INTRODUCTION Transitional Hong Kong's endgame formally came to a close with the territory's reversion to Chinese rule on July 1, 1997. How- ever, a legal and institutional order and a "rule of law" for Chi- nese-ruled Hong Kong remain works in progress. They will surely bear the mark of the conflicts that dominated the final years pre- ceding Hong Kong's legal transition from British colony to Chinese Special Administrative Region ("S.A.R."). Those endgame conflicts reflected a struggle among adherents to rival conceptions of a rule of law and a set of laws and institutions that would be adequate and acceptable for Hong Kong. They unfolded in large part through battles over the attitudes and allegiance of "the Hong Kong people" and Hong Kong's business community. Hong Kong's Endgame and the Rule of Law (I): The Struggle over Institutions and Values in the Transition to Chinese Rule ("Endgame I") focused on the first aspect of this story. Hon Emily LAU Wai-hing, the Delegation Leader, and Hon CHUNG Kwok-pan, the Deputy Leader, briefed the media on the political systems of Finland, Norway and Denmark together with other delegation members this afternoon. The briefing also covered the structure and operation of the legislatures of these countries and the way different parties work together in the legislatures. Apart from parliamentary affairs, members of the delegation also shared the first-hand information on the education systems and the funding support for innovation and technology industry in Finland, the sovereign wealth fund in Norway, and the development of environmental protection industries in Denmark with the media. The delegation (delegation list attached) conducted an eight-day parliamentary visit to Finland, Norway and Denmark this year from 14 to 21 September for the purpose of strengthening the ties with the legislatures in these countries, fostering mutual understanding and keeping them informed of the latest developments in Hong Kong.
