Field Development-A3-EN-20210115 FIELD DEVELOPMENTS SYRIAN ARAB REPUBLIC 15 - 21 January 2021 NORTH EAST AND NORTH WEST SYRIA Violations committed by ١,٤٦٨ the Regime and its Russian ally of the ceasefire truce ;٢٠٢٠ March ٥ After the Turkish and Russian Presidents reached the ceasefire truce agreement in Idleb Governorate on ٢٠٢١ January ٢١ the warplanes of the regime and its Russian ally didn’t bomb North Western Syria ever since; yet the regime continued Control Parties Russian warplanes have ;٢٠٢٠ June ٢ targeting the cities and towns there with heavy artillery and rocket launchers; on again bombed northwestern Syria, along with the regime which continued targeting NW Syria with heavy artillery and ١,٤٦٨ rocket launchers. Through its network of enumerators, the Assistance Coordination Unit ACU documented violations of the truce committed by the regime and its Russian ally as of the date of this report. There has been no change in the control map over the past week; No joint Turkish-Russian military patrols were carried in the northwestern countryside of Hama, the regime forces ,٢٠٢١ January ١٨ On .٢٠٢١ January ٢١ and ١٥ out between targeted a civilian vehicle on the outskirts of the town of Frikeh with a guided missile, causing destruction, as well as injuries to a civilian. The enumerators of the Information Management Unit (IMU) of the Assistance Coordination Unit (ACU) documented in the period between 15 - 21 January 2021; 14 violations of the truce in Idleb governorate and adjacent countrysides of Regime Aleppo; Lattakia and Hama governorates. Likewise, on 18 January 2021, a gun store exploded in Idleb city, killing 1 civilian and injuring Syrian democratic forces (SDF) another. On 17 January 2021, in northern Aleppo countryside, a vehicle bomb explosion took place in the town of Sajo in A'zaz sub-dis- trict, where the vehicle, which was used to distribute bread, exploded in the middle of a popular market (vegetable market), killing 1 Clash areas- Clash lines civilian and injuring 7 others. On 16 January 2021, in north western Syria, more than 1,000 tents were damaged in the camps of Idleb and Aleppo governorates, as a result of heavy rains. The floods washed away tens of IDP tents in the spontaneous camps. In addition to this, water leaked into the worn out tents, and caused damage to the shelter materials of the internally displaced households. In northern Idleb countryside, dozens of tents were flooded in Fardos and Shekh Bahr clusters near the town of Haranbush; more than 30 tents in Aleppo 1 camp located near the town of Darkosh were flooded due to the rainstorm. In western Aleppo countryside, 20 tents in Qurtuba camp, located near Batbu town, were also flooded due to the heavy rains; similarly, tens of IDP tents were flooded in the spontaneous camps located near A’zaz city. On 17 January 2021, more than 150 camps in north western Syria were af- fected by the rainstorm. Heavy rains led to the leakage of water into some of the IDP tents in the camps of Al Ikhaa and Al Ahrar. In the spontaneous camps located near Mashhad Ruhin town, most of the tents in Hantutin and Sarmin camps were also flooded. 40 tents in Al Mazar camp located near Barisha town were flooded due to the heavy rains, forcing a large part of the IDPs to leave the camp and move to the nearby camps, as the roads leading to the camp became so muddy, making the camp completely inaccessible by the service and humanitarian trucks. In Bashaer Al Khair camp, 80 tents were flooded and 80% of the camp roads were cut off due to being extremely muddy. In Al Omar camp affiliated with Atma cluster, dozens of tents and rooms were flooded, forcing the residents of the camp to resort to the mosque near the camp, while some of the IDPs were hosted by their relatives in the neighboring camps. On 19 January 2021, in the northern countryside of Idleb, 3 children were injured in Kafr Nabudah camp near the town of Aqrabat as a result of the collapse of the walls of their room due to the heavy rains. Furthermore, most of the tents in Al Nasr camp within Qah cluster were flooded as a result of the heavy rain, which resulted in damage to shelter materials of IDP households. Most of the roads were cut off within the camps of the cluster due to the blockage of rain drainage systems. In the central area of Idleb governorate, a child died in Al Tamanah camp, north of Kelly town, as a result of a room collapse due to the heavy rain. More than 50 tents in the camps near the town of Shekh Bahr were flooded as a result of heavy rain. On 21 January 2021, in the northern countryside of Idleb, a house in the town of Deir Hassan – Darhashan burnt due to misuse of the heater; as a result, a child and his mother suffered severe burns and were transported to Turkey for treatment. In the western countryside of Aleppo, a room in a camp near