Item 11e 1 August 2016 Minutes of the Ruchill Community Council held in the Community Centre, Bilsland Drive, Ruchill G20 9NF on Wednesday 2nd February 2016 at 6.30pm Attending: Flo McGrehan Kate Mulgrew Eleanor Brown Kate Mulgrew Suzanne Halliday Councillor Chris Kelly Councillor Helen Stephen Councillor Kieran Wild Patricia Ferguson MSP Dawn Baird, Maryhill HA Officers Sam Green and Robert Keegan Apologies: Bob Doris MSP, Fran O’rourke 1.0 Welcome Eleanor welcomed everyone to the meeting. 2.0 Minutes of Last Meeting 2.1 The minutes of Wednesday 2nd December were adopted: proposed by Suzanne and 2nd by Kate Mulgrew. 3.0 Matters arising from Minutes of Last Meeting 3.1 No matters arising from previous meetings. 4.0 Police Business 4.1 Officers were in attendance and gave residents the following breakdown: of incidents for the last 5 weeks Area Ruchill Offences Total Incidents Street drinking 3 Breach of the peace 5 Vandalism 4 Dangerous driving 1 No insurance 1 Theft of a motor vehicle 2 Theft from motor vehicle 2 1 2 Theft 1 Fraud 1 H/B with intent 1 Possession 4 Indecent Assault (Historical) 1 Rape (Historical) 1 Dangerous Driving 1 No insurance 1 Common assault 2 Police obstruction 2 Breach of bail 1 Dangerous dogs act 1 Marion asked if there has been any issues at the Sanctuary new build site. There have been no calls to these sites. Officers noted that it was encouraging that crime had gone down so much in Ruchill over the last few years. Officer Sam Green plans on attending the youth session at NUC on Saturday morning. Eleanor thanked the police for attending. 5.0 Guest Speakers 5.1 Councillor Helen Stephen Helen had advised that bins have arrived in High Ruchill. Friends of Ruchill Park had agreed to the planting of over 10,000 bulbs in Ruchill Park. The efforts should be visible come spring! GCC has to make cuts of £133 million over the next 2 years. GCC has information on their website for the budget setting process. Residents are able to go online to share their thoughts at www.glasgow.gov.uk/budget. Residents can submit their ideas and others can comment/vote on the suggestions. Might be opportunities on transforming Glasgow, becoming more digital, more joined up working across the city with other agencies so that services are not spread too thinly across the city. Residents asked whether this would result in community centres being closed. Councillor Stephen advised that there is a chance that some centres may close across the city. However, as Ruchill is the only real asset in the community as well as the golf course, it is hoped that the centres remain open. 5.2 Councillor Chris Kelly Community Councils across Glasgow have been invited along to a meeting tonight to have their say about the budget setting process at Patrick Burgh Halls. Cllr Kelly met with Glasgow Life to discuss the use of Ruchill Golf Course as it is currently under used. 3 Council staff are working extremely hard over the last few years as they have lost several members of staff and are doing the job the of 2/3 people. Introducing new ways of working such as mobile working, using new technology. It was discussed amongst residents that it was inappropriate that the Chief Executive was earning £180,000 per year, whilst cuts are being made to front facing staff. CEO post is protected by COSLA so this cannot be negotiated on, however cuts have been made to 2 senior posts being removed from the CEO office. 5.3 Councillor Kieran Wild Green Party has been working on their own budget as well as the cuts needed across Glasgow. The whole process can be quite disheartening. Application has been made for wind turbines in Ruchill Park, Councillor Wild said he would bring some drawings along to the next meeting. Residents asked for community consultation and community benefit clause to be included if these proposals go ahead. Cllr Wild mentioned that there has been some discussions about having some mini turbines at the top of street lamp posts. Scottish Enterprise are going to try and market the Ruchill Hospital Site this year. 5.4 Patricia Ferguson MSP Patricia apologised for not attending the meetings more regularly and explained that often she is still in parliament when the meeting starts or has a sitting at 7pm. Although Patricia might not always make the meetings she encouraged residents to get in touch if they have any issues which she would be glad to assist with. Newsletters have been distributed to residents, however none will be sent after January until the election. Patricia is actively supporting the Breast Cancer Now charity and the work they do. The organisation aim to try and support people who have been diagnosed with breast