ACKNOWLEDGMENTS I remember that when I was a young boy, my father's family would gather in reunion— usually around Valentine's Day— at the home of my Great Aunt Lulu. There, Uncle Harry would fascinate me with tales of his days as a young cadet at Western Military Academy, not too far from St. Louis. I also remember how, several years later, I was duly impressed while visiting a new friend, after discovering a military school year book— from, I believe, Indiana's Culver Military Academy— in which he appeared in a smart uniform with a Sam Browne belt while participating in such amazing activities as the manual of arms, sabre practice, or cavalry drill. And more recently, I remember how— as a new executive officer— my battalion logistics officer could so easily disrupt a staff meeting by regaling us with hilarious stories of his junior college experience at the Marion Military Institute in Alabama. To all of these ex-cadets, I thank you for spawning my interest in the American military school. There are others I wish to thank as well.     THE LAKE PLAN MALCOLM AND ARDOCH LAKES BACKGROUND DOCUMENT i DISCLAIMER The information contained in this document is for information purposes only. Boaters and snowmobilers/all-terrain vehicles must take due care at all times on the lakes; users of the lakes are responsible for their own safety and well-being by making themselves aware of any hazards that may exist at any given time. BACKGROUND Preliminary work for the Lake Plan began in 2012 when the Malcolm Ardoch Lakes Association executive were asked for information related to the water quality of the two lakes. Some information was available through the Ministry of the Environment Lakes Partner Program due to the efforts of Ron Higgins for Malcolm and Ruth Cooper for Ardoch Lake who conducted water sampling to provide Secchi data. A second source was the five-year sampling rotation conducted by Mississippi Valley Conservation Authority. The implications of water quality and water levels initiated discussions about the need for consistent monitoring on the lakes. A Committee was formed under the leadership of Ron Higgins and topics beyond water quality were identified. A land development proposal for Ardoch Lake became an urgent matter and the Lake Plan was delayed.

During this period, it is apparent that certain sports facilitated a rapid expansion of activities when the railway brought thousands of new settlers to the province in the closing years of the century.

On June 17, 2015, a gunman walked into Emanuel African Methodist Episcopal (A.M.E.) Church and opened fire on women, men and children concluding a Bible Study while their eyes were closed, “watching God.” The nine people killed were armed with Bibles and the Holy Spirit. My childhood friend and ministerial colleague, Rev. Clementa Pinckney, was killed. Our text message stream is still in my cellphone; I will not erase it. Waltrinia Middleton, a college friend, and her aunt, Rev. DePayne Middleton-Doctor, were killed. These personal relationships made the tragedy sink in even more. On July 10, 2015, the Confederate flag was removed from the South Carolina State House. Many in my state and across the nation began having more serious conversations about race. I tremble thinking what it cost us to get there. Emanuel A.M.E. Church is one of the most historic African- American churches in the nation. And Charleston is dubbed the “Holy City” for the plethora of churches that make up its landscape. Every corner of Charleston reminds us of past prejudices, recent hates and an optimistic future. There is a beauty in the city that is majestic. The nation saw it in the outpouring of love after June 17. The Book of Psalms was the hymnbook of ancient Israel.

DONOR INFORMATION The Roy D. Williams Papers were donated to the State Historical Society of Missouri on 8 October 1979 by Paula Schumacher, Kenneth W. Simons II, and Mitchell Roy Simons (SHS Accession No. 2278). An addition was made to the papers on 7 February 1983 by Paula Schu- macher (SHS Accession No. 2465). BIOGRAPHICAL SKETCH Roy D. Williams was born in Boonville, Missouri, on 1 January 1881, the son of William Muir and Jessie Evans Williams. He attended Kemper Military School in Boonville and the Uni- versity of Missouri in Columbia. While at the latter he was a member of Sigma Nu, Delta Theta Phi, and Theta Nu Epsilon. Although Williams did not attend law school, he learned law in the office of his father. Williams was admitted to the Missouri Bar in 1906 and engaged in private practice in Boonville. Williams was appointed to many important positions. He was chairman of the state's first Tax Commission, commissioner on the Kansas City Court of Appeals, special assistant to the attorney general of the United States, assistant to the district attorney of the Western District of Missouri, hearing officer for conscientious objectors, and board member of the Confederate Home in Higginsville.

  • Former Governors of Illinois
    FORMER GOVERNORS OF ILLINOIS Shadrach Bond (D-R*) — 1818-1822 Illinois’ first Governor was born in Maryland and moved to the North - west Territory in 1794 in present-day Monroe County. Bond helped organize the Illinois Territory in 1809, represented Illinois in Congress and was elected Governor without opposition in 1818. He was an advo- cate for a canal connecting Lake Michigan and the Illinois River, as well as for state education. A year after Bond became Gov ernor, the state capital moved from Kaskaskia to Vandalia. The first Illinois Constitution prohibited a Governor from serving two terms, so Bond did not seek reelection. Bond County was named in his honor. He is buried in Chester. (1773- 1832) Edward Coles (D-R*) — 1822-1826 The second Illinois Governor was born in Virginia and attended William and Mary College. Coles inherited a large plantation with slaves but did not support slavery so he moved to a free state. He served as private secretary under President Madison for six years, during which he worked with Thomas Jefferson to promote the eman- cipation of slaves. He settled in Edwardsville in 1818, where he helped free the slaves in the area. As Governor, Coles advocated the Illinois- Michigan Canal, prohibition of slavery and reorganization of the state’s judiciary. Coles County was named in his honor. He is buried in Philadelphia, Pennsylvania. (1786-1868) Ninian Edwards (D-R*) — 1826-1830 Before becoming Governor, Edwards was appointed the first Governor of the Illinois Territory by President Madison, serving from 1809 to 1818. Born in Maryland, he attended college in Pennsylvania, where he studied law, and then served in a variety of judgeships in Kentucky.

Part 1 presents data for individual colleges listed by state. For each college, it provides the following information: the name, city, and zip code of the institution; the name of the chief executive officer; type of control (i.e., public or private); fall 1986 and 1987 headcount enrollment in credit classes of full-time, part-time, and minority students; noncredit enrollment for 1986-87; number of full- and part-time faculty teaching credit classes in fall 1987; number of administrators employed in fall 1987; and annual tuition and required fees for the 1987-88 academic year. Part 2 presents statewide data on both public and private two-year colleges. Tha state summaries include the number of colleges; fall 1986 and 1987 full- and part-time and total headcount enrollment in credit classes; fall 1987 minority enrollment in public institutions; and the numbers of faculty employed full- and part-time in fall 1987.
