The Civil Aviation Department (“CAD”), Haryana (hereinafter referred to as the “Authority”)seeks the participation of private entities for the development of the Flight Training Organization at Hisar, through a long-term development agreement (“LDA”), on a “LEASE” basis and has decided to carry out the bidding process for selection of the private entities for the PROJECT, as detailed in this Tender document; The scope including inter alia, all works related to, or incidental to, or required to be undertaken for setting up the PROJECT at Hisar Airport in accordance with the provisions of the LDA and applicable laws, including the commercial development of the Flying Training Organization on a LEASE basis or otherwise and has decided to carry out the bidding process for the selection of a private entity to whom the Project may be awarded for the purpose. The Authority invites applications from Bidder(s) in separate bids - interested in bidding for the Project on the terms and conditions as contained in this Tender. The Authority will evaluate the proposals submitted and shortlist one or more of the Bidder(s) for negotiations for award of the contract for the Project, in accordance with this Tender. Bidders may be invited, if required, to attend a pre-bid meeting in accordance with the terms of this Tender. Online bids are invited for participation of private entities for the setting up of Flying Training Organizations (FTO) and operate flying training organizations in single stage two cover system i.e. Request for Technical Bid (under Technical Envelope) and Request for Financial Bid (comprising of price bid Proposal Commercial Envelope): Page 6 of 71 CIVIL AVIATION DEPARTMENT: GOVERNMENT OF HARYANA 3. Under this process, the Technical online bid Application as well as online Price Bid shall be invited at single stage under two covers i.e. Technical & Commercial Envelope. Eligibility and qualification of the Bidder will be first examined based on the details submitted online under first cover (Technical) with respect to eligibility and qualification criteria prescribed in this Bidding document. The Price Bid under the second cover shall be opened for only those bidders whose Technical Applications are responsive to eligibility and qualifications requirements as per bidding document. 4. Interested bidders must deposit Bid Security/EMD, Bid Document Fee and Bid Processing Fee specified as per ITB clause 21.2. 5. Bidders have to complete ‘Bid Preparation & Submission’ stage on scheduled time as mentioned in Critical Date Sheet. If any bidder failed to complete the aforesaid stage in the stipulated online time schedule for this stage, his/ her bid status will not be allowed to be submitted by the eProcurement System. 6. Bidder must confirm & check their bid status after completion of his/her all activities for eProcurement. The bids shall be submitted online in two separate envelopes: Envelope 1: Technical Bid The bidders shall upload the required eligibility & technical documents online in the Technical Bid. Envelope 2: Commercial Bid The bidders shall quote the prices in price bid format under Commercial Bid. CONDITIONS: - 1. Conditional bids will not be entertained & are liable to be rejected. 2. In case the day of opening of bids happens to be holiday, the bids will be opened on the next working day. The time and place of receipt of bids and other conditions will remain unchanged. 3. The undersigned reserve the right to reject any bid or all the bids without assigning any reasons. 4. The Jurisdiction of court will be at Chandigarh. 5. The bids of the bidder who does not satisfy the qualification criteria in the bidding documents are liable to be rejected summarily without assigning any reason and no claim whatsoever on this account will be considered. Bidder must strictly abide by the stipulations set forth in Bidding Document while bidding. 3. Bids quotations which are dependent upon the quotations of another bids shall be summarily rejected. Page 8 of 71 CIVIL AVIATION DEPARTMENT: GOVERNMENT OF HARYANA “Instructions for Online Bid Submission” The bidders are required to submit soft copies of their bids electronically on the CPP Portal Haryana, using valid Digital Signature Certificates. The instructions given below are meant to assist the bidders in registering on the CPP Portal Haryana, prepare their bids in accordance with the requirements and submitting their bids online on the CPP Portal Haryana. More information useful for submitting online bids on the CPP Portal Haryana may be obtained at: https://etenders.hry.nic.in REGISTRATION 1) Bidders are required to enroll on the e-Procurement module of the Central Public Procurement Portal Haryana (URL: https://etenders.hry.nic.in) by clicking on the link “Online bidder Enrollment” on the CPP Portal Haryana. 2) As part of the enrolment process, the bidders will be required to choose a unique username and assign a password for their accounts. 3) Bidders are advised to register their valid email address and mobile numbers as part of the registration process. These would be used for any communication from the CPP Portal Haryana. 4) Upon enrolment, the bidders will be required to register their valid Digital Signature Certificate (Class II or Class III Certificates with signing key usage) issued by any Certifying Authority recognized by CCA India (e.g. Sify / nCode / eMudhra etc.), with their profile. 5) Only one valid DSC should be registered by a bidder. Please note that the bidders are responsible to ensure that they do not lend their DSC’s to others which may lead to misuse. 