Kok Hooi Lim Safety Director, Airasia X ICAO REGIONAL SAFETY MANAGEMENT SYMPOSIUM THE JOURNEY TO ACHIEVING EFFECTIVE SAFETY MANAGEMENT Asia and Pacific & Middle East Regions 23-26 April 2018, Singapore Kok Hooi Lim Safety Director, AirAsia X Capt. Kok Hooi Lim’s responsibilities include providing guidance and direction for AirAsia X’s safety management system, ensuring that safety documentation accurately reflects the current situation, monitoring the effectiveness of corrective actions, providing periodic reports on safety performance, and providing independent advice to the CEO, senior managers and other personnel on safety-related matters. Capt. Kok Hooi Lim’s experience in the airline industry dates back to the early 1990s, with a focus on safety and training and an accumulated flying hours of over 15,000. Capt. Kok Hooi Lim started commercial flying in the Dornier 228, Twin-Otter (DHC-6), Fokker 50, B737s, A340 and now, A330 aircraft. He joined Malaysian Helicopter Services as a co-pilot, and was seconded to Pelangi Air Sdn Bhd, Kuala Lumpur and to Royal Air Cambodge, Phnom Penh in 1992. He also joined Malaysian Airlines as a Captain of DHC 6 Twin Otter, based in Miri, Sarawak, following which he became a Captain of Fokker 50, B737-400 and B737-800 in 1997. In addition, he joined AirAsia X as a Captain of A340/330, leading the flight data monitoring team in 2011, and became Chief Pilot Flight Safety in 2016. He was appointed to current position of Safety Director in January 2018. Capt. Kok Hooi Lim holds a commercial Pilot Licence Australia, a commercial Pilot Licence Malaysia, and an airline Transport Pilot Licence Malaysia. He is a Type Rated Instructor (TRI) A340/A330/Fokker 50/DHC-6 Twin Otter, a member of Malaysia Flight Safety Team, an IATA qualified trained SMS Implementer, a Cranfield University Certified Aviation Investigator and an IATA Trained Aviation Auditor. .

Among these modes, bus transportation continues to be the top choice for intercity travelers in Malaysia. Bus offers more flexibility compared to the other transport modes. Due to its relatively cheaper fare as compared to the air transport, bus is more affordable to those with low income. However, bus transport service today is starting to face higher competition from rail and air transport due to their attractive factors. The huge challenge faced by intercity bus transport in Malaysia is the management of its services. The intercity bus transport does not fall under one management; unlike rail transport which is managed under Keretapi Tanah Melayu Berhad (KTMB), or air transport which is managed under Malaysia Airports Holdings Berhad (MAHB).

    03/02/1997 Second aircraft for AirAsia AIRASIA Sdn Bhd, which launched its first Boeing 737-300s last year, officiated the arrival of its second aircraft in a colourful traditional tepung tawar ceremony at the Sultan Abdul Aziz Shah International Airport in Subang, Selangor. The ceremony, which was witnessed by Prime Minister Datuk Seri Dr Mahathir Mohamad on Saturday, marked another milestone for AirAsia which is aiming to go global in five years. AirAsia director Datuk Tik Mustaffa said the company had made known to the Transport Ministry two or three months ago on its interest to have additional flight destinations. "We submitted a proposal to the ministry last week on expanding our operation within the Asian region to include China, India and Indonesia," he told a Press conference earlier. Plans are in the pipeline to fly to Subic Bay or Cebu in the Philippines next year. The country's second national carrier, commercially known as Pacific Eagle, commenced operation on Nov 18 last year after a two-year delay when Malaysia Airlines refused to share with AirAsia some of its regional routes. While Malaysia Airlines will continue to be the country's sole international carrier, AirAsia will ensure that there will not be an overlapping of routes between the two airlines. Tik said the airline would also consider operating domestic flights if the local demand and also market share justified the move. AirAsia, incorporated in 1993, is a joint venture company between Hicom Holdings Bhd which holds a 85 per cent stake and Mofaz Air Sdn Bhd the remaining 15 per cent.

While the understanding of liberalization tends to focus on the promotion and increase of foreign investment and ownership in the domestic industry players, the concept of liberalization is wider. Both the Malaysian and international experiences highlight that liberalization also extends to the negotiations for greater air traffic rights (ATRs) via air service agreements (ASAs), promoting private ownership, as well as, reducing and dismantling barriers to entry, thus, promoting competition in the sector. Sector liberalization is an evolutionary rather than a revolutionary process, but its pace is hastened by technological changes. Both the Government of Malaysia (GoM) and industry players must appreciate that market liberalization process penalizes inefficient industry players, which may be forced to exit the market in the long term. Sector liberalization has been accompanied by deregulation but this does not mean unfettered access to and unbridled (potentially anti-competitive) behaviour in the market. Traditional economic regulations are no longer sufficient to regulate the more competitive market environment. Hence, the Malaysian Aviation Commission (MAVCOM) was established to be the economic regulator with the power to regulate competition matters for the sector. This model is based on international best practices on economic regulation, which emphasize independence, transparency, accountability, and professionalism. These principles must be upheld and respected by all relevant stakeholders in the sector.
