Development Traffic ...................................................................................................................................22 iv Sterling Transport Consultancy Limited 1 Introduction BACKGROUND 1.1 The purpose of this Transport Statement is to demonstrate that the planning application made by A1 Skips Ltd at their land located on Chemical Lane, Newcastle under Lyme, Staffordshire can be delivered in transport terms. 1.2 Sterling Transport Consultancy has been requested by AC Environmental Ltd acting as agent for A1 Skips Ltd to support a planning application relating to a waste transfer station and skip hire yard. 1.3 The planning application (No 19/06/251 W) has been made to raise the level of inert waste dealt with from 5,000 tonnes annually to 25,000 tonnes annually. This requires the amendment of the existing consent (N.12/07/251 W) in the following terms: Variation of conditions 1, 4 and 12 of planning permission N.12/07/251 W 1.4 As a waste and minerals related planning application it will fall to Staffordshire County Council to determine the application. 1.5 The Transport Statement is structured as follows: • Section 1 describes the development proposals; • Section 2 sets out the policy background; • Section 3 reviews the local highway network and sustainable transport facilities; • Section 4 considers the Development's trip generation; • Section 5 assesses the impacts of the proposed development's traffic generation on the local highway network; • Section 6 summarises the Transport Statement. 1.6 The site is located on Chemical Lane, Newcastle under Lyme, Staffordshire and is known as the “Corner Plot”. Chemical Lane is a 30mph single carriageway 7.0m wide estate road that serves as a spine road for the various industrial premises located as frontagers and on side access roads. 1.7 Chemical Lane connects to the A527/A500 roundabout approximately 0.7km north of the site. Chemical Lane has a southern access to the A5271 / A500 Porthill junction via Longbridge Lane some 1.1km from the site. A pedestrian only access across the Trent and Mersey Canal is provided from Copp Lane which connects to Chemical Lane; this give access to Tunstall town centre via an indirect route using local roads. 1.8 The site location is shown below. 1 Sterling Transport Consultancy Limited Figure 1. Site Location 1.9 The site’s hours of operation are restricted by planning control to 07:00 to 18:00 Mondays to Friday 1.10 The detail of the proposed development is shown below. 2 Sterling Transport Consultancy Limited Figure 2. Site Details ISSUES FOR THE TRANSPORT STATEMENT TO ADDRESS 1.11 The County Council as the local highway authority has requested a transport statement to be submitted. Their request focuses on two key issues: • Trip generation • Ability of HGVs to turn within the site. The net trip generation of the site. 1.12 This will relate to the lifting of the cap in the amount of waste material that can be processed from 5,000 to 25,000 tonnes per annum. 1.13 We have used the TRICS database to confirm the trip generation of the site based 2,914 sqm of B2 (02/C) Industrial Unit (waste transfer station) development. We have also assessed the issue of potential additional office personnel on site by use of TRICS by considering a 100 sqm site office to give a view on the likely trip generation due to additional administrative personnel. 1.14 Details of the TRICS analysis are set out in Appendix 1 of this report. The TRICS outcomes and a further ‘first principles’ assessment of the trip generation are set out in section 4 of this report. 3 Sterling Transport Consultancy Limited 1.15 In view of the limited trip generation and the flows on Chemical Lane and two major roundabouts to which Chemical Lane links no detailed junction analysis is recommended. Operation of the Site Access and the A527/A500 and A5271/A500 roundabout junctions 1.16 The site access is currently a simple priority arrangement with Leigh Lane. Immediately adjacent is the junction of Leigh Lane with Chemical Lane, also a simple priority arrangement. 1.17 The current access is shown below. Figure 3. Site Access junction – Leigh Lane / Chemical Lane 1.18 It will need to be shown that the access is adequate for the small increase in vehicle movements proposed under the application and that swept paths at the Leigh Lane with Chemical Lane junction are adequate. 1.19 The operation of the A527 / A500 and A5271 / A500 roundabouts will also need consideration. 1.20 The current A527 / A500 and A5271 / A500 junctions are shown below. 4 Sterling Transport Consultancy

This decade-long project of upgrading two non-primary (non-motorway) roads around the Potteries was completed in 2006. Building on local stakeholders’ knowledge and experience in delivering this solution, this brief shows how a strategic transport interchange can make a shrinking city successful by attractively connecting the areas of work, living, shopping, and leisure. The key lesson learnt is that both external and internal connectivity is critical for making a successful city, and that providing more options for sustainable and active local travel supported by a range of facilities (cycle racks, park and rides, dedicated bus lanes) can enhance the city connectivity. INTRODUCTION The A50 (Leicester to Warrington) and A500 (Clayton to Nantwich) roads are strategic highways that run through England and connect Stoke-on-Trent to the M1 motorway in the east and the M6 motorway in the west (Junctions 15 & 16, see the map below), accommodating some recent major employment growth poles. In recent years, these transport corridors have undergone a major improvement as part of the national government investment in the country’s strategic road networks. While improving the A50/A500 roads has been critical for Stoke-on-Trent’s strategic connectivity and the city’s rapidly developing logistics and distribution businesses, this work has generated a lot of traffic movements through the city, cutting several communities in half, and posing environmental risks, including air pollution.
