Subject:- Improvement in allowances arid facilities for members of All India Services serving in the North-Eastern States of Assam-Meghalaya, Manipur-Tripura, Nagaland and Sikkim. Sir,

I am directed to refer to this Department's letter No. 140 17/31 1997-AIS-I1 dated 5- 10- 1998 vide which the provisions of Ministry of Finance, ~e~artmentof Expenditure's O.M. No. 1 1/ 2197-E.11 (B) dated 22-7- 1998 regarding allowances and special incentives for civilian employees of the Central Government etc. etc. were extended to the All India Service officers serving in the North-Eastern States and Andaman & Nicobar Islands and Lakshadweep and to say that the provisions of the following paras 2(vii) - LTC, 2(viii) - children education allowance and hostel subsidies and 2(xii) - medical facility in the said O.M., shall stand modified to the following effect for officers of All India Services serving in the States of Assarn-Meghalaya, Manipur- Tripura, Nagaland and Sikkim.

(i) LTC - All India Service officers serving in the above States and officers of other cadres on deputation to these States shall be entitled for annual Home Travel Concession .by air during their period of actual service in the North-East. (ii) Children Education Allowance - The Government shall reimburse the cost of education of children of All India Service officers serving in these States subject to the following conditions: -

(a) This scheme for Children's Education Allowance will be restricted to a maximum of two children per officer as per normal rule, who have attained the age of 5 years and who have not completed 20 years of age. (b) Reimbursement upto Rs. 16,000/- p.a. shall be admissible in respect of such children subject to the condition that one- time charges like registration feeladmission fee etc. char, d by the school in India shall not be admissible. The officer' shall have to contribute of Rs.2001- p.m. per child which may be deducted from her/his pay. (c) The concession cease to be admissible from the date the officer relinquishes charge. For a period of less than one . year, the reimbursement shall be made on a pro-rata basis. (d) ,This .is based on MEA's Scheme for India based officers posted in Mission/Posts abroad as amended from time to time in respect of children studying in India.

(iii) Health Care - The All India Service officers and their families posted in these cadres shall be entitled to air travel on referrals to super-specialty hospital in emergency situations during the period of their actual service in these States. Lady officers borne on NE cadres or lady officers of other cadres on deputation to North-East States shall be allowed to use of Army/ Cantonment Hospitals on payment basis at the prescribed rates. These facilities shall be in addition to the existing medical facilities available to All India Service officers in the North-East cadres.
