Overview of Development and Regeneration Services

Purpose of Report:

This paper provides an overview of Development and Regeneration Services (DRS), and highlights some of the main developments and activities within the Canal area.

Recommendations:

It is recommended that Committee note the contents of this paper, and the contribution of DRS to the development and regeneration of the Canal area.

1.1 This paper provides an overview of Development and Regeneration Services (DRS) and highlights some of the main developments and activities within Ward 16 Canal.

2 OVERVIEW OF DRS

2.1 DRS has created a vision for the future that clearly sets out its intentions in carrying out its role and the overall impact it aims to have on the city and its people.

DRS will take the lead role in Glasgow’s development, and work with partners and key stakeholders to develop and deliver the type of actions that will ensure the continued regeneration of the City.

2.2 To achieve its vision DRS has identified four key service objectives for the next 12 months and beyond.

1 Develop effective regional, city-wide, and local policies and plans that will provide templates to engage partners and focus development and regeneration activities to deliver sustainable and wide ranging social, economic, environmental and cultural benefits. 2 Provide effective regulation to ensure that all development and regeneration activities are compliant with local and statutory requirements and ensure public safety. 3 Develop and deliver value added projects and initiatives across social, economic, environment and cultural development fronts that will enrich the quality of people’s lives by improving their social, economic, and environmental well-being. 4 Make best use of resources and modernise services to ensure delivery of best value for money.

2.3 At 23 February 2010, DRS had 657.3 full-time staff. The implementation of Workforce Planning will result in a reduction in staffing levels. 93 staff will leave DRS prior to April 2011, and a further 138 staff will leave prior to April 2013.

3 DEVELOPMENTS AND ACTIVITIES

3.1 The following provides a summary of some of the main development and regeneration activities within Ward 16 Canal grouped by DRS impact theme.

PLACE 3.2 DRS work with a wide range of partners to develop frameworks and projects to support area development.

Milton „ The Love Milton Group is advancing the development of a new place of worship and community facility on a site at Raasay Street/ Skerray Street. The proposal achieved planning permission in March 2010. „ Following completion of the Milton Social Housing and Regeneration Study, the Glasgow Green Network Partnership is in the process of identifying pilot temporary open space improvement projects, using expenditure within the 2010/2011 financial year. Lambhill „ The first phase of the Lambhill Stables project is nearing completion. The restoration of the stables building marks the first stage in the plan to create a community activity centre, which will serve the Lambhill community and provide an important leisure hub as part of the Forth and Clyde Canal regeneration programme. „ Lambhill Allotments Restoration Project – the partial redevelopment of the site to provide new housing remains a medium to longer term opportunity, depending on the housing market conditions. In the short term, the effort to establish a new temporary allotment facility would bring part of a neglected and unattractive site into active use for the community.

Ruchill „ The new St Cuthbert’s and Highpark pre-12 education complex is currently under construction and is scheduled to become operational during the 2011/2012 school year. „ The former Hospital site, owned by Scottish Enterprise Glasgow, is currently the subject of a planning application for the demolition of listed buildings. This application is under consideration by the City Council.

Possilpark „ Glasgow North Regeneration Agency is advancing preparations prior to submitting a detailed planning application for the Saracen Exchange Business Centre. Similarly, Greater Glasgow and Clyde Health Board are due to submit a detailed planning application for the new Saracen Health Centre. Both facilities are scheduled to start construction during Spring 2011. „ A new supported accommodation centre has achieved planning permission on a vacant site at Hawthorn Street/ Denmark Street. „ An elderly persons’ residential home and day care centre is planned for a vacant site at Ashfield Street/ Bardowie Street. „ Development and Regeneration Services is coordinating the design and implementation of priority streetscape improvements to Saracen Street. The Service is also advancing preparation of the Possilpark Town Centre Action Plan, which will aim to consolidate the positive impacts of current developments and extend these benefits across the wider town centre area.

Port Dundas „ The Council continues to advance proposals for the regeneration of the Port Dundas area, through the Glasgow Canal Regeneration Partnership. Recent activities have included. † Ongoing support of creative industries hub. The RSAMD studio on Garscube Road was opened in September 2010 † Phase Two Landscape Link (Flower Sculptures at Garcube Road) completed with temporary footpath up to Canal Basin completed. † Planning application submitted for Paddlesports Centre at Port Dundas to counter the decommissioning of Diageo - masterplan context being worked up. † Canal Environment Framework tool to guide new development and aid impact assessment being developed.

„ Housing Developments – the following housing developments have either been recently completed, are currently on site, or are possible future developments within the area. Recently Completed (61 Units) HA – Ruchill Phase 5 52 All 52 for rent (28 houses/24flats) Horizon (Nov 2010) HA have homeless unit and 8 wheelchair properties North Glasgow HA – Mill 9 9 flats for shared equity sale (NSSE) Wharf (Jun 2010) Live Projects (works underway) (222 Units) Queens Cross HA - Garscube 82 30 rented flats and houses (GHA Estate Reprovisioning);27 flats for shared equity (Est. Completion – Aug 2011) sale (NSSE), 12 larger family houses for rent, 2 wheelchair houses, and 11 flats in supported accommodation for learning difficulty clients. Queens Cross HA– Murano 140 Flats. 84 for GHA Reprovisioning rent; 14 Street general needs rent and 42 for shared (Est. PEOPLE 3.3 DRS work with a wide range of partners to deliver programmes and projects aimed at improving the quality of life and well being of the resident population.

„ Through the design and implementation of social and economic programmes, DRS help to create employment opportunities and support individuals into work by improving the skills levels of the resident workforce and removing the barriers that inhibit their participation. The following provides key economic information for the Canal area. The current economic downturn is continuing to impact on the local population with a continuing upward trend in unemployment, and the number of people claiming DWP benefits.

„ Housing Improvements (April 2003 to March 2010) – DRS monitor the delivery of commitments under the Housing Stock Transfer Agreement with GHA. Since 2003 a wide range of home improvements have been carried out. The table below summarises the type and number of improvements to make tenants’ homes warmer, safer and drier.

PERFORMANCE 3.5 DRS is responsible for all aspects of local planning and development. In 2009/10, at a city-wide level, the overall rate for processing all applications within 2 months was 65.3% (Householder Rate 88.4%, Non Householder Rate 54.5%).
