Background

At 12.12pm a 8.0 magnitude undersea earthquake occurred 33km West-Southwest of the and generated a destructive tsunami. At 12.23pm the SI Meteorological Service issued a tsunami warning for 5 provinces in ; Temotu, , Makira-Ulawa, Central and . By 1.18pm the threat to the 5 Provinces had been assessed and for Guadalcanal and Temotu this was downgraded to watch status. The tsunami warning remained in effect for Temotu, Makira-Ulawa and Malaita Provinces until 5pm. Approximately 40 aftershocks have occurred. DART buoys measured wave heights of 0.9m (3ft) near Lata Wharf.

Lata has a population of 2,300 people. The whole Santa Cruz province has a population of 20,000 people.

SIRCS has regular programs in Santa Cruz Province; TBR and ECC.

The airstrip has some debris. Telekom is working, but patchy. Lata town water is not working. SIBC reporting water went 500m inland.

SIRCS has attended the first Provincial Disaster Meeting in Lata.

Status from SIRCS Personnel in Provinces (Phone and HF radio call)

Temotu

1. Nela Village all dwelling house totally destroyed – information received from George Tego (Branch Officer)

2. More than 100 houses completely destroyed in Venga (PEOC).

3. Airport in Lata is still out of service.

4. Wia village on Island outside of Lata completely destroyed – Information Source, Daisy who has been in contact with her Parents on the islands.

5. Six (6) deads and others are missing. This information was broadcasted at 6 pm news – Solomon Islands Broad Casting Cooperation (SIBC).

6. So far about 500 houses were reported to be totally destroyed.

All other branches have confirmed no damage

The latest report from the SI National Emergency Operation Centre indicates the following: 5 casualties 1 confirmed deceased 4 people missing including a child An unconfirmed number of houses completely destroyed Reports from remote parts of the province yet to be received Telecommunications and airstrip lightly affected Provincial Emergency Operation Centre is operational. NDC was briefed that 500 households are considered affected with more to come once teams access outer islands and villages further from Lata

World Vision staff in Lata have reported:

- A 1m (approximately) wave was experienced in Lata. This inundated the airstrip and four surrounding villages. Lata inhabitants have evacuated to surrounding hills. - In Venga, a small village near Lata, locals reported three big waves. World Vision staff reported that 90% of houses have been destroyed. A kindergarten and four classrooms were also destroyed. - In Nela, another small village near Lata, there have been two confirmed deaths (sighted by World Vision staff) and 95% of houses have been destroyed. - Water tanks and water supplies have been significantly damaged.

The Provincial Police Commander in Lata (through UNDP at 4.15pm Honiara time 6/2/13) has reported that:

- A wave flooded the airport runway and the nearby areas subsequently, blocking access roads to the nearby villages. - Other areas that were affected were; Venga, Nangu and Bamoe. These are villages along the island Santa Cruz island coast. - The real extent of damage caused by the wave is yet to be known. - Lata town is not affected by the wave except for the Airport airstrip and nearby villages located on the low level areas. Meanwhile, no damage report received from Malaita, Makira or East Guadalcanal.

Dengue Response NOTE: Unrelated to the Temotu Earthquake, SIRCS Voluntary Blood Donation Team has been requested to assist the Ministry of Health in identifying blood donors to assist with the Dengue outbreak (5 confirmed cases in Honiara). Blood Coordinator is working together with the MoH to meet the need. Any escalation of the situation will be communicated through further sit-reps. No need for further action at the moment.

Coordination overview

SIRCS DM team called for a meeting at 0900 to brief all staff and Volunteers on the situation. Continuous updates continued throughout the day.

SG/DM attended National Disaster Operation Committee at 10pm 6.2.13

IRAC cluster met at 1000

Logistics cluster met at 0800

SIRCS is in regular contact with IFRC – Fiji and ARC Emergencies team. Request for NOMAD spare parts has been actioned.

MISSION

Phase Red

SIRCS is conducting a level 3 Operation (decided as of last night 6th Feb by the DM team).

SIRCS is expecting this operation to continue for minimum three months. SG has been in contact with regular program donors to communicate the impact to regular programs

SIRC EOC will be set up in Lata, therefore 14 Red Cross people will be bound for Lata 7th Feb and 8th 2013. Patrol boat is expected to depart at 6pm. The second boat MV Anavon (cargo boat) is expected to leave at 6 pm today as well with no pax. Commercial flight is due to depart 1400 8th Feb 2013.

o See Appendix 1 for revised structure for the EOC in Lata and HQ. ACTIONS TAKEN

SIRCS HQ EOC fully operational, the decision now is to move HQ EOC to Lata and work from there. There will be still some staff including the SG manning the HQ.

o SIRCS will be sending 14 people from HQ to Temotu. 2 on the plane and 12 on the patrol boat.

Capacity assessment of provincial stocks has been conducted and the stocks from HQ will be sent down on MV Anavon.

o A complete Temotu Capacity Statement is being drafted to include personnel, functional activities and data on existing programs in Temotu

o A plan of action for restocking HQ relief stocks will be developed

DMIS has been updated

The Secretary General, Disaster Manager and DM Delegate have undertaken interviews with the following outlets (many more than once):

o Wednesday: CNN, Al Jezeera, ABC 24, NHK, AFP, Nine news, Ten News, Radio Australia, local radio in Australia

o Thursday: ABC 24, NZ TV, NZ Radio and more

Deploying personnel

o SOPs for this team have been drafted. NDMO has declared that they government will only cover transportation of the team to Temotu. All other costs have to be bonded by agencies.

o Team will travel with equipment to establish a forward base in Lata

The purpose is to conduct Damage and Needs Assessment and provision of Urgent relief supplies in .

SIRCS will provide support to the PDO and other agencies based in Lata

Temporary shelter and non- food items Non- food items • Initial distribution of relief stock to be conducted from the prepositioned storage centre in Lata once initial assessments are completed. • All partners are on standby to support further needs in emergency items, based on SIRC request.

Emergency Shelter • SIRC is coordinating with the government regarding additional deployments to Temotu. Emergency shelter support is expected once the forward command base in Lata is established.

Water, sanitation and hygiene (WASH) • A water purification unit (runs 5,000/hr) is also being deployed from Honiara along with hygiene promotion awareness. • SIRC has already requested for support with spare parts for this deployment which Australian Red Cross is providing.

Restoration of Family Links (RFL) • SIRC will establish additional support for RFL from its forward base in Lata.

Capacity Building

SIRCS is up skilling HQ EOC team in operational roles and responsibilities

SIRCS is planning to up skill assessment team members and team leaders in Temotu SIRCS is planning to conduct assessment and distribution refresher workshops

SIRCS is planning to conduct initial shelter training for Temotu volunteers

Team briefing on SIRC code of conducts and assessment forms.

ADMINISTRATION

Finances

SIRCS DM Team has drafted operational budget of $10,000 from Emergency Relief fund and has been approved by the DM and Secretary General.

o Part of this money will be sent with the deploying personnel

SIRCS DM Team has drafted a budget for the deploying team to cover all costs for two weeks. This has depleted the SIRCS Relief Fund

SIRCS is in contact with business houses and international governments that are offering financial assistance.

SIRCS is in contact with IFRC – Fiji in regards to a DREF application

Vehicles & Boats

HQ 1xTruck, 1xVan + 2x Delegate Vehicles

Flatbed truck for transporting relief stocks is out of action

2x boats at HQ are available, one 75 HP and canoe will be sent on the cargo boat leaving 07.02.2013.

OBM in Lata is out of action while the boat has been missing assumed broken by the Tsunami waves.
