Legislative Council Secretariat 立 法 會 秘 書 處 Legislative Council Secretariat 新聞稿 Press Release Display of photographs and publications of LegCo delegation's visit to Northern Europe (with photos and attachment) ********************************************************* The photographs taken and the publications received by the delegation of the Legislative Council ("LegCo") during the visit to the three countries in Northern Europe last month were on display in the Dining Hall of the LegCo Complex today (29 October). Hon Emily LAU Wai-hing, the Delegation Leader, and Hon CHUNG Kwok-pan, the Deputy Leader, briefed the media on the political systems of Finland, Norway and Denmark together with other delegation members this afternoon. The briefing also covered the structure and operation of the legislatures of these countries and the way different parties work together in the legislatures. Apart from parliamentary affairs, members of the delegation also shared the first-hand information on the education systems and the funding support for innovation and technology industry in Finland, the sovereign wealth fund in Norway, and the development of environmental protection industries in Denmark with the media. The delegation (delegation list attached) conducted an eight-day parliamentary visit to Finland, Norway and Denmark this year from 14 to 21 September for the purpose of strengthening the ties with the legislatures in these countries, fostering mutual understanding and keeping them informed of the latest developments in Hong Kong. INTRODUCTION Transitional Hong Kong's endgame formally came to a close with the territory's reversion to Chinese rule on July 1, 1997. How- ever, a legal and institutional order and a "rule of law" for Chi- nese-ruled Hong Kong remain works in progress. They will surely bear the mark of the conflicts that dominated the final years pre- ceding Hong Kong's legal transition from British colony to Chinese Special Administrative Region ("S.A.R."). Those endgame conflicts reflected a struggle among adherents to rival conceptions of a rule of law and a set of laws and institutions that would be adequate and acceptable for Hong Kong. They unfolded in large part through battles over the attitudes and allegiance of "the Hong Kong people" and Hong Kong's business community. As such, it naturally applies to United States policy toward Hong Kong.” China’s law establishing the Hong Kong Special Administration Region (HKSAR), commonly referred to as the “Basic Law,” declares that “the ultimate aim” is the selection of Hong Kong’s Chief Executive (CE) and Legislative Council (Legco) by universal suffrage. The year 2015 may be a pivotal year for making progress toward the objectives of both of these laws. It could also be a year in which the democratic aspirations of many Hong Kong residents remain unfulfilled. Hong Kong’s current Chief Executive, Leung Chun-ying, initiated a six-step process in July 2014 whereby Hong Kong’s Basic Law could be amended to allow the selection of the Chief Executive by universal suffrage in 2017. On August 31, 2014, China’s National People’s Congress Standing Committee (NPCSC) completed the second step of the reform process when it issued a decision setting comparatively strict conditions on the adoption of universal suffrage for the 2017 CE elections that seemingly preclude the nomination of a pro-democracy candidate. The third step of the process, the CE submitting legislation to Legco to amend the Basic Law, came on June 17.
