Transnet to Prioritise Transportation of Essential Goods Transnet to Prioritise Transportation of Essential Goods [Johannesburg; 27 March 2020], In line with government’s call for a 21-day lockdown of the country in order to minimise the spread of the COVID-19 virus, Transnet SOC Ltd has taken the decision to scale down all of our transportation services and operations of non-essential cargo during the state lockdown. As Transnet, our primary concern continues to be the health and safety of our employees and the local communities in which we live and work. The services we render are also essential to the efficient functioning of our economy, more so in this time. After consultation with various stakeholders, Transnet has comprehensively assessed its environment and the impact of its services to South Africa at large, during this regrettable COVID- 19 era. The following operations and commodities will be prioritised: Transnet Port Terminals (The port terminals are responsible for movement of cargo to and from vessels). In this part of the business, Transnet has taken a decision to reduce staff in some of the terminals with the exception of operations for Agri-bulk products namely; soya bean meal, fertiliser and woodchips, which will be, serviced on single berths operation at East-London, Richards Bay and Durban Agri terminals. Break-bulk terminals will also function on single berth operation in order to handle essential break- bulk goods and containers. Break-bulk commodities will be handled at the Port of Cape Town, Richards Bay and Durban multi-purpose terminals. Multi-purpose terminals at the ports of East London, Saldanha, Port Elizabeth and Maydon Wharf in Durban will be closed. Transnet has also taken a decision to close all automotive terminals. All containers bringing in essential goods into the country will be serviced using single berth facilities in some ports. The Durban Container Terminals (DCT) Pier 2 will operate only two berths on reduced staff complement. Other container terminals including the Nqgura, Cape Town, Port Elizabeth will operate on a single berth. Meanwhile, the Cape-Town Multi-Purpose Terminal will also handle containers on a single berth. All bulk terminals, which handle mineral mining commodities will be scheduled as per demand from mining customers, subject to approval by the Department of Public Enterprises and Department of Mineral Resources. 1 Transnet employees working at these terminals (bulk terminals) will be requested to return to work based on the demand by the mining industry. All employees will adhere to the precautionary measures and continue practising strict levels of personal hygiene and ensure that full personal protective equipment (PPE) is worn at all times. Transnet National Ports Authority (The ports authority provides port infrastructure to facilitate imports and exports of essential products through the servicing of vessels). All ports will remain open with the following operational services prioritised and manned at all times; o Port control o Maritime service o Safety o Security and health services. Staff complement in the eight ports will be reduced in line with the regulations issued by Government. Transnet Freight Rail (Freight rail is responsible for transportation of goods through the rail network across the country). Transnet will continue to transport coal to Eskom power stations. The following en-route trains have been prioritised based on their loads being transported prior to or during the lockdown; o high value trains, o trains with perishable goods as well as trains with sensitive goods. Other rail operations during the lockdown will be provided under following four service levels: Essential services: include fuel, containers, timber, chemical products, agricultural products, coal for hospitals and power generation. Transnet’s health train, Phelophepa will also remain operational. The following critical inland container terminals will be operational: City Deep on day shift for 7 days, other inland terminals including Kascon, Pretcon and Belcon to be opened Monday to Friday only. The following inland terminals will be closed: Vaalcon, Bayhead, Catcon, Lohatla, Bloemcon, Deal Party, Kaalfontein and Isipingo. Enabling Products: Transnet will continue to transport coal as long as there is demand and availability of the coal railway line. The Ogies to Richards Bay and Centracor (Mafikeng to Gauteng) coal line will service lime/limestone for water purification and power generation. These railway lines will also transport soda ash and salt. 2 Commodities to neighbouring countries and strategic partners: flows of goods to and from Botswana; Zimbabwe; Maputo; Namibia; Lesotho and eSwatini will be serviced through a number of railway lines to ensure movement of essential goods to neighbouring countries. Non-essential services: all transportation of non-essential services through the