Following on from the Qualifiers for the FIBA Basketball World Cup, the 2017-2021 cycle of FIBA’s New Competition System will resume in November 2019 with the Qualifiers for the Continental Cups, with 32 European teams set to compete for a spot at FIBA EuroBasket 2021. For several teams the journey already began in 2017 with the Pre-Qualifiers and the race will heat up with the windows deciding the 24 teams to participate in Europe’s flagship event and fight for the coveted title of European champions. At FIBA Europe, we are pleased to see that this new era has tipped off successfully, with the combined efforts of all stakeholders bringing basketball home. We are convinced that the exposure for the National Member Federations will grow further in the FIBA EuroBasket 2021 Qualifiers, with fans following their national teams closely - in the arenas, on TV and through social media. Building on the expertise and considering the feedback from the first set of Qualifiers, we will keep accompanying the National Member Federations on their path and supporting them in organizing the games in a professional and beneficial way. This Handbook for the FIBA EuroBasket 2021 Qualifiers covers all aspects of the game organization and serves as the main source of information for all parties involved. 1 COMPETITION SYSTEM
1.1 Competition Overview
The FIBA EuroBasket 2021 Qualifiers serve to qualify the teams taking part in the FIBA EuroBasket 2021. The preliminary dates for the FIBA EuroBasket 2021 are from 2-19 September 2021. For the FIBA EuroBasket 2021 Qualifiers, thirty-two (32) National Member Federations, will compete in home and away games to qualify twenty-four (24) teams (including the Host country(ies)).
GENERAL CONCEPT In order to qualify for the FIBA EuroBasket 2021, all National Member Federations will have to participate. The winners of the previous EuroBasket shall not automatically qualify for the FIBA EuroBasket 2021. Thirty-two (32) National Member Federations will play the FIBA EuroBasket 2021 Qualifiers The remaining National Member Federations shall register for FIBA Basketball World Cup 2023 Pre-Qualifiers games and compete in order to be promoted to the FIBA Basketball World Cup 2023 Qualifiers which will start in November 2021. Qualification for the FIBA EuroBasket 2021 Qualifiers shall be based on the sporting results of the National Member Federations according to the respective qualification processes from the previous cycle 2017-2019. The final line-up of the twenty-four (24) teams that qualify for the FIBA EuroBasket 2021 will be as follows: • The four (4) Host(s) • Twenty (20) additional teams from the FIBA EuroBasket 2021 Qualifiers The teams not qualified to the FIBA EuroBasket 2021 will join the Basketball World Cup 2023 Pre- Qualifiers second round and compete to qualify for the Basketball World Cup 2023 Qualifiers starting in November 2021. Group games are played on round robin basis, with each team playing the other teams in its group twice, once at home and once away. FIBA EUROBASKET QUALIFIERS 2021 GUIDELINES 9
1.2 Concept Overview
FIBA CALENDAR The FIBA International Competitions Calendar was approved during the FIBA Central Board meeting on 8 and 9 August 2015. The games of the FIBA EuroBasket 2021 Qualifiers will take place within the official FIBA Windows, as per the FIBA International Competitions Calendar, FIBA Regulations and official website. The details of the competition format, including the competition days and game days, will be decided by the FIBA Executive Committee and communicated in early July, in the FIBA EuroBasket 2021 Qualifiers National Member Federations Handbook.
WINDOWS CONCEPT The FIBA EuroBasket 2021 Qualifiers windows will be starting from Monday until the Tuesday of the following week. In order to have the maximum exposure for all stakeholders, teams will play on Thursday and Sunday or Friday and Monday. An equal number of games shall be played on each day, taking into account the interests of fans, broadcasters and of the competition itself across the Windows. A draw will determine the day in which team will play in each Window (either Thursday/Sunday or Friday/Monday). In order to guarantee fairness among the teams, FIBA will ensure that every National Member Federation has a balanced allocation and plays approximately half of its games on Thursday/ Sunday and the other half on Friday/Monday (when applicable).

1.3 Competition Format
FIBA EUROBASKET 2021 QUALIFIERS AND FIBA BASKETBALL WORLD CUP 2023 PRE-QUALIFIERS
Participation • All registered national men’s teams from Europe shall play home and away games in the windows for the FIBA EuroBasket 2021 Qualifiers. • Thirty-two (32) teams, the twenty-four (24) teams from FIBA EuroBasket 2021 Qualifiers Second Round plus the eight (8) teams qualified from the FIBA EuroBasket 2021 Pre-Qualifiers, shall play the FIBA EuroBasket 2021 Qualifiers, and the remaining teams shall play in the FIBA Basketball World Cup 2023 European Pre-Qualifiers.
Competition System • The following competition systems shall be applied for the FIBA EuroBasket 2021 Qualifiers. • FIBA EuroBasket 2021 Qualifiers The games shall be played in the windows defined in the FIBA International Competitions Calendar. For the FIBA EuroBasket 2021 Qualifiers, the thirty-two (32) teams shall be divided into eight (8) groups of four (4) teams (A, B, C, D, E, F, G and H). Each team shall play home and away games against the other teams in its group (a total of six (6) games per team). The three (3) highest-placed teams from each group, except the group(s) which includes the FIBA EuroBasket 2021 Host(s), shall qualify for the FIBA EuroBasket 2021. For the group containing the FIBA EuroBasket 2021 Host(s), the Host(s) and the two (2) other highest placed teams shall qualify for the FIBA EuroBasket 2021. All those twenty-four (24) teams shall play the following FIBA Basketball World Cup 2023 Qualifiers starting in November 2021. The teams placed fourth in each group shall play the FIBA Basketball World Cup 2023 Pre- Qualifiers Second Round taking place in the Summer 2021. FIBA EUROBASKET QUALIFIERS 2021 GUIDELINES 11

• FIBA Basketball World Cup 2023 Pre-Qualifiers First Round The games shall be played in the windows defined in the FIBA International Competitions Calendar. For the FIBA Basketball World Cup 2023 Pre-Qualifiers, the remaining registered teams which are not playing the FIBA EuroBasket 2021 Qualifiers, shall be divided into groups of four (4) or three (3) teams. Each team shall play home and away games against the other teams in its group (a total of six (6) or four (4) games for each team). The four (4) highest-placed teams shall qualify for the FIBA Basketball World Cup 2023 Pre- Qualifiers Second Round to be played in Summer 2021. 12
The remaining teams shall not play any further in the qualification and shall play the FIBA EuroBasket 2025 Pre-Qualifiers during the FIBA Basketball World Cup 2023 Qualifiers cycle • FIBA Basketball World Cup 2023 Pre-Qualifiers Second Round • All teams which did not qualify for the FIBA Basketball World Cup 2023 Qualifiers through the FIBA EuroBasket 2021 Qualifiers (total of eight (8) teams) and the four (4) highest-placed teams qualified from the FIBA Basketball World Cup 2023 Pre-Qualifiers First Round shall be divided into four (4) groups of three (3). Each team shall play home and away games against the other teams in its group (a total of four (4) games per team). In the event that home and away games cannot be organised for logistical reasons, the affected groups shall play in tournaments hosted by one (1) of the participating teams according to the specific competition system approved by FIBA and the Regional Office. The best two placed team from each group (a total of eight (8) teams) shall play in the following FIBA Basketball World Cup 2023 Qualifiers. The remaining teams shall not play any further in the qualification and shall play the FIBA EuroBasket 2025 Pre-Qualifiers during the FIBA Basketball World Cup 2023 Qualifiers cycle.