6) Bidder then logs in to the site through the secured log-in by entering their user ID / password and the password of the DSC / e-Token. SEARCHING FOR TENDER DOCUMENTS 1) There are various search options built in the CPP Portal Haryana (https://etenders.hry.nic.in), to facilitate bidders to search active tenders by several parameters. These parameters could include Tender ID, Organization Name, Location, Date, Value, etc. There is also an option of advanced search for tenders, wherein the bidders may combine a number of search parameters such as Organization Name, Form of Contract, Location, Date, Other keywords etc. to search for a tender published on the CPP Portal Haryana. 2) Once the bidders have selected the tenders they are interested in, they may download the required documents / tender schedules. These tenders can be moved to the respective ‘My Tenders’ folder. This would enable the CPP Portal Haryana to intimate the bidders through SMS / e-mail in case there is any corrigendum issued to the tender document. PREPARATION OF BIDS 1) Bidder should take into account any corrigendum published on the tender document before submitting their bids. 2) Bidder should go through the tender advertisement and the tender document carefully to understand the documents required to be submitted as part of the bid. Please note the number of covers in which the bid documents have to be submitted, the number of documents - including the names and content of each of the document that need to be submitted. DEVELOPMENT OF INTERNATIONAL AVIATION HUB AT HISAR The Haryana Government is having basic infrastructure at Hisar which can be used for development of an Integrated Aviation Hub which aims to capture both, short, medium and long term opportunities arising out of a booming aviation sector in India. Existing Infrastructure – Government owned land - 4,200 acres adjoining the Hisar airfield Airstrip (4000*150 feet) Hangars, terminal building and compound wall Operational Flying Club i. In furtherance to this objective, the State Government engaged an international consultant, M/s Frost and Sullivan in March 2016, to have conduct a feasibility study regarding development of an Integrated Aviation Hub including an International Airport at Hisar. The feasibility study has been completed and has indicated a strong viability for the project. ii. The state government floated an EOI in 17.02.2017 and held a meeting was held with interested developers to gauge interest and feedback on 10th March 2017. Top airport & infrastructure developers including GMR, GVK and Essel Infra, Bird Group, L&T, BAPL have expressed interest in the project. iii. State Government has decided that the existing Hisar airport would be upgraded into an Integrated Aviation Hub in three phases as under: a. Phase - I Domestic Airport under the Regional Connectivity Scheme (RCS) b. Phase - II Small scale MRO Fixed base operations (FBO) Defence Manufacturing and Defence MRO c. Phase - III Aerospace Manufacturing Aviation Training Centre and Aviation University International Airport Aerotropolis – Commercial and Residential (II). The aim is to achieve blending targets of ethanol with petrol (Ethanol Blending Programme). Key Points Ethanol Blending Programme (EBP): Aim: It aims at blending ethanol with petrol, thereby bringing it under the category of biofuels and saving millions of dollars by cutting fuel imports and decreasing carbon emissions. Target: The target is to achieve 20% blending of ethanol by 2025. Ethanol Extraction from Foodgrains: In 2018, the Central Government extended the ambit of the EBP programme to extract the fuel from surplus quantities of food grains such as maize, jawar, bajra fruit and vegetable waste. Earlier, only excess sugarcane production was allowed to be converted into ethanol for procurement under the programme. Financial Assistance for Expansion of Ethanol Distillation Capacity: The government will provide interest subvention (on loans) to encourage the funding in this sector. Aim: To set up distilleries for producing 1st Generation (1G) ethanol from feed stocks such as cereals (rice, wheat, barley, corn & sorghum), sugarcane, sugar beet etc. To convert molasses (a sugar byproduct) based distilleries to dual feedstock. Expected Benefits: Enhancing Farmers’ Income Provide Employment Promote Distributed Ethanol Production Related Initiatives: E20 Fuel: Earlier, the Indian government had invited public comments for introducing adoption of E20 fuel (a blend of 20% ethanol with gasoline). ANNOUNCEMENT CODE 9772, DATE 29.12.2014 The Hon’ble Chief Minister, Haryana had announced on 29.12.2014 that Hisar Aerodrome will be elevated as International Airport. The Haryana Government is having 196 acres of land at Hisar Aerodrome and additional 3000 acres of land has been identified adjoining the existing aerodrome at Hisar which can be used for development of International Airport. The State Government engaged an international consultant M/s Frost and Sullivan who have conducted a feasibility study and have indicated a strong viability for the project. The primary task of the consultant shall be to conduct feasibility study and prepare detailed technical qualifications/parameters to help the Government in floating global tenders and ensuring financial closure in PPP mode. Finance Department had allocated budget of Rs. 50.00 crore for the financial year 2016-17 and the same provision has been made for the current financial year 2017-18 under the Swaran Jayanti Scheme. Various meetings were called by the then Principal Secretary Civil Aviation regarding PWD works to be carried out at Civil Aerodrome, Hisar and other aerodromes/airstrips situated in the State. The Administrative approvals were issued to PWD (B&R) authorities for execution of various works at Civil Aerodrome/Airstrip. Hon’ble CM Haryana requested the Hon'ble Minister of Defence, Government of India vide letter dated 05.04.2016 & 04.08.2016 for developing Hisar as the MRO Hub for Fighter Aircraft of the Indian Air force and Helicopters of the Indian Army in North India under the auspices of Hindustan Aeronautics Limited (HAL).
