1.0 INTRODUCTION

1.1 This Transport Statement has been prepared by David Tucker Associates (DTA) on behalf of A R Cartwright Construction Limited. The report reviews the transport and highways implications of a development of a further 15 dwellings on land at Birmingham Road, Ansley. The site layout plan is attached at Appendix A. The location of the site is shown in Figure 1.

1.2 The development site has been subject to a previous planning application (ref: PAP/2015/0692) for 34 dwellings. Planning permission was granted in November 2016.

1.3 The combined development, at 49 dwellings, is below the level individually or combined which warrants a formal Transport Statement, as defined in the (now withdrawn) DfT Guidance for Transport Assessment (2007). The National Planning Policy Framework and support guidance do not provide explicit guidance however it is clear that in the wider context the impact of such a small development will not generate significant amounts of movement in the context of Paragraph 32.

1.4 The site is situated in an accessible location with access to bus services, local amenities and adequate footways.

1.5 The consented site access is capable of accommodating the consented development and the additional development now proposed.

1.6 It is concluded that the proposals will not result in a material impact on the adjacent highway network and there are no existing highway issues which need to be addressed in respect of the proposals.

2.0 EXISTING CONDITIONS

2.1 Site Location

2.1.1 The site is located in the Ansley village which is located to the west of Nuneaton in District. Ansley village has a number of local facilities including a village store, fish bar, public houses, social club and community buildings including a Parish Hall located immediately adjacent to the site.

2.1.2 In addition to the facilities within the Ansley itself, there additional facilities in adjacent communities including New Arley (2.5km primary school) and Galley Common (2.0km local shops, medical centre). Nuneaton is the main local service centre, the centre of which is less than 7km from the site by road.

2.1.3 The site is currently grazing and access currently provided via an access way which runs along the western boundary to No 60 Birmingham Road approximately 3.7 metres wide.

2.2 Local Transport Network

2.2.1 B4112 Birmingham Road is a single carriageway road through an existing residential area measuring approximately 6.2 metres in width. Adequate footways and street lighting are provided. The speed limit within the vicinity of the site frontage is 30 mph. It is a bus route with services operating in both directions.

2.2.2 To the southeast of Ansley there is a four arm roundabout junction with Tunnel Road, leading up into Galley Common, Arley Lane, leading south into Arley, and A4112 Ansley Road, which runs eastwards to Nuneaton Town Centre.

2.2.3 To the northwest of Ansley the B4112 joins to the A4114 Coleshill Road at Church End. To the east the A4114 joins back to Nuneaton Town Centre via Hartshill. To the west the A4114 links across to the west to Coleshill and onwards to Birmingham.

2.3 Public Transport

2.3.1 The main bus services to Ansley are operated by Stagecoach. The nearest bus stops are a short distance to the southeast of the site. The southeastbound stop for services toward Nuneaton town centre has a bench and information panel.

2.3.2 A summary of the bus services and frequencies are detailed in Table 1 below.

2.4 Road Safety

2.4.1 The personal injury access data for the full calendar years 2012 to 2016 (source Crashmap) has been reviewed. This data shows that there three incidents overall with Ansley. None of the incidents occurred in the immediate vicinity of the site. All of the collisions resulted in slight injuries involving vehicles.

3.0 DEVELOPMENT AND ACCESS PROPOSALS

3.1 Development Proposals

3.1.1 The proposals involve the construction of 49 dwellings on grazing land the northeast of existing residential properties on Birmingham Road. A site layout is included in Appendix A.

3.2 Car and Cycle Parking

3.2.1 Car parking has be provided in line with North Warwickshire Development Plan at Appendix 4. The site is not within the core shopping area or market town centre and therefore the requirement is 1 space for 1 bedroom properties plus 0.5 for visitor parking and for 2+ bedroom properties, 2 spaces. There is no specific standard for cycle parking although the majority of houses are provided with a garage that would be suitable for cycle storage.

3.3 Refuse Servicing

3.3.1 Vehicle tracking has been undertaken based on a large refuse vehicle. This confirms that the site can be efficiently serviced. A tracking drawing is shown on DTA Drawing 14078-11.

3.4 Access Arrangements

3.4.1 The proposed site access has been agreed with WCC as part of the previous planning application for the site. The new site access will be taken off Birmingham Road. The bellmouth itself will have 6.0m kerb radii and the access road itself will be 5.5m wide. Footways will be provided on both sides of the road for the initial section into the site and pedestrian crossing points will be provided across the minor arm. The proposed access arrangements are shown on DTA Drawing 14078-06a.

3.4.2 The visibility splays at the access full comply with the requirements set out in Manual for Streets 2 for a 30mph. The speeds recorded running past the site show that there is a proportion of traffic travelling in excess of the posted speed limit. The available visibility

at the access is also commensurate with the current speeds. This is achievable from a setback of 2.4m.

4.0 TRAFFIC GENERATION AND IMPACT

4.1 Traffic Generation – Consented Scheme

4.1.1 The development site has planning consent for 34 dwellings. The Transport Statement was prepared by DTA in 2015, which included trip rates agreed with WCC for a nearby site on Tunnel Road, Nuneaton.

4.1.2 Tables 4 and 5 provide a summary of the resulting trip rates and traffic generation estimate for the 34 dwellings.

4.2 Traffic Generation – Revised Scheme

4.2.1 The revised scheme includes an additional 15 dwellings. Applying the trip rates as presented above, the additional 15 dwellings is predicted to generate 9 two-way vehicular trips during the AM peak and 10 two-way vehicular trips during the PM peak. The additional traffic generation from the site is minimal commensurate with only an additional 1 vehicle every 6 minutes during the peak hour periods.

4.3 Traffic Impact

4.3.1 During the peak hour periods there will be around 1 additional vehicle every six minutes in the peak direction of flow. This will have no material impact on the operation of the local road network.

5.0 SUMMARY AND CONCLUSIONS

5.1 This Transport Statement has reviewed the transport impact associated with the proposed development for the development of a further 15 houses on land at Birmingham Road, Ansley Nuneaton. The development site has been subject to a previous planning application for 34 dwellings. Planning permission was granted in November 2016. Overall the combined development would be for 49 houses.

5.2 The site is centrally located within Ansley adjacent to the parish hall. The proposed access arrangement has been previously agreed with WCC. Access to the development will be wholly from the already consented access road.

5.3 The site is situated in an accessible location with hourly bus services to Nuneaton, adequate footways and an on-road cycle route.

5.4 The additional traffic generation from the site is minimal. This will have no material impact on the operation of the local road network.

5.5 In conclusion, the proposals will not result in any material impact on the adjacent highway network and it is considered that there are no highway or transport reasons to refuse planning permission.
