Ministry of Information and Communications and Intel to implement “PC for Life” Program

HO CHI MINH CITY, , October 29, 2010 – During a speech at the grand opening of Intel’s assembly and test factory, Paul Otellini, Intel President and CEO, today described Intel’s support of the Vietnamese government’s goal of accelerating national growth and competitiveness through technology. As an example of Intel’s efforts to accelerate growth of the nation’s technology industry, Otellini described a Memorandum of Understanding (MoU) signed between the Representative Office of Intel Semiconductor Ltd. in City and Vietnam’s Ministry of Information and Communications (MIC) on Oct 21, 2010. In the MoU, Intel pledged its support for the MIC’s “PC for Life” initiative. The agreement also aligns with the Vietnam’s 2020 ICT vision, which is intended to further bring PC and broadband Internet access to Vietnamese citizens, closing the digital divide and improving the knowledge and understanding of PCs and the Internet for the next generation of information workers. The MoU will be in place for 10 years following the program’s signature date. Affordable and ubiquitous access to information technologies will help the country develop an increasingly active role in driving innovation across the Pacific region. In addition, it will provide greater opportunities for individuals to increase their standard of living by providing access to Vietnam’s growing information economy while improving the overall competitive standing of the nation. *** Details of “PC for Life” Program Under the MoU for the “PC for Life” program, Intel and the MIC will collaborate on three areas to support the Vietnam’s 2020 ICT vision to enable 80% of Vietnamese households (16 million citizens) to have computers and access to broadband Internet services: Policy and Strategy Consultancy An Advisory Committee will be formed with the participation of related government bodies and businesses to develop and consult on strategies and policies to socialize and popularize PC and Internet services across the country. A deployment plan will also be developed to effectively sustain and manage the “PC for Life” program. Education and Raising Awareness Intel and the MIC will jointly organize conferences, events, education and train-the-trainer programs to raise the ability of using PC and Internet services especially for citizens in

Intel/Page 2 Vietnam’s remote areas. In terms of training and education, the collaboration involves editing and developing curriculum, technical and training documents on PC and Internet services know- how. Supporting ICT Industry Development Intel and the MIC will jointly work with the ecosystem to advance the development of the ICT industry. For instance, they will jointly enable local PC manufacturers to develop and enhance high-quality Vietnamese PC brands, as well as design and manufacture affordable/subsidized PCs and devices through sharing of industry best practices and consulting. Technical support will also be provided to software companies to develop applications and digital content suitable for the Vietnamese culture. Lastly, to advance Vietnam’s R&D capabilities, technical support will be provided to local companies to establish R&D centers aiming to design and manufacture affordable PCs, devices, software and contents. *** Background of “PC for Life” Program In support of the World Information Technology Forum (WITFOR) 2009 in Vietnam, the MIC initiated the “PC for Life” initiative to donate PCs to underprivileged cities and provinces. Until December 2009, approximately 2,300 PCs, 300 printers and other peripherals were donated to schools, centers for the disabled, border-guard posts, and other establishments in underprivileged areas in over 40 provinces throughout the country. Participating provinces include Yen Bai, Son La, Tuyen Quang, Can Tho, Gia Lai, , Cao Bang, Ha Giang, Quang Binh, Quang Tri, Thanh Hoa, Nghe An, Dak Lak, Dak Nong, Dien Bien, Lai Chau, Son La, Tay Ninh, Ha Tinh, Lao Cai, Cao Bang, Bac Kan, Hau Giang, and Bac Lieu. In the “PC for Life” initiative framework, Intel and the MIC will cooperate to extend the program to the next phase with the target of bringing Internet and PC to every Vietnamese citizen, bridging the digital divide, and improving digital literacy. “PC for Life” program aims to accelerate access to information and advanced technologies for all levels of Vietnamese society in the 21st century. – 30 – Intel, the Intel logo, Atom and Core are trademarks of Intel Corporation in the United States and other countries. * Other names and brands may be claimed as the property of others.
