Phomvihan District. 3. Vientiane province the date from 11 to 13 April, 2017. The workshop was held in Thalath, Keooudom District, VTP.

6. PARTICIPANTS AND SESSIONS

 The total participants was 74 people from National level, provincial level, district level and village level as Farmer Trainers.  The workshop training deliberations were held in three parts: a). Presentation on the implementation, problems, constraints, opportunities, the results of FPAR and SRI-LMB in their district; b). Work plan for scaling up SRI demonstration plots and FPAR each district; c). Training on soil improvement and discussion the issues.

7. SESSIONS, LEARNING AND OUTPUTS

1. Welcome address in Khammouan province. Mr. Keo Viengkhone head of Provincial Agriculture Extension and Cooperatives (PAEC) in Khammouan province welcomed all participants to the workshop as a host at the first workshop site. He said that SRI approach is suitable for farmers who have less land to cultivate and help farmer to meet food security program within family and contribute to achieve the government’s food security program. SRI can change the farmer’s ideas and open their eyes from old approach or traditional method for rice production they used. He said that today we are coming together, we share the experience, good points, weak points, opportunities and constraints. We find the good way to go forward together. 2. Welcome address in Savannaketh province. Mr. Duangchanh head of PAEC in Khammuaon province welcomed all participants to the workshop as a second workshop site. He said that at present time the government try to assist farmers and famers groups especially rice production not only for food security and consumption but also for export to China and EU and other countries. I think that this project can contribute to the government policy, provincial, district, village clusters and family policy. In Savannaket province we have three districts that are working with the SRI LMB project. I think that new SRI is suitable for us especially for seed production groups and family who have less land.

3. Welcome address in Vientiane province Mr. Thongpane Head of Provincial Agriculture Extension and Cooperatives (PAEC). Welcomed all participants to the workshop as a third workshop site. He suggested that in Vientiane province we have three districts involved in this project. Last year I have heard district coordinators reported to me so that I know about SRI-LMB activities. I am very happy that this project is going well. At present time we are focusing on food security and commerce program’s government. Therefore, the SRI-LMB project is very important for us. We use less inputs but get more yield. I would like to invite all of us who are sitting in the meeting room to share ideas and experiences with each other. To find the main problems and find the good way to resolve it.

8. LEARNING EXCHANGE SESSION:

8.1. FPAR in Khammuoan province

8.1.1. Farmer Trainers from Nakai District said that

 The good points: 1). before “I did not know the name of this technique”. 2) SRI method has more tillers compared to the traditional approach. 3) It has more panicles and full seeds. 4) Easy to select rice seeds for growing the next wet season.  Mr. Lingthong Head of DAFO in Nakai district where the (Nam Turn 2 hydropower) said that “SRI is suitable for the farmers who are living in upland zone (resettlement), because theses villages moved from lowland areas away from the Dam construction site. They needs rice for consumption”. SRI approach can help farmers in these village to save seeds, money and increasing rice yield in small land. The farmers are interested in the SRI approach.  The weak points: 1). Starting late, 2). Take time during transplanting stage. 3) Damaged by Snails and Crabs. 4).The project supported budget did not arrive on time with rice production season.  Improving next wet rice season: 1. The budget have to provide on time with rice production season. 2. Soil improvement needs to assist farmers in using organic fertilizer, compost in the new rice field areas. To build soil doctors in the village. Especially in the resettlement areas. Nakai district 3. Training needs on technical (on transplanting, tillering, flowering and harvesting) aspect to new farmers. Conduct two days per course. 4. For staff: Equipment such as: Laptops for DAFO and cameras

8.1.2. Farmer Trainers from Ngommalath District said that FPAR plots.

 Farmer Trainers mentioned the good points about SRI: 1). Save seeds; 2). Using young seedling and in the growing stage has more tillers; 3). Increasing yield with more full seeds.  The weak points: 1) In Ngommalath distict the farmers grow rice in two seasons: dry and wet seasons. Therefore, the farmers have problem with snails. Because they started to use irrigation system for growing rice on dry. If you grow rice two seasons the snails can double speedily and also the wet seasons it can eat more than in the dry seasons. The farmers observed that in the rice field in wet season have snails more than in the dry season. In the wet season the temperature quite lower than in the dry season. The snails have opportunities to bread. After they put their eggs in the stems they move to stay in the rice band in the day time.

8.2. FPAR in Savannaketh province

8.2.1. Farmer trainers from Xonboury district, especially in Kongpatumvan village said that: SRI suit for the rice seed production. They use SRI to produce seed for sell to the rice research centre. After harvest they sold 4,000 kip/kg and bough rice from farmers practice in 2,000- 2,200 kip/kg for their consumption.  The weak points: They have problem with snails.  The farmers have relevant experience to control snails. They use light to find snails at the night time. Because the nigh time snail moves to eat rice stem, they can see snails but the day time snail not move and stay inside the soil  Soil improvement need to improve because they are field it not apply compost or organic along time. After they are back to home. The will make compost for their field 8.3. FPAR in Vientiane province.

8.3.1. Farmer Trainers from Meun district, especially in Napapay village said that:

The reason rice yield in last year 2016 lower than the first year 2015. 1) During the tillering stage has a too much rain in the rice field. The farmers could not drain water out.

 For control or reduce snails eating rice farmers do not only find a chemical to protect or kill snails, but also find a local feed to feed and attract them, such as papaya leaves put it in the rice field where snails eating rice, snails will turn to eat papaya leaves, then we get the snails out.  The weak points: they have problems with snails.  The farmers are experienced to control snails. 1). during the land preparation they plough and dry land one to two weeks, they put water in and get the snails out. 2). the 2nd plough they put water in and get the snails out, then harrowing before transplanting then they collect snails again. 3). after transplanting drained water out one week. 4). they use light to find snails in the nigh time. Mr. Teun Head of Naphapay village said that “one snail can eat rice 1 square meter/ nigh”. Snail like to eat rice after transplanting in the evening to nigh time more thank in the day time, because in the evening and nigh time the temperature lower, so it is suitable for snail move out to eat rice. For the day time it is high temperature the snails like to stay under rice bands and under mud. This is the local knowledge and skills for control snails.  Soil improvement in Vientiane province (Meun district, , Faung district) are not impossible because the soil in 3 districts have a good NPK and usually they grow rice only in the wet seasons. In the dry season they grow vegetable and monocrops.

9. PLANNING SESSION:

For planning session, we divided in to three group as one group per district. Allow them to discuss about their work plan by themselves. The national staff gave some advice when they did not understand. Then each group presented about their work plan on FPAR 2017.

SUMMARY

This PRPW went well and have successful, all participants have opportunities to share and exchange ideas on the SRI approach, FPAR activities between village to village, district to district. Farmer to farmer. All participants agreed that SRI-LMB project have benefits to them. Role of SRI-LMB for the farmer level SRI is suitable for the rice seed production group, for farmer who have less land “make less get more” for example for the resettlement farmers in Nakai district. For the DAFO, PAFO level, SRI approach can contribute to the food security’s government program. Therefore, next season 2017 all participants together make plan in order to scaling out the impact of FPARs 2016 from 46 FPARs to 82 FPARs in the year 2017.

The improving soil for farmers, it is very important for them. Our trainers can explain very clear to them understand. Usually the farmer need and used or applied N,K,P chemical fertilizer more than organic fertilizer (in their mind). They forgot to reuse agriculture product residues back to the soil in order to help soil healthy or to make soil fertile. The farmers understand about the technique how to make compost in their family or their farm. We have suggested them who have condition and opportunities to prepare local agriculture product residues to make compost by themselves in 2017 work plan.
