Šimunoviæ Mostar University School of Medicine, Mostar, Bosnia and Herzegovina Aim. To present a model of teaching general practice to medical students as a part of care for refugees in Mostar, Bosnia and Herzegovina. Method. With an international support, 33 medical students (from the third study year on) participated in a total of 51 field visits to 4 refugee camps near Mostar, Bosnia and Herzegovina, over a period of two years. Some students made more than 30 visits. Together with residents in family medicine at the Mostar University Hospital, the students per- formed physical examinations and small interventions, and distributed packs of different pharmaceutical agents to ref- ugees. At the end of the project, participants were surveyed to assess the benefits of the program. Results. Thirty out of 33 participating students responded to the survey. Fourteen students said that “the opportunity to do something, however small, for the people” was the main benefit from the project, whereas 5 thought that meeting “a real patient” early in their medical studies was very beneficial. The students assisted in 1,302 physical examinations, an average of 25± 8 examinations per visit. The most requested physical examination was blood pressure measure- ment (52%), followed by chest auscultation (24%) and psychological counseling (16%). They also helped with a total of 320 minor procedures, an average of 6± 2 per visit. Among the procedures, wound care and dressing were most common (63.4%), followed by nursing care procedures (20%) and minor surgical procedures (suture removal, abscess drainage, and bed sores débridement) in 6.9% of the cases.

The situation of the system before the 1992-1995 war 1.0. Historical overview 1.1. Beginnings of public education system: the Austro- Hungarian period The tradition of public education under the auspices of government (i.e. state-controlled) in Bosnia and Herzegovina has had its origin in the times of the Austro-Hungarian rule in these parts, in the period commencing after 1878 and ending in 1918. In the previous time, the education was almost exclusively restricted to the religious communities and the types of schools they had offered included a rather limited number of pupils. Certain attempts towards modernization of education by the failing Ottoman government in Bosnia in 1860s by the Governor (vali) Topal Osman Pasha could not be seen as the systematic introduction to the system of public education. Nevertheless, the process of growing self- identification of the four major religious communities in Bosnia and Herzegovina (Islamic, Roman Catholic, Eastern Orthodox and Jewish) in the course of 19th century affected their self-awareness as future nations-in- making (Bosniaks /Bosnian Moslems/, /Bosnian/ Serbs, /Bosnian/ Croats and Jews, respectively). The call for religious, cultural and educational autonomy in all these communities was equalized with their different political ambitions and goals.

Appeal coverage: 43% Overall analysis of the programme w In the political development sphere, substantial headway was made during 2002 with the admittance of Bosnia and Herzegovina to the Council of Europe as its 44th member. The adoption of the Constitutional Amendments marked a new era in the post war period, abolishing discrimination and providing equality and proportional participation of the representatives of all three nations in the governmental bodies at all state levels, changing radically the political landscape of the country. On the other hand, the pace of structural changes in the socioeconomic field appeared to be slow, resulting in a high unemployment rate (more than 40%), huge poverty (19% of the households live under the poverty line), a continued “brain drain” and emigration of parts of the population of working age (more than 7,000 applied for asylum in Western European countries). According to the UNDP Human Development Report 2002, “on the basis of per capita GDP, the country is 65 % poorer than it was before the war and it is close to the bottom of all the regional rankings, whether Countries in Transition, former communist countries of Central and Eastern Europe or Stability Pact member countries.” The turnaround in the process of minority return, which had started two years ago has continued in the course of this year, exceeding 100,000 in 2002, making a total of 930,000 refugees and DPs who returned to their places of origin in the period 1996-2002.
