WATER SUPPLY & SANITATION VISION Provision of adequate, safe drinking water and sanitation facilities to the entire rural and urban communities of Punjab through equitable, efficient and sustainable services. WATER & SANITATION POLICY . Government of the Punjab aims to provide safe drinking water of an adequate quantity at an affordable cost through equitable, efficient and sustainable services to all citizens (Drinking Water Policy Approved in May, 2011). The goal of Provincial sanitation policy is to ensure that entire population of Punjab has access to safe and affordable sanitation for a quality life. (Punjab Sanitation Policy has been formulated recognizing the significance of sanitation which is under approval). OBJECTIVES . Improving standards of public health through provision of improved services supported up by legal, regulatory and binding framework. Laying down a roadmap for mobilization of resources to ensure provision of drinking water & sanitation to all by the target timeline, assigning a priority to un- served and under-served areas. Focusing on capacity building of local governments and Public-Private Partnerships to improve the operation and maintenance of water supply & sanitation schemes. Facilitating the introduction and institutionalization of an effective Monitoring and Evaluation System, this includes performance benchmark in service delivery. To raise living standards of community by providing quality drinking water and improved sanitation services. To reduce the spread of water borne diseases. To achieve Sustainable Development Goals and targets. 205 ECONOMIC IMPACT OF WATER AND SANITATION PROJECTS The need for water and sanitation is fundamental to all citizens, and increased coverage of these essential services will significantly contribute to population welfare as well as wealth and stability of citizens. An economic study conducted by World Bank (2012) for Pakistan has shown that impacts resulting from poor sanitation and hygiene cost the economy of Pakistan PKR 344 billion (US$ 6.0 billion) per year in 2006, or the equivalent of 3.9% of annual Gross Domestic Product (GDP). Of this cost, PKR 70 billion (US$ 1.1 billion) constitutes the financial costs, equivalent to 0.8% of GDP. This translates to economics costs of an average PKR 2,140 (US$ 37.5) per inhabitant annually. Impacts resulting from poor sanitation and hygiene cost the economy in shape of a)-adverse health effects associated with poor sanitation and water supply, b)- cost of treating these health problems, c)-loss of productivity that results when individuals are sick and others have to care for them, d)-time spent to access services, e)-water pollution and f)-adverse impacts on tourism. An important contributor to such costs is child mortality due to diarrheal diseases caused the death of thousands of children. The indirect effect of malnutrition because of poor water and sanitation contributes 50% according to WHO – cost many thousand more lives. Poor water supply and sanitation facilities also result severe stunting and underweight in children under five. Malnutrition leads to lower school productivity and work productivity from impaired cognitive function and learning capacity. It is fact that investing in sanitation and water can help both improve health and tackle economic challenges. STRATEGIC INTERVENTIONS . Special focus on need based interventions in water supply & sanitation sector. Ensuring regional equity (North & South Punjab) in the developmental portfolio. Effective measures to serve Southern Punjab. Maximum allocation for on-going schemes for their timely completion to avoid cost overrun. Ensuring priority in resource distribution for sanitation sector. 206 . Allocation of Rs. 2,193 million for execution of 206 Water Supply Schemes (58 Urban and 148 Rural). Allocation of Rs. 7,177 million for execution of 689 Sanitation schemes (558 Urban and 131 Rural). Provision of funds of Rs. 762/- million for execution of 19 Punjab based schemes. Ensuring water quality under Saaf Pani Program. Provision of Rs. 17,383 million to 1254 schemes under Local development Program. Allocation of Rs. 5,463 million to 739 schemes under Prime Minister’s SDGs Program. ACHIEVEMENTS OF FINANCIAL YEAR 2016-17 . Initially, 1245 water supply & sanitation schemes were included but later on due to induction of new schemes through supplementary grant, the number of schemes increased to 1577, out of which 701 schemes including 225 water supply and 476 sanitation schemes were completed with an allocation of Rs. 6143 million which catered the demand of almost 5.2 million populations in the province . Rehabilitation of 274 need based (identified through TPV) dys-functional rural water Supply schemes at cost of Rs.1146 million. Approval of Mega Sewerage Scheme Liaqatpur City with an estimated cost Rs. 500/- million. NEW INITIATIVES AND TARGETS OF FINANCIAL YEAR 2017-18 . Khadim-e-Punjab Saaf Pani Program for clean drinking water on Punjab basis with an allocation of Rs. 24,500 million. Rehabilitation of 781 dysfunctional Rural Water Supply Schemes at a cost of Rs.9,500 million . WASH Programme under stunting reduction programme in 11 Districts of Multan, Bahawalpur and D.G.Khan Civil Divisions at a cost of Rs. 1,000 million. Urban Sewerage/Drainage scheme, PCC Slab & Brick Pavement in Bhakkar City with an estimated cost Rs. 1029/- million. Multi Sectoral Nutrition Strategy for WASH including Water Supply, Sanitation, Hygiene, Waste Water Treatment, Disposal of Solid Waste (9 Villages of 207 Brackish /Barani Districts one from each Civil Division) with an estimated cost Rs. 1,013/- million. 2,908 Water Supply & Sanitation schemes have been included in ADP 2017-18 out of which 1,418 schemes (123 Water Supply, 312 Sanitation , 03 Punjab Based, 241 Local Development Program & 739 Prime Minister’s SDGs Program) are targeted to be completed by the end of FY 2017-18 with an allocation of Rs. 9,840 million. Promoting the use of safe, hygienic latrines for men, women and children under PATS Programme. SAAF PANI INITIATIVE THROUGH PUNJAB SAAF PANI PROGRAM. Government of Punjab initiated a comprehensive project for clean drinking water (Punjab Saaf Pani Program) to ensure provision of safe & clean drinking water and to improve health of the entire population of the province. Punjab Saaf Pani Initiative is first ever endeavor by the Government of Punjab to improve water supply services and quality of drinking water especially in the under-served and un-served rural areas of the province. Punjab Saaf Pani Company (PSPC) has been established as a special purpose vehicle (SPV) to conceive, plan, design, execute and manage projects for provision of new Water Supply schemes. Rs. 24,500/- million has been allocated for Saaf Pani Initiatives under ADP for Financial Year 2017-18.Out of which 62 % funds is required for provision of safe drinking water in Southern Punjab and 38 % are required for provision of safe drinking water in Northern Punjab. To achieve the targets, funds Rs. 57,477/- million have been allocated in ADP 2017-18. Out of which Rs. 9,212 /- million are allocated to On-going schemes, which is 28% of total size. Rs. 23,764/- million which constitute 72% of total allocation is allocated for new program. Funds Rs. 24,500/- million have been allocated for Punjab Saaf Pani Program. For provision of Water Supply and Sanitation facility, Punjab Government not only sustains its commitment but substantial resources have also been deployed 208 during the last 08 years to WATSAN sector as shown in appended graphical representation.
