What does this phenomenon consist of? Viacheslav Briukhovetsky: We should begin with the fact that like most universities of the time, the Kyiv-Mohyla Academy (KMA) had its beginnings as a school. Such was the case with Oxford and most other prominent universities that also had their beginnings as small schools. The school from which the Kyiv-Mohyla Academy emerged was the Bratsk [Brotherhood] Orthodox School of the Bratsk Monastery. Its founder was Halshka Hulevychivna, who did not form the school’s academic concept, but provided land and buildings for the school (including her own domicile). The first rector was Iov Boretsky, who mapped the ideology of the school. It is more than likely that the Bratsk School was not founded in 1615. Information exists (unfortunately, no documents survive) that this could have happened in 1585. But the first documented date is 1615. The report is prepared with the cooperation of members of the Transcarpathian Hungarian Cultural Association, the Transcarpathian Association of Hungarian Pedagogues, the Democratic Alliance of Hungarians in Ukraine, the A. Hodinka Linguistic Research Centre, and the T. Lehoczky Research Centre. It focuses on issues of implementation of the Framework Convention for the Protection of National Minorities in Transcarpathia, and aims to complement the government’s periodic report by shedding light on the perspective of the national minorities and the users of regional and minority languages and point out some problematic issues, which remain unsolved despite the ratification of the Framework Convention for the Protection of National Minorities. The following comments address issues raised in the Ukrainian Government’s report. They are structured according to the Articles of the Framework Convention. These comments are in no way comprehensive, and a lack of response to some of the Government’s statements should not indicate their acceptance or endorsements. Simply for the sake of brevity we concentrated on questions that seemed to be the most important, or where the most relevant recent developments have taken place. It analyzes political and social conditions that influenced the process of reform. The author pays particular attention to the concept of university autonomy, its development and implementation in Ukraine, considering legal and institutional efforts. The impact and experience of some leading institutions like Kyiv-Mohyla­­ Academy is discussed.   • Political Responses to Worker Dissent in Ukraine During the Financial Crisis
    Eduard Klein emecon 1/2014, www.emecon.eu/Klein Employment and economy in Central and Eastern Europe emecon.eu Post-Soviet anti-corruption reforms in higher education: Explaining the success of external independent testing in Ukraine Eduard Klein Corruption during university admission has become an endemic phenomenon in many post-Soviet states. In the last decade, most countries in the region reformed their admission system and implemented external exams to combat corruption and provide equal access to qualitative education. Ukraine introduced its External Independent Testing (EIT) in 2008. Despite a non-favourable socio-political context, experts and the majority of citizens regard the EIT as one of the most successful reforms in Ukraine. How can this positive outcome be explained? The paper argues that in addition to the distinctive political will of key stakeholders and the involvement of domestic NGOs in the reform implementation, external democracy promotion programs which fostered capacity building were a decisive factor for the success. To prove this claim, the article traces the reform process, focusing on the impact of the main external actors. Key words: Anti-Corruption, higher education, civil-society advocacy, external assessment, external democracy promotion, Ukraine. Introduction The collapse of communism and, as a consequence, the complex systematic transformation of the political, economic and societal sphere in the post-Soviet world had an enormous impact on the higher educational systems in the successor countries. The Soviet education system, characterized by, among other things, an ideological orientation towards “real existing socialism”, centralisation, tight state control under the ministries, a strong hierarchy, political cadre demand, priority placed on technical disciplines (Mühle 1995), had to be radically reformed and transformed into an internationally competitive and market-oriented higher education sector.

    Condensed MatTER Physics, 2020, Vol. 23, No 3, 37001: 1–2 DOI: 10.5488/CMP.23.37001 HTtp://www.icmp.lviv.ua/journal Obituary In MEMORY OF Professor Ivan VAKARCHUK (1947 — 2020) Professor Ivan Vakarchuk, a leading Ukrainian physicist, statesman and public figure passed away in Lviv on April 4, 2020. Ivan Vakarchuk was born on March 6, 1947 in the village of Stari Bratushany of Jedynets’ district (now in Moldova). He graduated from the Physics Department of Ivan Franko State University of Lviv in 1970 and defended the PhD thesis (1974) under supervision of Prof. Ihor Yukhnovskii. After defending in 1980 the habilitation thesis entitled “Microscopic theory of Bose-liquid” he became one of the youngest doctors of sciences (D.Sc.) in Ukraine and in the Soviet Union. At the same time, he took the post of the head of quantum statistics department in the newly established Lviv Division “Statistical Physics” of the Institute for Theoretical Physics of Acad. of Sci. of UkrSSR and became a deputy-director of this Division (in 1990 on the base of the Division the Institute for Condensed Matter Physics of NAS of Ukraine was established). Since 1984 Prof. Vakarchuk headed the Chair for theoretical physics of the Ivan Franko State University of Lviv, was Rector of this university (1990–2007, 2010–2013) and Minister of Education and Science of Ukraine (2007–2010).
