NAMESTO UVODA V pričujočem poročilu so dokumentirane moje glavne aktivnosti v letu 2019. V teh uvodnih besedah pa bi rad poudaril tisto, česar glede duha časa in stanja v družbi v poročilu ni in tudi ni mogoče opaziti na prvi pogled - pomanjkanje dialoga, želja po sodelovanju in slabšanje splošne politične kulture. To niso okoliščine, ki bi takoj ali neposredno vplivale na družbene in državne zadeve. Vendar prej ali slej bodo, če jih ne bomo opazili in spremenili našega obnašanja v smeri iskrenega dialoga, večje pripravljenosti za sodelovanje in dvig ravni politične kulture. Nadaljevanje zaskrbljujočih procesov bo v daljši časovni razdalji bistveno poslabševalo možnosti Slovenije za njen vsestranski razvoj navznoter in krepitev njenega ugleda in vpliva navzven. V zadnjih letih tudi v Sloveniji utemeljeno govorimo o družbenem in političnem izključevanju. Gre za (politično) obnašanje, ki poudari lastno stališče, je kritično do stališča drugega, mestoma celo sovražno. Vnaprej daje vedeti, da ga stališče drugega pravzaprav ne zanima. Poudarja razlike. Te naj bi bile tako velike, da pravzaprav izključujejo koristnost nadaljnjega dialoga, zlasti pa napor za usklajevanje stališč. Ker gre Sloveniji gospodarsko in socialno dobro, bistveno bolje kot v času finančne in gospodarske krize, so zgoraj omenjene značilnosti tega časa skrite, skoraj neopazne. Vendar menim, da gre za znamenje časa, ki ga je potrebno obravnavati z vso resnostjo. Popolnoma mi je jasno, da gre za kompleksne družbene pojave, na katere ni mogoče odgovoriti s praktičnimi kratkoročnimi ukrepi. Zdi pa se mi nujno, da ta znamenja časa prepoznamo in si aktivno prizadevamo za dialog, za strpnost in ne sovražnost, v dialogu in sicer, da si prizadevamo za sodelovanje in krepitev tistega med nami, kar nam je skupno. Od prvega dne svojega mandata razumem vlogo predsednika republike kot aktivno vlogo povezovanja in sodelovanja. Deloma bo to ilustriralo tudi pričujoče poročilo. Deloma pa je to moje osebno stremljenje ostalo pri ljudeh, s katerimi sem se srečeval vsepovsod po domovini. To svoje poslanstvo bom še bolj zavzeto opravljal prihodnje leto in do konca mandata. 3 II. NEPOSREDNO IZVRŠEVANJE PRISTOJNOSTI PREDSEDNIKA REPUBLIKE PREDLAGANJE KANDIDATOV ZA OSREDNJE DRŽAVNE INSTITUCIJE Tudi v letu 2019 je predsednik republike v okviru svojih pristojnosti neposredno imenoval ali predlagal državnemu zboru v imenovanje nosilce najvišjih državnih funkcij. Odločitev o posameznih kandidatih predsednik republike sprejme na podlagi skrbne preučitve predlaganih kandidatur in opravljenih pogovorov s posameznimi kandidati. Pred dokončno odločitvijo o kandidatih, ki jih predlaga državnemu zboru, se predsednik vedno posvetuje z vodji poslanskih skupin in poslancema narodnosti o možni podpori posameznim kandidatom. Posvetovanja se vedno znova pokažejo kot pomemben element sodelovanja med predsednikom republike in državnim zborom, saj bistveno pripomorejo k temu, da osrednje državne institucije ob prenehanju mandatov njihovih funkcionarjev nemoteno opravljajo svojo funkcijo in poslanstvo. Predsednik republike je od začetka prvega mandata do danes imenoval oz. predlagal v imenovanje 56 kandidatov za nosilce najvišjih državnih funkcij oz. funkcij v institucijah EU. Od tega je 48 kandidatov predlagal v imenovanje državnemu zboru in samo v petih primerih od navedenih predlagani kandidati niso bili imenovani in se je postopek ponovil. Imenovanje namestnika predsednika Komisije za preprečevanje korupcije Predsednik Republike Slovenije Borut Pahor je za novega namestnika predsednika Komisije za preprečevanje korupcije imenoval Simona Savskega. Novi namestnik predsednika KPK Simon Savski je nastopil petletni mandat 1. avgusta 2019. Predsednik republike je podpisal ukaz o imenovanju Simona Savskega po pogovoru z izbirno komisijo, preučitvi njenega poročila, opravljenih razgovorih s kandidati in po javni predstavitvi Savskega kot kandidata za to funkcijo. Predsednik republike je ob tem izrazil pričakovanje najširše javnosti, da se bo KPK uspešno posvetila njenemu glavnemu poslanstvu, preprečevanju korupcije in v skladu s svojimi zakonskimi pristojnostmi pripomogla k njeni