cancer. There are high instances of breast cancer in communities with men and women who have been too scared or busy to go to their doctor. Questions tomorrow at the Scottish Government as to how they plan on addressing and supporting the aims and objectives of the organisation. Patricia has also been involved in an initiative called the “Deep End Project”, which is an initiative where GPs are connecting with general practice to improve public health in deprived areas, primarily it he most 100 deprived data zones in Scotland. It is concerning that some practices in Glasgow are not given as much funding as others across the city, with Possilpark Health Centre being funded at the lower rate. Often patients in deprived areas are visiting their doctor with more than one thing wrong with them at a time and are limited to a 15 minute appointment slot. With the GP surgery on Balmore Road having 3500 patients this puts GPs under pressure. Often this results in good GPs leaving and 4 going to work in a less pressurised surgery. Patricia has written and spoken to the Scottish Government about this but has not yet had feedback from parliament. Regarding the budget cuts to GCC, Patricia explained that the council has used their reserves and unfortunately that means that statutory services will start to suffer as a result. Not giving up with ongoing battle with buses across the constituency and will continue to pursue this! Residents discussed the proposals for the penny increase to tax. They felt like this was a sensible solution, however this was voted down in parliament today. Marion asked about the railings being painted. Councillor Stephen and Patricia Ferguson will continue to investigate this matter. 6.0 Reports from Meetings/projects Canal Partnership: Reports are available online. Parkhill Residents Association: Minutes will be posted on the noticeboard in Ruchill Community Centre. Ruchill Furniture Project: Still ticking over thanks to the hard work of the volunteers! Need of funding. 3 people donated £100 cheques over the festive period and MHA made a donation from bag packing staff carried out at Tesco. Lots of people are getting tenancies with nothing to put in them. More has to be done about furniture recycling in Glasgow. 7.0 Correspondence: NHS Greater Glasgow and Clyde Letter re Board approves Proposals for Older People’s Services Improvement in North West Glasgow. The decision was made that NHSGGC will now make the appropriate arrangement to move the current Drumchapel Hospital rehabilitation service to new facilities being developed at Gartnavel. It is anticipated that this will be achieved by late spring. Office of Lieutenancy – City of Glasgow Royal Garden Party at Palace of Holyrood House. Letter inviting names of people who would wish to be invited to a Garden Party to be hosted by Her Majesty the Queen on Tuesday 5th July 2016. 5 Clydeplan Proposed Strategic Development Plan and Strategic Environmental Assessment. The formal consultation period on proposed plan runs for a six week period from Monday 18 January until Monday 29 February 2016. Glasgow City Council Glasgow City Council seeking a community resident from North West Glasgow for election to sit on the Local Licensing Forum. Deadline for nominations for 4pm Friday 27 February 2016 8.0 A.O.C.B. 8.1 Ruchill Allotment Update: site visit was carried out to other community gardens in North Glasgow. Lease is still with Glasgow City Council and has not yet been passed to Maryhill Housing Association. The solicitor dealing with the lease has had to leave due to an emergency situation so has passed her workload on to another solicitor to deal with. This lease is required ASAP in order for Crudens to get on site in order to carry out the work they offered as part of the community benefit they offered as part of the new build project for Sanctuary. 8.2 Winter Festival took place on the 14th December where there was a lantern procession along Bilsland Drive. This event was organised in partnership with Glasgow Life, Thriving Places, NUC and MHA as well as Ruchill Community Council. This was received positively by residents who enjoyed the brass band and some soup and a sandwich! 8.3 A Christmas lunch took place on Wednesday 16th December which MHA provided to residents. Again this was well received by residents who had a game of bingo after their lunch. Although, it was suggested that some music would be good for Christmas this year! Eleanor thanked MHA for their generosity over the festive period as staff also donated gifts to the NUC Christmas party. 9.0 Date of Next Meeting Wednesday 2nd March 6:30pm in Ruchill Community Centre, Bilsland Drive .
