Adjournment County of Stettler 3 October 9, 2019 - Regular Council Meeting Stettler Region Health Professions Attraction & Retention Committee Terms of Reference Purpose The purpose of the Committee is to build a sustainable system for health professional attraction and retention in collaboration with local health professionals which will ensure ongoing health-care service provision to the community. Objectives 1. To coordinate attraction and retention of needed health professionals amongst the existing provider, Alberta Health Services (AHS) and the community. 2. To reduce the need for recruitment by focusing on retention efforts. Efforts should focus on three areas: a. Settling in and integration of health professionals; b. Family integration into the community; and c. Family quality of life interests. 3. To facilitate community involvement in the attraction and retention process together with health professionals and AHS. Membership 1. The Committee should consist of a maximum of ten twelve members, with representation from each of the following groups: • Local Government (2 people) 50% Town and 50% County • Health professional (1 person); • PCN (1 person) • Clinic representation (2 people); • Stettler Hospital Site Manager (Including communication between Hospital Foundation) • Community (2 people)- including a cross- section of business owners, culture/ leisure, and volunteers; and • RhPAP community consultant 2. The Committee will appoint the following positions: Chair and Vice- Chair 3. Administrative support for the committee will be provided by the Stettler Regional Board of Trade & Community Development Term Members of the A&R committee shall be appointed for a term of two years, with appointments being staggered to allow for continuity and stability of the committee. Members representing the County, The Municipalities, shall ensure that representatives and alternate members are appointed annually by their own Councils. These members are responsible to ensure alternates are advised of meetings if they are unable to attend. County of Stettler 4 October 9, 2019 - Regular Council Meeting Meetings 1. Meeting shall be held every two months or at the call of the Chair. No meetings will be held during the months of July and August. 2. A simple majority of regular members of the Committee will constitute a quorum. 3. Minutes of each A&R Committee meeting shall be shared by membership delegates back to their organization and various stakeholders. 4. Minutes will be available to the public once approved by the Committee at a subsequent meeting. 5. Minutes shall be distributed to members within one week of the meeting whenever possible. It is the responsibility of those members to forward information from the minutes as necessary. 6. An Agenda shall be prepared and distributed to members via email one week in advance of the next scheduled meeting. Communication The Chair shall be the contact for the Committee, unless there is an alternate designate. Administration will ensure that approved messages and actions of the committee are communicated to residents by way of newspaper, municipal websites, or other forms of communication. Each member will be responsible to communicate anything that will affect the activities of the committee. For example; clinics, hospital, physicians, residents, students, locums. This information can be shared monthly via email the Stettler Regional Board of Trade & Community Development ([email protected]). Governance Structure 1. The A&R Committee shall function on a collaborative/ consensus committee process, meaning that all parties should participate equally, and that decision making will aim to generate full agreement on any course of action to be followed. Formal voting is required only as a last option. 2. The Committee may decide to appoint working sub-committees to serve specific functions, such as physician attraction, clinic issues, communication and marketing, organizing a site visit, housing, spousal employment, etc 3. Such working sub-committees shall be chaired by one member of the A&R Committee and may include additional members outside the Committee. All working sub-committees should report back to the Committee on a regular basis. Budget A work plan will be established for the following year and brought to partners for financial consideration. County of Stettler 5 October 9, 2019 - Regular Council Meeting County of Stettler 6 October 9, 2019 - Regular Council Meeting One of the action items out of the 2019 AGM was to contact the County of Stettler bylaw enforcement officer to determine what the process was to allow snow mobile access on the ER lands in the Scenic Sands community. This came about as a Scenic Sands resident complained to the County of Stettler last winter about a snow mobile on the ER. The County has indicated that they now will be enforcing the OHV restriction (off highway vehicle) which includes snowmobiles on the ER. Historically, Scenic Sands residents have been using the ER to access the lake for snowmobiling. This restriction will now force some Scenic Sands residents to use Buffalo Drive to access the lake. Buffalo Drive can have unsafe driving conditions for snow mobiles and the snow mobile traffic will now be focused on one road causing increased noise for the resident who live along Buffalo
