Broadcasting Public Notice CRTC 2005-117 Ottawa, 5 December 2005 Ownership applications granted approval In this notice, the Commission publishes a list of transfers of ownership and changes to the effective control of broadcasting undertakings that it has authorized during the period 1 September 2005 to 31 October 2005 pursuant to its streamlined procedure, and the details regarding these transactions. 1. The Commission has a streamlined procedure for its consideration of applications involving transfers of ownership and changes in the effective control of broadcasting undertakings. Under this procedure, and on a case-by-case basis, the Commission may approve such an ownership application without first having issued a public notice provided that: a) its examination of the application reveals the presence of no significant policy concern; and b) the Commission is convinced that approval would be consistent with its approvals of previous applications. 2. Where these two conditions are met, the Commission is generally satisfied that a process initiated by a public notice is not required in the public interest, and would unnecessarily delay implementation of the transaction contemplated by the applicant. 3. In the appendix to this public notice, the Commission publishes a list of transfers of ownership and changes to the effective control of broadcasting undertakings that it has authorized during the period 1 September 2005 to 31 October 2005 pursuant to its streamlined procedure, and the details regarding these transactions. (CFCP) 2005-0853-3 Transfer of the ownership and control of 1 September 2005 CFCP, licensee of four radio programming undertakings and their respective transmitters in British Columbia, to 1126144 Alberta Ltd., a corporation controlled by its board of directors. 2. Cariboo Central Interior 2005-0848-4 Transfer of the ownership and control of Radio Inc. (Cariboo) 1 September 2005 Cariboo, licensee of eleven radio programming undertakings and their respective transmitters in British Columbia, to 1126144 Alberta Ltd., a corporation controlled by its board of directors. 3. Boundary Broadcasting 2005-0851-7 Transfer of the ownership and control of Ltd. (Boundary), and 1 September 2005 Boundary and Valley to 1126144 Alberta Ltd., a corporation controlled by its board of directors. Valley Broadcasters Ltd. 2005-0850-0 Boundary is the licensee of one radio (Valley) 1 September 2005 programming undertaking and its transmitters in British Columbia. Valley is the licensee of two radio programming undertakings and their transmitters in British Columbia. 4. Northern Cablevision Ltd. 2005-0946-6 Transfer of the ownership and control of (Northern) 8 September 2005 Northern, licensee of a cable distribution undertaking serving Grande Prairie, Alberta, from the Becker Family to Persona Communications Corp., a corporation controlled by its board of directors. 5. Vidéotron ltée (Vidéotron) 2005-0986-2 Corporate reorganization within Quebecor 19 September 2005 Media Inc. (QMI) resulting in the transfer of the effective control of Vidéotron, licensee of eight cable distribution undertakings serving various locations in Québec, from QMI to 9101-0827 Québec inc., a new wholly owned subsidiary of QMI. ii 6. CF Cable TV Inc. 2005-1013-2 Corporate reorganization within Quebecor (CF Cable), and 21 October 2005 Media Inc. (QMI) affecting the effective control of Regional. Following this reorganization, CF Cable and Regional will amalgamate to continue under the name of CF Câble/Régional ltée. Videotron (Regional) Ltd. CF Cable is the licensee of a cable (Regional) distribution undertaking serving Montréal, Québec. Regional is the licensee of nineteen cable distribution undertakings serving various locations in Québec, and one cable distribution undertaking serving Rockland, Ontario. 7. Northwest Broadcasting 2005-0746-0 Transfer of the effective control of Northwest Inc. (Northwest), and 24 October 2005 and its wholly owned subsidiary 1333598, from Mr. Ari Lahdekorpi to H.F. Dougall Company, Limited. 1333598 Ontario Limited Northwest is the licensee of CFQK-FM and its (1333598) transmitter in Ontario. 1333598 is the licensee of CIPR-FM and CITB-FM in Ontario. 8. CanWest MediaWorks 2005-1044-7 Transfer of the effective control of Inc. (MediaWorks) 27 October 2005 MediaWorks and its subsidiaries, licensees of various broadcasting undertakings across Canada, from the late Mr. Israel Asper to Mrs. Ruth Miriam Asper, and subsequently from Mrs. Ruth Miriam Asper to the children, through their control of the board of directors of CanWest Global Communications Corp., pursuant to a nomination agreement between them and CanWest Communications Corporation, a corporation controlled by Mrs. Ruth Miriam Asper. .