the town of Batbu burnt due to a coal heater explosion; as a result, a child was slightly burned. Aleppo Azaz An IED exploded, causing casualties Aleppo Batbu IDP tents burning Prominent Incidents On 20 January 2021, in the northeastern countryside of Governorate Community Incidents Aleppo; the headquarter of the Kurdish National Council Northern East Syria Al-Hasakeh Hole A child died in Hole camp as a result of cold and lack of health care in the city of Ain Al Arab (Kobani) was attacked by Al-Hasakeh Al-Hasakeh SDF surrounded the regime forces within the security zone armed forces early in the morning, where unidentified attackers targeted the headquarter with heavy machine guns, grenades and Molotov cocktails. The members of the Kurdish National Council informed the so-called SDF forces which are controlling the city about the attack and demanded that SDF forces control security and prevent attacks on its headquarter; The Kurdish National Council is considered to be part of the National Coalition for Syrian Revolution and Opposition Forces. The Kurdish National Council started a dialogue with all Kurdish parties in eastern Syria to reach a mechanism for joint action and create a unified line. Since then, attacks began on its headquarter in Al-Hasakeh governorate and the northern countryside of Aleppo. In Hole camp located in the northern countryside of Al-Hasakeh, an Iraqi refugee child died as a result of extreme cold and lack of health care. On 18 January 2021, the so-called SDF gave the regime forces two days to withdraw from Al-Hasakeh city. SDF forces has been surrounding the regime forces within the security zone in Al-Hasakeh for more than a week, after expelling the regime forces from a number of security checkpoints within the city, Russian forces were trying to mediate in the negotiations between SDF and regime forces; however, SDF insists on the withdrawal of the regime forces from the city and threatens military action against the regime if it refuses to withdraw. On 20 January 2021, tension arose between regime forces and SDF in the city of Al-Hasakeh after trucks carrying food and water tankers were prevented from entering the security zone within the city under regime control; Residents of Al-Hasakeh were frightened for fear of armed clashes in the city; most markets and shops were closed in anticipation of a military action that could occur within the city at any moment. SDF took over a number of government buildings and institutions that were under the regime control in Al-Hasakeh governorate including the water institution in Al-Hasakeh city, the civil registry, and the court in the city of Tal Tamer. SDF further prevented the employees from entering them. The Regime forces responded by besieging the city of Tall Refaat in northern Aleppo countryside and Kurdish-majority neighborhoods within Aleppo city, in that the regime forces closed Al Meslemiyeh crossing which connects Aleppo city with Tall Refaat city and prevented fuel trucks from entering them.

    IDP Situation Monitoring Initiative (ISMI) CCCM CLUSTER Rapid Assessment of IDP Movements in Idleb Governorate, 7-20 January 2018 General Overview Key Findings: • 101,785 IDP arrivals were reported to 180 assessed communities in Idleb governorate in the time period from 7 – 20 January 2018. • IDPs most commonly arrived to communities in Dana (20,639), Idleb (14,588), Ariha (13,292), Ma’arrat An Nu’man (13,017) and Kafr Nobol (8,435) sub-districts. • The majority of IDPs were displaced from communities in Sanjar (29,303), Ma’aret An Nu’man (22,799), Abul Thohur (16,159), Tamanaah (11,452) and Heish (4,027) sub-districts. Major Developments Despite the declaration of Idleb governorate and surrounding areas being a “de-escalation area”, the second half of December witnessed a significant escalation of conflict in the governorate. Violent clashes between armed oppositon groups and Syrian Government forces intensified in the southeast of the governorate, in particular in Abul Thohur, Sanjar and Tamanaah sub-districts. These recent violent clashes led to a large wave of displacements from numerous communities in the south of the governorate, where hostilities continued throughout December and January. Moreover, continued airstrikes on areas in Idleb governorate far from the frontline, including on communties in Idleb, Ma’arrat An Nu’man and other sub-districts in southern and central Idleb governorate, led to a significant number of displacements, with many people reportedly being displaced multiple times.1 As Idleb governorate had already witnessed the arrival of a large number of IDPs from northern Hama and western Aleppo governorate in previous months, already over- burdened camps, informal settlements and host communities had to accommodate a large number of new IDP arrivals in a short amount of time.
