Sebagai makhluk sosial, manusia dalam kehidupan sehai-hari tentunya akan berinteraksi dengan sesame melalui sarana yang disebut bahasa. Sosial berarti bermasyarakat, bermasyarakat berarti berbudaya. Bangsa Indonesia merupakan bangsa yang memilki beranekaragam suku, adat istiadat, agama dan bahasa. Keanekaragaman tersebut yang menutut mansuia utntuk saling mengenal, menerima, memahami dan mengerti satu sama lain. Namun hal tesebut tidak akan terjadi tanpa adanya bahasa sebagai sarana penghubung. Awal mula manusi aada, sudah mengenal bahasa dan secara tidak sadar manusia juga mengenal budaya. Bahasa memegang peranan penting dalam kehidupan sosial atau bermasyarakat dimana bahasa merupakan sebuah jembatan yang menghubungkan manusia yang satu dengan yang lainya. Bahasa tidak hanya digunakan untuk berkomunikasi seahri-hari melainkan digunakan juga dalam kebudayaan. Tak terpungkiri jika bahasa dan budaya merupakan dua bagian yang tak terpisahkan dari kehidupan manusia, dan memiliki keterkaitan antar satu sama lain. Ibaratnya seperti uang logam mempunyai dua sisih yang tak terpisahkan. Sisih yang satu adalah bahasa dan sisih yang satu adalah kebudayaan. Bahasa tidak akan ada tanpa adanya kebudayaan. Kebudayaan masyarakat dalam suatu daerah dapat dikenal melaui bahasa. Manusia mengenal kebudayaan melaui bahasa. Itulah peran dan fungsi bahasa yang menjembatani manusia dengan manusia, manusia dan kebudayaan, seperti yang digunakan dalam tuturan adat tiba salang pada Masyarakat Kembur Kelurahan Satar Peot Kecamatan Borong Kabupaten Manggarai Timur. Tiba Salang terdiri dari dua kata yang berbeda yakni kata tiba dan salang. Tiba berarti terima dan salang/jalan berarti garis keturunan atau hubungan kekeluargaan. Jadi tiba salang merupakan proses penerimaan keluarga saudari. Salang terdiri dari dua macam yakni salang cuker dan salang wetas. Salang cuker terdiri dari ende, ema/orang tua, weta/nara saudari/saudara, ase agu ka’e/adik kakak kandung atau sedarah sedangkn salang wetas terdiri dari weta ase ka’e artinya bukan kandung atau yang tidak sedarah. Acara ini dilakukan sebelum acara laki/perkawinan bagi pihak laki-laki. Setelah beberapa salang sudah diterima oleh keluarga yang mengadakan acara, kemudian mereka diarahkan untuk menuju penginpan masing-masing yang dalam istilah manggarai di sebut karong ndei. Tiba salang ini dilakukan dengan tujuan agar bersama-sama membantu dalam meringankan beban keluarga terkait dengan kebutuhan akan finasial terhadap keluarga yang hendak menikahkan anak laki-lakinya. Dalam acara ini ada dua tahap yang dilakukan yakni kepok tura cai(penerimaan/penyambutan) dengan kepok tegi seng (permintaan sumbangan). Penelitian tentang tuturan adat tiba salang membahas permasalahan yang dirumuskan sebagai berikut: (1) bagaimanakah bentuk tuturan adat tiba salang pada Masyarakat Kembur Kelurahan Satar Peot Kecamatan Borong KabupatenManggaraiTimur? (2) bagaimanakah fungsi tuturan adat tiba salang pada Masyarakat Kembur Kelurahan Satar Peot Kecamatan Borong Kabupaten Manggarai Timur? (3) bagaimanakah makna tuturan adat tiba salang pada Masyarakat Kembur Kelurahan Satar Peot Kecamatan Borong Kabupaten Manggarai Timur?. Disamping itu juga penelitian ini bertujuan untuk (1)menemukan dan mendeskripsikan bentuk tuturan adat Tiba Salang pada Masyarakat Kembur Kelurahan Satar Peot Kecamatan Borong Kabupaten Manggarai Timur, (2) menemukan dan mendeskripsikan fungsi tuturan adat Tiba Salang pada Masyarakat Kembur Kelurahan Satar Peot Kecamatan Borong Kabupaten Manggarai Timur, (3) menemukan dan mendeskripsikan makna tuturan adat Tiba Salang pada masyarakat Kembur Kelurahan Satar Peot, Kecamatan Borong, Kabupaten Manggarai Timur. Pendekatan yang digunakan dalam penelitian ini adalah kualitatif dan data yang dikumpulkan dengan teknik cakap semuka, mencatat dan dokumentasi. Data dalam penelitian ini adalah data primer dan sekunder yakni data lisan, sumber data diambil dari tuturan adat tiba salang pada Masyarakat Kembur Kelurahan Satar Peot Kecamatan Borong Kabupaten Manggarai Timur yang diperoleh dari beberapa informan. Data dianalisis dengan menggunakan teknik kualitatif. Teori yang digunakan untuk mengkaji data menggunakan teori Linguistik Kebudayaan. Hasil