postopni odpravi. Dotedanjemu namestniku predsednika KPK dr. Igorju Lambergarju se je mandat iztekel 16. junija 2019. Predsednik republike je novega namestnika imenoval po tretjem javnem pozivu za zbiranje kandidatur za to funkcijo. Na prvi poziv je prispela ena kandidatura, ki po mnenju izbirne komisije ni izkazala izpolnjevanja formalnih zakonskih pogojev za to funkcijo. Po drugem javnem pozivu je izbirna komisija predsedniku republike kot primerna kandidata predlagala dva, mag. Zorana Dimovića in Rajka Geriča. Predsednik republike se je odločil, da bo še enkrat ponovil javni poziv, ker se je želel prepričati, da bo izbrani kandidat med prijavljenimi resnično najboljši in bo tako prepričana tudi večina javnosti. Obema kandidatoma, ki sta bila tokrat ocenjena za primerna, je predlagal, da se vnovič prijavita. Po opravljenih pogovorih po tretjem pozivu se je odločil, da bo na to funkcijo imenoval Simona Savskega. 4 Imenovanja v državnem zboru Guverner Banke Slovenije Predsednik republike je po tem, ko dr. Primož Dolenc ni dobil zadostne podpore za izvolitev, ponovil javni poziv za zbiranje kandidatur za prosto mesto člana Sveta Banke Slovenije – guvernerja. Po preučitvi kandidatur in opravljenih več posvetovanjih je predsednik republike izmed petih prijavljenih kandidatov državnemu zboru v imenovanje predlagal mag. Boštjana Vasleta. Mag. Vasle je bil za guvernerja Banke Slovenije izvoljen 19. decembra 2018. Varuh človekovih pravic 23. februarja 2019 se je iztekel mandat varuhinji človekovih pravic Vlasti Nussdorfer. Predsednik republike je postopku imenovanja novega varuha človekovih pravic posvetil še posebno pozornost in skrb. Za izvolitev varuha človekovih pravic je namreč potrebna dvotretjinska večina glasov vseh poslank in poslancev, torej najmanj 60. Na poziv predsednika republike je prispelo 9 predlogov kandidatur. Po opravljenih razgovorih s kandidati ter številnih uradnih in neuradnih pogovorih z vodji poslanskih skupin državnega zbora je predsednik republike za varuha človekovih pravic predlagal Petra Svetino. Novi varuh človekovih pravic Peter Svetina je bil 30. januarja 2019 izvoljen z 89 glasovi za – vsi prisotni poslanci in poslanke na seji državnega zbora so podprli njegovo kandidaturo. To je sicer največ glasov podpore izmed kandidatov, ki jih je predsednik republike Borut Pahor v svojem mandatu predlagal v izvolitev državnemu zboru. Član Sodnega sveta RS Po odstopu članice Sodnega sveta RS dr. Verice Trstenjak so bile 5. marca 2019 razpisane nadomestne volitve za enega člana Sodnega sveta RS. Predsednik republike je v skladu z zakonom predlagal za eno mesto dva kandidata, za novega člana Sodnega sveta RS je državni zbor imenoval dr. Sašo Preliča. 5 Člani Stalnega arbitražnega sodišča s sedežem v Haagu Republika Slovenija je 5. avgusta 2019 dobila možnost uvrstiti na seznam razsodnikov Sodišča Evropske unije v Luksemburgu tri člane. Ministrstvo za pravosodje je predsedniku republike posredovalo tri kandidature za omenjena mesta, vlada in sodni svet sta za vse tri sprejela pozitivno mnenje in s tem seznanila predsednika republike. Predsednik republike je po presoji in posvetu s poslanskimi skupinami državnemu zboru predlagal v izvolitev tri kandidate, prof. dr. Verico Trstenjak, prof. Jureta Vidmarja, dr. phil., PhD in Ano Stanič, ki so bili 21. maja 2019 tudi izvoljeni. Sodnik na Sodišču Evropske unije v Luksemburgu Predsednik republike je na podlagi posredovanih kandidatur za dve prosti mesti sodnikov na Sodišču Evropske unije v Luksemburgu od Ministrstva za pravosodje, pridobljenih mnenj vlade in sodnega sveta ter po posvetovanjih s poslanskimi skupinami državnemu zboru v izvolitev predlagal dva kandidata, dr. Marka Pavliho in Mira Preka. Državni zbor je na seji 8. marca 2019 kot kandidata za to mesto potrdil dr. Pavliho, Prek pa ni prejel dovolj glasov za izvolitev. Postopek za izvolitev sodnikov za obe prosti mesti se ponavlja in bo potekal še naslednje leto. Posvetovalni odbor iz člena 255 pogodbe o delovanju EU je namreč kandidaturo dr. Pavlihe za omenjeno mesto sodnika zavrnil. Sodnik Ustavnega sodišča RS Tudi leta 2019 so potekale volitve za mesto sodnika Ustavnega sodišča RS.

