General Overview

Key Findings: • 101,785 IDP arrivals were reported to 180 assessed communities in Idleb governorate in the time period from 7 – 20 January 2018. • IDPs most commonly arrived to communities in Dana (20,639), Idleb (14,588), (13,292), Ma’arrat An Nu’man (13,017) and Kafr Nobol (8,435) sub-districts. • The majority of IDPs were displaced from communities in Sanjar (29,303), Ma’aret An Nu’man (22,799), Abul Thohur (16,159), Tamanaah (11,452) and Heish (4,027) sub-districts.

Major Developments Despite the declaration of Idleb governorate and surrounding areas being a “de-escalation area”, the second half of December witnessed a significant escalation of conflict in the governorate. Violent clashes between armed oppositon groups and Syrian Government forces intensified in thesoutheast of the governorate, in particular in Abul Thohur, Sanjar and Tamanaah sub-districts. These recent violent clashes led to a large wave of displacements from numerous communities in the south of the governorate, where hostilities continued throughout December and January. Moreover, continued airstrikes on areas in Idleb governorate far from the frontline, including on communties in Idleb, Ma’arrat An Nu’man and other sub-districts in southern and central Idleb governorate, led to a significant number of displacements, with many people reportedly being displaced multiple times.1 As Idleb governorate had already witnessed the arrival of a large number of IDPs from northern Hama and western Aleppo governorate in previous months, already over- burdened camps, informal settlements and host communities had to accommodate a large number of new IDP arrivals in a short amount of time.

About ISMI & This Factsheet Coverage, 7-20 January 2018 The IDP Situation Monitoring Initiative (ISMI) is an initiative of the Camp Coordination and Camp Management (CCCM) Cluster, implemented by REACH and supported by cluster members. Following a baseline assessment conducted at the end of 2016, weekly/bi-weekly data collection cycles were initiated. In order to provide timely updates to member organisations of the CCCM Cluster, REACH Aleppo also conducts ad hoc assessments of IDP movements to address immediate information gaps during large waves of displacement. This factsheet presents an overview of reported inward movements of IDPs in Idleb governorate from 7 to 20 January 2018. Such displacements were reported in 180 communities in 17 sub-districts monitored by ISMI. Data was collected in four data collection cycles covering 72 and 96 hours respectively, between 7-20 January 2018. The coverage map in this section shows the sub-districts Idleb that were monitored for this ad hoc data collection, as well as the communities reporting movements.

Displacements are identified through an extensive key informant (KI) network, either from alerts initiated Lattakia by KIs or from follow-up by enumerators. At least two KIs are interviewed in each assessed community, and collected information is further triangulated through other sources, including CCCM member data and Hama humanitarian updates. This approach allows for regular updates on IDP movements at the community level across sub-districts monitored by ISMI in northwest Syria. Assessed Communities Sub-District Monitored By ISMI

IDP Arrival Patterns

Total number of IDP arrivals The wave of displacement peaked in the beginning 45,209 of January, with 45,209 arrivals being reported to 101 assessed communities in the period from 7 – 9 January 2018 alone. Within three days, assessed 28,564 communities witnessed the arrival of more IDPs than in the whole month of November 2017 (43,085). While the number of arrivals declined in the following days, 14,692 13,320 it remained significantly higher than in previous months, before the beginning of the most recent displacement crisis. Assessed communities in Idleb governorate witnessed the arrival of 28,012 IDPs in the week between 7-9 January 10-13 January 14-16 January 17-20 January 14 and 20 January, almost two thirds of the number of IDP arrivals reported in November 2017. Sub-districts reporting largest numbers of arrivals At the beginning of the assessment period, IDPs most Dana 20,639 commonly moved to other sub-districts in southern and central Idleb governorate, but increasingly moved further Idleb 14,588 north and west within the governorate as the crisis continued.

Ariha 13,292 Overall, IDPs most commonly arrived to communities in Dana (20,639), Idleb (14,588), Ariha (13,292), Ma’arat An Ma'arrat An Nu'man 13,017 Nu’man (13,017) and Kafr Nobol (8,435) sub-districts. On a community level, the largest numbers of IDP arrivals were Kafr Nobol 8,435 reported to Babilla (4,515), (3,990), Kafr Deryan (3,620), Idleb (3,421) and Dana (Ma’arat An Nu’man) (3,420).

IDP Displacement Patterns

Last governorates of departure The large majority of IDPs who arrived to assessed communities in Idleb governorate during the coverage period Idleb 86% had left other communities within the governorate (87,513). Moreover, larger numbers of IDPs also arrived from Aleppo Aleppo 6% governorate (6,359), in particular from Daret Azza, Tall Ed- daman and Hadher sub-districts, and from Hama governorate Hama 5% (4,917), in particular from As-Saan and Suran sub-districts. This continues a trend of displacements from these Other/Unknown governorates in previous months, a result of continued violent clashes and heightened insecurity in the northeast of Hama and the west of Aleppo governorate.