penelitian ini menunjukan bahwa tuturan adat tiba salng pada Masyarakat Kembur Kelurahan Satar Peot Kecamatan Borong Kabupaten Manggarai Timur memiliki bentuk yakni bentuk (1) fonologi: permainan bunyi vokal dan konsonan, persamaan bunyi vokal dan konsonan dan bentuk (2) morfologi yakni: nomina, adverbial, numerelia dan repetisi/pengulangan kata. Fungsi yang terkandung pada bentuk tersebut adalah (1) fungsi informative, (2) fungsi imajinatif, dan (3) fungsi direktif, sedangkan makna yang terkadung dalam bentuk tersebut adalah (1) makna kebersamaan, (2) makna kekeluargaan, (3) persaudaraan, (4) makna gotongroyong, (5) makna solidaritas, dan (6) makna kehormatan. The nation of Indonesia is a nation that has a diverse ethnicity, customs, religion and language. Early humans exist, already familiar with language and unconsciously humans are also familiar with culture. Language plays an important role in social life or community where language is a bridge that connects people with each other. Language is not only used to communicate day after day but is used also in culture. It is undeniable that language and culture are two inseparable parts of human life, and are interconnected with one another. It is like a coin has two inseparable insects. One sisih is one language and one is culture.Language will not exist without the culture. The culture of society in a region can be known by language. Humans know culture through language. Arriving Salang consists of two different words namely the word arrived and salang. Arriving means acceptance and salt / road means lineage or kinship relationship. So arrived salang is the pross acceptance of sister's family. Salang consists of two kinds of salt cuker and salt wetas.Salangcuker consists of ende, ema / parent, weta / nara sister / brother, aseaguka'e / sister sibling or sedarahsedangknsalakwetas consists of wetaaseka'e meaning not biological or not blood.This event is done before the men / marriage event for the men. After some salang has been received by the family who held the event, then they diarakan to head to penginpan each in terms of manggarai called karongndei. Arriving this salt is done with the aim that together to help in relieving the burden of the family associated with the financial need for families who want to marry their sons. In this event there are two stages that are done kapok turacai (reception / welcome) with kapok tegiseng (request for donation). Research on customary speech arrived at the salang discussed the problems formulated as follows: (1) how does the form of traditional speech arrived salang at the Community KemburKelurahanSatarPeotBorong District East Manggarai Regency? (2) how does customary speech function arrive at the Kembur Village SatarPeot Village Borong District of East Manggarai Regency?(3) how is the meaning of customary speech arrived at the Kembur Village SatarPeot Village Borong District of East Manggarai ?. In addition, this study also aims to (1) find and describe the form of traditional speech Arranged Salang on Community KemburSatarPeot Village District Borong East Manggarai Regency,(2) to find and describe the function of traditional speech of Salang Arrangement to Community of KemburKelurahanSatarPeotBorongSubdistrict of East Manggarai Regency, (3) to find and describe the meaning of traditional speech of Salang to Kembur urban village of SatarPeot, BorongSubdistrict, East Manggarai Regency. The approach used in this research is qualitative and the data collected by advanced skill, record and documentation. The data in this research is primary data and source ie oral data, data source taken from customary speech arrived salang at Community KemburKelurahanSatarPeot District Borong East Manggarai Regency obtained from some informant. Data were analyzed using qualitative technique. The theory used to examine data using Cultural Linguistic theory. The results of this study indicate that customary speech arrives at the Community KemburSatarPeot Village District Borong East Manggarai Regency has a form that is (1) phonology: vocal and consonant sounds, vowel sound and consonant and form,(2) morphology namely: noun, adverbial, numerelia and repetition / repetition of words. The functions contained in the form are (1) informative function, (2) imaginative function, and (3) directive function, while the meanings contained in that form are (1) the meaning of togetherness, (2) the meaning of kinship, (3) , (4) the meaning of mutual cooperation, (5) the meaning of solidarity, and (6) the meaning of honor. The Mosalaki are prominent figures in terms of their origins, authority and charisma that are not shared by society in general. In various traditional ceremonial procedures, the Mosalaki have an essential role to play, such as deciding the planting season, land management procedures, marriage procedures, and procedures for preserving and ensuring the wellbeing of people, contact behaviour, the belief system embraced even in the realm of modern politics today. This research was conducted using a qualitative approach as developed by Spradley. The results of the study describe that the role of a Mosalaki is still the focal point of all activities in the Lio ethnic, especially in the modern world today.

Crevels Date: 13th November, 2018 Faculty of Humanities, Leiden University Abstract This thesis consists of two interconnected parts: a synchronic section dealing with Lio phonology, and a diachronic section dealing with the internal relations of the Central Flores language group, of which Lio is a member. The first section is a description of the phonetics and phonology of Lio (Austronesian), a language spoken in Flores, an island in the Lesser Sunda island chain of eastern Indonesia. I describe the phonemic inventory, phonotactics, stress system and adaptation of loanwords into Lio. This is based on fieldwork carried out in Central Flores in July-August 2017 which focused mainly on Lio. This is a contribution to the state of linguistic documentation in Central Flores, which remains relatively poorly documented. This will also set the stage for the second part of the thesis, because Lio is an important language for reconstructing aspects of Proto-Central Flores. The second section is a historical analysis of the relations of the Central Flores lan- guages, and a reconstruction of Proto-Central Flores. I present evidence that the Central Flores languages form a valid innovation-defined subgroup, which underwent a period of splitting and isolation at the level of Proto-Central Flores. Then I address the internal relations of the Central Flores group and the process of differentiation from Proto-Central Flores to the modern Central Flores languages.

The study was conducted in May - June 2018, with quasi-experiment design with pre and post test in one group. The sample in this study amounted to 35 children under five years old, with malnutritional status. Nutritional status is determined by the weight-for-age. The used honey was honey from the A. cerana bee colonies harvested in Manggarai Regency. Honey was consumed by children as much as 5 mL, twice a day, morning and evening, for 8 weeks. Nutritional status measurements were taken at 0 weeks, 4 weeks and 8 weeks before and after honey consumed regularly.

The worm lives in the canal and lymph nodes with acute clinical manifestations of recurrent fever and lymph node inflammation. This disease is one of the serious public health problems in Indonesia. Almost all regions of Indonesia are filariasis endemic areas, especially in Eastern Indonesia which has a higher prevalence. The provision of mass drugs for filariasis needs to be evaluated for the sustainability of treatment programs for the following year, so that an efficient and effective treatment program model can be found. The purpose of this study was to evaluate the implementation of POMP (Giving Mass Medicines for Prevention) for Filariasis and the factors associated with its success in East Manggarai Regency. The study was conducted in East Manggarai Regency in 2017, with a qualitative approach, using a mixed method, in order to evaluate the success of mass treatment in East Manggarai Regency. Research subjects were family heads who had taken medication, health officers, community leaders, religious leaders, and managers of filariasis control programs; selected by purposive sampling technique.