    SPEECH BY H.E. MARIE-LOUISE COLEIRO PRECA, PRESIDENT OF MALTA Let me begin by once again, welcoming Your Excellency, President Kolinda Grabar-Kitarović, on your second visit to the Maltese Islands. Furthermore, I look forward to your participation at the upcoming Arraiolos Group Meeting, which shall be held in September of this year. The high level Arraiolos meeting, which brings together non- executive Heads of States, from different European countries, will once again give us a powerful platform to discuss the challenges and opportunities facing the European Union, our region and beyond. I am so pleased to have you on board, and I am sure that the united commitment of our colleagues, during the Arraiolos meeting, will produce an environment of active dialogue and collaboration. Let me also take this opportunity to note the various other high level meetings that have recently taken place, and are evidence of the vibrant ties between our two countries. These have included meetings between our respective Ministers of Foreign Affairs, held in April, and bilateral talks between our Prime Ministers, held in March, where they discussed the future of the European Union, amongst other topics. Page 1 of 4 Relations between Malta and the Republic of Croatia have been strengthened by the importance that we both place, in the success of the European Project. Our mutual commitment reflects a deep kinship of values, founded on a common concern for peace within our regions, in our European Union, and throughout our world. I firmly believe that we must continue working together, to give due prominence to all issues that promote the prosperity and the wellbeing of all members of society in our nations.

Thank you, Ambassador, for sharing your thoughts with us, as we celebrate the National Day of Croatia. I would like to take the opportunity to convey, my sincere best wishes to my friend, President Kolinda Grabar-Kitarovic, and to the People of Croatia. Excellency, Our countries are united by many common values, which include a mutual commitment to democratic participation, and a deep concern for the wellbeing of our respective societies. In light of these shared European values, the relations between our countries have steadily strengthened since they were first established, in 1992. Frequent exchanges, at the highest levels, are further evidence of the close relations, which are enjoyed between Malta and Croatia. These have included meetings between our respective Ministers of Foreign Affairs and bilat- eral talks between our Prime Ministers, held last year. Let me also mention the participation of the President of Croatia during the Malta Meeting of the Arraiolos Group, which also took place in 2017. My State Visit, held earlier this year, led to the signing of an important agreement of coopera- tion between the Malta Chamber of Commerce, Industry and Enterprise, and the Croatia Cham- ber of Economy. This agreement reflects our mutual commitment to develop sustainable collaborations and po- tential partnerships, thereby developing inclusive prosperity for both our nations. Our countries hold positions of geo-strategic importance in the southern and eastern regions of the European Union.

    MALTESE NEWSLETTER 144 November 2016 Bulgaria President on state visit to Malta: President of Malta, Marie-Louise Coleiro Preca, received President of Bulgaria, Rosen Plevneliev, at The Palace in Valletta at the beginning of President Plevneliev’s State Visit to Malta. Following an exchange of gifts and decorations, both Presidents held bilateral talks together with their respective delegations. The topics covered during the meeting circled around Malta’s main priorities on the agenda of its EU Presidency in January 2017; the single digital market, the energy market, social inclusion and the current situation in the Mediterranean. President Coleiro Preca said that Malta and Bulgaria enjoy excellent diplomatic and political relations, as well as great people-to-people contact, with tourism between the two countries being the perfect example, coupled with the fact that in Malta there is a Bulgarian community of around 6,000 people. She said that despite the excellent relations, both Presidents discussed further potential between both countries, adding that ‘there is much scope for looking into how both countries can develop further bilateral trade’. During the meetings both Presidents also mentioned English language learning, where there are also possibilities for young Bulgarians to come to Malta to learn English. Finally, she thanked the Bulgarian President for the constructive meeting of the Arraiolos Group, held in Bulgaria last September.
