If accessing this Report via the Internet, please note that any mapping is for illustrative purposes only and is not true to any marked scale. 1 BACKGROUND 1.1 This paper provides an overview of Development and Regeneration Services (DRS) and highlights some of the main developments and activities within Ward 16 Canal. 2 OVERVIEW OF DRS 2.1 DRS has created a vision for the future that clearly sets out its intentions in carrying out its role and the overall impact it aims to have on the city and its people. DRS will take the lead role in Glasgow’s development, and work with partners and key stakeholders to develop and deliver the type of actions that will ensure the continued regeneration of the City. 2.2 To achieve its vision DRS has identified four key service objectives for the next 12 months and beyond. 1 Develop effective regional, city-wide, and local policies and plans that will provide templates to engage partners and focus development and regeneration activities to deliver sustainable and wide ranging social, economic, environmental and cultural benefits. 2 Provide effective regulation to ensure that all development and regeneration activities are compliant with local and statutory requirements and ensure public safety. 3 Develop and deliver value added projects and initiatives across social, economic, environment and cultural development fronts that will enrich the quality of people’s lives by improving their social, economic, and environmental well-being. 4 Make best use of resources and modernise services to ensure delivery of best value for money. 2.3 At 23 February 2010, DRS had 657.3 full-time staff. The implementation of Workforce Planning will result in a reduction in staffing levels. 93 staff will leave DRS prior to April 2011, and a further 138 staff will leave prior to April 2013. 2.4 Staff are currently organised across 8 divisions - Division Outline of services Economic and Social Joint Economic Strategy and Metropolitan Glasgow Initiatives Inward investment and jobs creation Business support services Skills development eg apprenticeship initiative, assisted training places Social programmes eg access to work, debt, poverty Property Services Land and property development (Residual) Property information and enquiries Division Outline of services Planning Development Framework – Structure Plan and City Plan Local Development Strategies, Masterplans, Town Centre Action Plans Planning Studies Planning Applications and Enforcement Design and Environment eg conservation, greenspace etc Building warrants and completion certificates Letters of comfort (unauthorised works) Public safety – dangerous buildings, sports grounds etc Licensing services (suitability of premises for license) eg Houses in Multiple Occupation, public houses, restaurants, etc Housing Services Housing Policy - The Local Housing Strategy Strategic Housing Investment Plan Housing Needs and Demand Assessment for Glasgow Housing Investment Programme Private Sector Housing Grants (repairs/improvement) Common Housing Register Transport and The Environment Strategy and Action Plan eg sustainable Environment construction, carbon emissions, energy use etc The Local Transport Strategy – traffic reduction, cycling and walking networks Transport and Strategic Environmental Assessment Programme Environment Strategic drainage – surface water management (continued) Geotechnical services Project Management Project management eg pre 12 programme and Design. All figures are rounded. 2010/11 (£m) Expenditure (Gross) 173 Staff Costs (included in the above) 29 Income 143 Net Expenditure 30 Capital Projects (Gross Value of Live Projects) – 56 Projects 314 3 DEVELOPMENTS AND ACTIVITIES 3.1 The following provides a summary of some of the main development and regeneration activities within Ward 16 Canal grouped by DRS impact theme. PLACE 3.2 DRS work with a wide range of partners to develop frameworks and projects to support area development. Milton The Love Milton Group is advancing the development of a new place of worship and community facility on a site at Raasay Street/ Skerray Street. The proposal achieved planning permission in March 2010. Following completion of the Milton Social Housing and Regeneration Study, the Glasgow Green Network Partnership is in the process of identifying pilot temporary open space improvement projects, using expenditure within the 2010/2011 financial year. Lambhill The first phase of the Lambhill Stables project is nearing completion. The restoration of the stables building marks the first stage in the plan to create a community activity centre, which will serve the Lambhill community and provide an important leisure hub as part of the Forth and Clyde Canal regeneration programme. Lambhill Allotments Restoration Project – the partial redevelopment of the site to provide new housing remains a medium to longer term opportunity, depending on the housing market conditions. In the short term, the effort to establish a new temporary allotment facility would bring part of a neglected and unattractive site into active use for the community. Ruchill The new St Cuthbert’s and Highpark pre-12 education complex is currently under construction and is scheduled to become operational during the 2011/2012 school year. The former Ruchill Hospital site, owned by Scottish Enterprise Glasgow, is currently the subject of a planning application for the demolition of listed buildings. This application is under consideration by the City Council. Possilpark Glasgow North Regeneration Agency is advancing preparations prior to submitting a detailed planning application for the Saracen Exchange Business Centre. Similarly, Greater Glasgow and Clyde Health Board are due to submit a detailed planning application for the new Saracen Health Centre. Both facilities are scheduled to start construction during Spring 2011. A new supported accommodation centre has achieved planning permission on a vacant site at Hawthorn Street/ Denmark Street. An elderly persons’ residential home and day care centre is planned for a vacant site at Ashfield Street/ Bardowie Street. Development and Regeneration Services is coordinating the design and implementation of priority streetscape improvements to Saracen Street. The Service is also advancing preparation of the Possilpark Town Centre Action Plan, which will aim to consolidate the positive impacts of current developments and extend these benefits across the wider town centre area. Port Dundas The Council continues to advance proposals for the regeneration of the Port Dundas area, through the Glasgow Canal Regeneration Partnership. Recent activities have included.