rail network including the operation of the Blue Train have been suspended with immediate effect. Transnet Pipelines (Transnet Pipelines handles the country’s fuel supply from the coast to the mainland). The biggest depots including Alrode, Waltloo and Witbank will remain operational. The pipeline’s Jameson Park terminal in Heidelberg has available stock for supply of security in Gauteng and surrounding towns. Security at all the depots will remain unchanged. Historically neglected and under-funded prior to 1994, during the country’s economic sanctions and apartheid era, South Africa’s ports have since been experiencing booming business, and state- owned transport and freight entity Transnet Limited has been at pains to ensure it creates capacity ahead of demand in its busy terminals. Introduction Transnet’s port operating division, Transnet Port Terminals, has steadily increased its overall investment from a mere R131m in 2001/02 (GBP £10.6 billion) to more than R3.2bn (£259 million in 2008/09.) The division will now spend R6.5 billion (approximately £528 million) over the next five years on capital investments.     QUANTIFYING FREIGHT TRANSPORT VOLUMES IN DEVELOPING REGIONS: LESSONS LEARNT FROM SOUTH AFRICA'S EXPERIENCE DURING THE 20th CENTURY JH Havenga & WJ Pienaar ABSTRACT A number of attempts were made during the 20th century to develop national freight flow information for South Africa. This paper discusses these contributions and attempts to identify the major reasons why the research did not give rise to long-term strategic infrastructure planning. It is important to learn these lessons to avoid making the same mistakes during the critical large-scale infrastructure investments that are unfolding in the first half of the 21st century. The paper starts with an overview of the development of South Africa’s surface freight transport infrastructure, and then provides a cross-country comparison of South Africa’s key freight indicators. This serves to underscore the importance of a long-term approach to such infrastructure investment. Keywords: freight, information, South Africa, planning JEL classification: N01, N17 1. INTRODUCTION The freight transport infrastructure challenges that South Africa faces at the start of the 21st century – including an investment backlog and limited road-rail collaboration – can be traced back to myopic decisions that were made in the past century (Havenga, Pienaar, and Simpson, 2011). Those decisions were the consequence of the historical absence of a long- term, strategic view of infrastructure planning exacerbated by politically-motivated agendas. In 1928, and before formal road transport regulation, Frankel (1928, 113) reported: Instead of the decisions on new railway construction being left to an expert body acting on commercial principles and co-ordinating the expenditure on it with the capital expenditure necessary in other directions, not only is the amount to be spent every year decided mainly by the Minister of Railways and Harbours and the Government, but it appears that even the decision as to which of the proposed lines of railway are to be constructed depends largely on the wishes of the Minister.

    A A U D Freight Rail 2018 TRANSNET Freight Rail 2 Highlights • Transnet Freight Rail has continued to actively seek opportunities to service existing customers and new customers, which has resulted in a 3,3% volume growth compared to 2,3% in the previous financial year. This was despite the subdued economic climate characterised by low GDP growth and lower than expected commodity prices. This commendable performance was accomplished through collaboration with customers and value chain partners as well as dedication and a continuous improvement culture embedded in accountability among employees. • Export coal line railed 77 mt against the target of 76 mt. This reflects a historic tonnage performance achievement for this corridor since its opening in 1977, and surpasses the record of 76,2 mt achieved in 2015. • General freight tonnages recorded 3,1% growth against the previous financial year (well above the national economic growth rate). This is evidence of the successful implementation of the road-to-rail strategy, which targets rail-friendly traffic in various market segments to grow rail volumes and market share. General freight commodities that contributed to this growth included the following: – Non-ferrous metals achieved a 115% improvement, recording volumes of 2,8 mt against the target of 1,3 mt. – The Manganese portfolio achieved a record throughput of 13,7 mt against a target of 11,1 mt. This represents an improvement of 23,7% against target and growth of 13,5% year on year (2017: 12,1 mt). – The Containers and Automotive business unit exceeded the volume target of 9,0 mt by railing 9,8 mt, reflecting an improvement of 9,0% against target and growth of 7,4% year on year (2017: 9,2 mt).
